The City of Susanville Planning Commission will be holding a public hearing to consider approval, conditional approval, or disapproval of a Use Permit to allow the replacement of a laundry room with a new 1,300 square foot community room/leasing office/laundry room. The use permit will also make the existing apartments conform to the current zoning regulation. The applicant also proposes remodeling to the existing apartment complex which requires architectural review. The District has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per
diem wages and the general prevailing rate for holiday and overtime work in the locality in which the work is to be
performed for each craft, classification or type of work needed to execute the contract. Holiday rates shall be paid as
specified in the collective bargaining agreement applicable to each particular craft, classification or type of work
employed on the project.

In accordance with Section 1773.2 of the California Labor Code, the Contractor shall post a copy of the determination of
prevailing rate of wages at each job site.
The schedule of per diem wages is based upon a working day of eight (8) hours. The rate for holiday and overtime work
shall be at time and one-half.
The Contractor and any subcontractor(s) shall pay not less than the specified prevailing rates of wages to all workers
employed by them in the execution of the contract.
A payment bond and performance bond will be required prior to the execution of the contract. The payment bond and
performance bond shall be in the form and amount set forth in the Contract Documents.
In accordance with provisions of Public Contract Code Section 22300, substitution of eligible and equivalent securities
for any monies withheld to ensure performance under this contract will be permitted at the request and expense of the
contractor.
Pursuant to Public Contract Code Section 3300 and Business and Professions Code Section 7028.15, each bidder
shall possess at the time of the bid the license classification as follows below. The successful bidder must maintain the
license throughout the duration of this contract.

ACTION: Notice of Finding of No Significant Impact
Summary: Notice is hereby given that the U.S. Department of Agriculture Rural Utilities Service (RUS) has issued a Finding of No Significant Impact (FONSI) for the Environmental Assessment (EA) prepared the Fort Sage to Herlong 120kV Interconnect Project in Washoe County, NV and Lassen County, CA proposed by for Plumas-Sierra Rural Electric Cooperative (PSREC) (the proposed Project). RUS may finance the proposed Project, thereby making it an action subject to review under the National Environmental Policy Act (NEPA), the National Historic Preservation Act, and all applicable federal environmental law and regulation. RUS determined that the proposal would require an Environmental Assessment (EA), in accordance with RUS’s Environmental Policies and Procedures, 7 CFR Part 1794. Based on the EA, RUS has evaluated the proposed Project’s purpose and need, reasonable alternatives, and potential impacts to the environment, and has concluded that the proposed Project will not have a significant impact on the human environment.

Supplementary Information: PSREC is a member-owned, not-for-profit electric transmission cooperative that is required to provide reliable and affordable electrical service to its members. PSREC has requested financing for the proposed project in order to address regional limitations of current power capacity in their service territory due to age-related deterioration of existing equipment and load growth, and to satisfy regulatory requirements. The proposed Project will increase the system’s power capacity and voltage stability to meet expected demand and provide for system reliability by connecting the electrical system to higher voltage source and reducing the distance to existing major loads. The proposed Project involves the construction of a 13.67-mile single-circuit, 120 kV three-phase transmission line along existing right-of-way (ROW), and the construction of a new substation adjacent to the existing Herlong distribution substation to accommodate the requisite new equipment. Construction and operation of the proposed Project will require 36-acres of temporary disturbance, and 4-acres of permanent disturbance. The proposed Project’s route crosses land administered by the Bureau of Land Management Eagle Lake Field Office (BLM), the California State Lands Commission (CSLC), and the California Department of Fish and Game (CDFG). RUS served as the lead federal agency for compliance the Endangered Species Act, the National Historic Preservation Act and NEPA. RUS determined that the proposed project would have no effect on federally listed threatened and endangered species. RUS, in consultation with the California and Nevada State Historic Preservation Officers (SHPOs) and the tribes that the proposed Project will have no adverse effect on historic properties; this finding and the measures that will be implemented to ensure avoidance of effects including implementation of the Access Plan and monitoring are documented in the Programmatic Agreement executed by RUS, the BLM, and the SHPOs in May and June of 2012. Based on the Environmental Assessment (EA) prepared in coordination with the BLM and the California State Lands Commission (CLSC), RUS determined that the proposed Project will have no significant effect on the human environment. RUS documented these determinations in the Finding of No Significant Impact (FONSI) executed on August 23, 2012.
The availability of the EA for public review was announced in the Portola Reporter and the Feather River Bulletin on July 13, 2011. The EA was made publicly available electronically on the RUS Website, http://www.rurdev.usda.gov/UWP-EA.html, and in hard copy at the PSREC, RUS, BLM, and CSLC Offices. The thirty-day public comment period concluded on August 10, 2011, during which time no public or agency comments were received.
In accordance with National Environmental Policy Act, as amended (42 U.S.C. § 4321 et seq.), the Council on Environmental Quality Regulations (40 CFR §§ 1500-1508), and RUS's Environmental Policies and Procedures, as amended (7 CFR Part 1794), RUS has determined that the environmental impacts of the proposed Project have been adequately addressed and that no significant impacts to the quality of the human environment would result from construction and operation of the proposed Project. Any final action by RUS related to the proposed Project will be subject to, and contingent upon, compliance with all relevant federal and state environmental laws and regulations. Because RUS’s action will not result in significant impacts to the quality of the human environment, an Environmental Impact Statement will not be prepared for the proposed Project.
