ENVIRONMENTAL ASSESSMENT

FOR

SUSANVILLE INDIAN RANCHERIA

ROADS PROJECT

LASSEN COUNTY, CALIFORNIA

     Notice is hereby given that an Environmental Assessment (EA) has been prepared for the Bureau of Indian Affairs (BIA), Pacific Region, concerning the approval of funding by the United States for approximately 3.53 miles of capital road improvements on lands held in federal trust for the Susanville Indian Rancheria (SIR). This EA assesses the significance of environmental impacts that may potentially result from BIA approval of funding for this project. The purpose and need for this project is to rehabilitate existing roads to provide safe access for users within trust lands, and to develop new roads to current standards that will provide enhanced access at the locations and provide access for future development of SIR housing projects as needs arise.

The project includes road improvements in two distinct geographic locations. The Spring Ridge Drive site is located along the northern edge of the town of Susanville and west of State Highway 139 within portions of Section 20 of Township 30 North, Range 12 East MDBM. The Herlong site is located on the southern edge of the community of Herlong, northeast of U.S. Highway 395 and within portions of Sections 1 and 2 of Township 26 North, Range 16 East MDBM.

The Spring Ridge Drive project segment consists of re-constructing and improving existing Spring Ridge Drive by widening the roadway, providing a new sidewalk, bike lane, and improved drainage over lands with development of a new two lane road, curb, gutter and sidewalk, and bike lane for approximately 0.59 mile. Culverts will be installed at various locations to accommodate existing drainage in the area. The Herlong project site includes the reconstruction of 12 road  segments for a total of 2.38 miles, and that are part of an existing housing project owned by the SIR. These roads were built as part of the Sierra Army Depot housing project decades ago, and are in need of resurfacing and heavy maintenance. The project will also add approximately 0.33 miles of new road, roughly along the alignment of an unofficial unimproved road segment.

TO CONSIDER ADOPTING A REVISED NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT FOR SURFACE WATER DISPOSAL OF TREATED GROUNDWATER

Water Board staff has prepared a draft National Pollutant Discharge Elimination System (NPDES) Permit for surface water disposal of treated groundwater. The NPDES Permit would authorize persons responsible for cleaning up contaminated groundwater to dispose of the treated groundwater into a surface water body.  The Permit is designed to protect surface water quality for disposal of groundwater formerly contaminated with petroleum hydrocarbons (e.g., gasoline) and chlorinated hydrocarbons (e.g., dry cleaning solvents). This Permit requires the treatment system cleanup the contaminated groundwater to non-detect levels before the treated groundwater can be disposed of into a surface water body. 

The Water Board will be asked to consider adopting the proposed NPDES Permit at the meeting scheduled for June 9 and 10, 2010 in Kings Beach, California. For further information about the meeting time and location, call the Water Board office at (530) 542-5400. Approximately 10-15 days prior to the meeting, the Water Board publishes its agenda on the Internet at:  http://www.waterboards.ca.gov/lahontan/board_info/agenda/.  Persons wishing to comment upon or object to the proposed NPDES Permit are requested to submit their comments or objections, in writing, to the Water Board office at the above address no later than April 30, 2010, to be assured of full consideration by the Water Board.
