County hires consultant to plan Herlong water and sewer system
Herlong Utilities Incorporated “has secured most of the financing to position itself as the sole utility provider for the Herlong Community,” according to the staff report distributed for the board’s Sept. 18 meeting.
“This analysis and implementation plan will assist the HUI in becoming the provider of quality water and a reliable wastewater conveyance system for the entire Herlong community including Sierra Army Depot and the Federal Correctional Institute Herlong,” it said.
Funding is already on hand. A previous community development block grant for the Spalding wastewater treatment system set aside $46,250 for planning the new water system in Herlong,.
HUI already owns 4.64 acres of former county land on Sierra Drive, where the utility plans to locate a water storage tank. Construction is expected to begin in the spring.
It paid the county $63,500 in August for the property and utility easements on 11 other lots. The Board of Supervisors, acting as the Local Reuse Authority, transferred the land at its Tuesday, Aug. 21 meeting.
The utility plans to build an elevated storage tank, a ground storage tank, control rooms, an administrative office and a warehouse on the site in the Herlong Town Center.
In late 2005, the utility manager asked the supervisors to transfer the county-owned land adjacent to Fort Sage Unified School District Property on Sierra Drive.
In exchange for the land, HUI will provide water service to property in Herlong the county owns because it was transferred to the Local Reuse Authority after the 1995 Base Realignment and Closure process reduced the ammunition storage mission at Sierra Army Depot.
HUI will also waive fees for connecting LRA buildings to the water system.
