The City of Susanville Planning Commission acting as the Lead Agency pursuant to the California Environmental Quality Act has prepared a Negative Declaration (statement of no significant environmental effects) and will receive public comments relating to the project listed below.
This Initial Study and Mitigated Negative Declaration (IS/MND) evaluates the environmental effects of the proposed project to amend the General Plan land use designation and rezone three parcels totaling 0.37 acres from Low Density Residential/R-1 Single Family Residential zoning district to General Commercial/C-2 General commercial zoning district. The proposed development for the property is a 17,400 square foot Rite-Aid store includes a drive-thru facility which is a discretionary use in the C-2 zoning district requiring a Use Permit.  In addition a Use permit is needed to allow a reduction in the number of required parking spaces from 87 to 76 and a reduction in the amount of the interior landscaping area requirement from 10% to approximately 5% of the paved parking area.  The project site is comprised of eight assessor's parcel numbers:  APN 105-152-01, 02, 04, 05, 06, 08, 09 and 12 which will be merged to form one parcel of approximately 1.65 acres.
The property comprises a full block and is bounded by streets on all four sides, First Street to the north, Park Street to the west, Main Street/State Hwy 36 to the south and Ash Street/State Hwy 139 to the east.  Proposed access to the site includes 2 driveway entrances/exits on Park Street, one on First Street, one on Ash Street and a right turn only entrance on Main Street. There are currently three single family homes and one commercial building on the site which are proposed to be demolished.   
The Negative Declaration and its supporting documents are available for review at the City of Susanville's Community Development Department, 66 N. Lassen Street, Susanville, CA, 96130, during normal business hours.  The statutory review period begins March 24, 2015 and continues through April 24, 2015.  Documents are available for public inspection and comments may be submitted to the Community Development Division up until that date.
The City of Susanville Planning Commission will hold a public meeting to consider the above-mentioned Negative Declaration for the above described project on Tuesday, April 28, 2015 at     6:30 PM in the City Council Chambers located at 66 North Lassen Street, Susanville, CA 96130.

The Susanville Indian Rancheria will be conducting a silent auction regarding the sale of discontinued Tribal Fleet vehicles. This silent auction is available to the General Public. All vehicles will be SOLD AS IS, WITH NO EXCEPTIONS. Vehicles will be available for viewing at the SIR Public Works Office at 865 Joaquin Street March 25, 2015  through April 8th from 8 am - 5 pm. LASSEN NATIONAL FOREST
The Hat Creek Work Center Fire Salvage Sale is located within Township 34N, Range 4E, Section 15. The Forest Service will receive sealed bids in public at Lassen National Forest Supervisors Office at 10:00 AM local time on 04/07/2015 for an estimated volume of 6.7 MBF of Salvage Douglas Fir sawtimber, 27.5 MBF of Salvage Incense Cedar sawtimber, 199 MBF of Salvage Ponderosa Pine sawtimber, 3.9 MBF of Salvage Sugar Pine sawtimber, and .3 MBF of Salvage White Fir sawtimber marked or otherwise designated for cutting. In addition, there is within the sale area an unestimated volume of Combined Hardwood non-saw, and Combined Softwood non-saw that the bidder may agree to remove at a fixed rate. The Forest Service reserves the right to reject any and all bids. Interested parties may obtain a prospectus from the office listed below. A prospectus, bid form, and complete information concerning the timber, the conditions of sale, and submission of bids is available to the public from the 2550 Riverside Drive, Susanville, CA 96130.
