Public Hearing Notice

NOTICE IS HEREBY GIVEN that the County of Lassen’s Planning and Building Services Department will conduct a public hearing on Wednesday, July 25, 2012, at 10:00 a.m. in the Board of Supervisors Chambers, 707 Nevada Street, Susanville, CA  96130.  The purpose of this public hearing is to solicit comments regarding the information and reporting requirements requested in the Grantee Performance Report required by the U.S. Department of Housing and Urban Development, for grant number 10-STNA-6969, Native American Housing Rehabilitation Grant; grant number 10-STBG-6721, Housing Rehabilitation, Public Improvements, and Public Infrastructure Grant; and grant number 10-EDEF-7266, Business Assistance and Microenterprise Programs; and Program Income Revolving Loan Funds.

Approximately $400,000 will be distributed from grant number 10-STNA-6969, to provide housing rehabilitation grants to eligible non-federally recognized Native Americans located within the County. Grant funds are to be used to remove serious deficiencies in housing units to achieve compliance with the standards of the Uniform Building Code.

Approximately $530,300 will be distributed from grant number 10-STBG-6721, to provide housing rehabilitation assistance to eligible homeowners located in South Lassen County (Census Tract 406), to purchase fire hydrants for West Patton Village Community Services District in Herlong, and to complete minor rehabilitation on Building 2071 (Theatre) in Herlong.

Approximately $500,000 will be distributed from grant number 10-EDEF-7266 to provide business assistance and microenterprise loans to eligible businesses throughout Lassen County.  These funds also provide technical assistance grants to eligible microenterprise businesses for eligible business support services.

All grants were funded by the California Department of Housing and Community Development (HCD) Community Development Block Grant (CDBG) program.  County staff will inform all interested persons of the progress of these grants since funding.

A Final Environmental Assessment (FEA) for the above authorized fuel reduction project is available for review. The Dry Hills Forest Restoration Project (Dry Hills) proposes to use a combination of methods which may include commercial timber sales, service contracts, stewardship contracts, or Forest Service crews to implement a variety of vegetation management strategies. The project is located in Tehama County, California, north of Mineral in the vicinity of Dry Lake, T30N, R3E, sec. 26, 27, 34-36; T30N, R4E, sec. 31; T29N, R3E, sec. 1-4, 9-15, 22, 23; T29N, R4E, sec. 6, 7; MDM. Copies of the FEA are available at the the Lassen National Forest (LNF) Supervisor’s Office, 2550 Riverside Drive, Susanville, CA 96130; the Almanor Ranger District office, 900 E. Highway 36, Chester, CA 96020; and,  the Lassen National Forest (LNF) website at http://www.fs.usda.gov/land/lassen/landmanagement. The Responsible Official, LNF Forest Supervisor Jerry Bird, intends to prepare a Decision Notice and Finding of No Significant Impact (FONSI) selecting Alternative 4. Alternative 4 would develop defensible fuels profile zones (DFPZs); implement group selection and conduct area thinning; improve aquatic, riparian, and meadow areas; promote conifer growing conditions and resiliency to disturbance; maintain and improve habitat for wildlife; and, implement needed actions identified under the Motorized Travel Management Record of Decision (2010) on approximately 3,922 acres of National Forest lands north of Mineral, California. The proposed actions include variable spacing, leave islands, and retention of shrub habitat, as well as treatment within riparian habitat conservation areas (RHCAs). Aspen stands within the project area would be thinned to promote the health and expansion of the aspen clone.

CREEKS II FOREST RESTORATION PROJECT

A Final Environmental Impact Statement (FEIS) for the above authorized fuel reduction project is available for review.  Copies of the FEIS may be obtained by writing or calling the Almanor Ranger District office, P.O. Additional information about the proposed project may also be obtained from Blair Halbrooks at the Almanor Ranger District.

The Responsible Official, Jerry Bird, Forest Supervisor, intends to prepare a Record of Decision (ROD) selecting alternative 3 for the Creeks II Forest Restoration Project.  This alternative was designed to incorporate elements suggested in the collaboration meetings and is intended to address concerns for habitat and connectivity. Specific proposed actions under alternative 3 include constructing 4,065 acres of fuel breaks known as Defensible Fuel Profile Zones (DFPZs); implementing group selection harvest methods to create a fire-resilient healthy forest ecosystem on 647 acres; and implementing area thinning to restore stand densities more characteristic of past natural fire regimes on 3,103 acres.  Actions would include associated road system improvement work necessary to implement treatments. Road related watershed improvement work would be performed including upgrading culverts, surfacing crossings, out-sloping sections of roadway, constructing low water crossings, and removing unneeded crossings be on 7.3 miles of roads and 72 drainage crossings. It would reduce hazardous fuels on 8,114 acres of Lassen National Forest near Chester, CA. The project area encompasses about 33,000 acres and is located in all or portions of: T. 26 N., R. 5 E., sec. 1-4, 10-15, 23-26, 35, 36; T. 26 N., R. 6 E., sec. 1-12, 17-22, 29-31; T. 27 N., R. 5 E., sec. 13-15, 20-29, 32-36; T. 27N., R. 6 E., sec. 2, 3, 9-11, 14-21, 26-35,of the Mount Diablo Meridian.

Opportunity to Object: This project is an authorized fuel reduction project as defined by the Healthy Forest Restoration Act of 2003, section 101(2).  This project is subject to the Predecisional Administrative Review Process (referred to as ‘objection’) pursuant to 36 CFR 218, subpart A.  This process is not subject to notice, comment, and appeal provisions pursuant to 36 CFR 215 (see 36 CFR 218.3).
