Ordinance No. 8 updates and restates the Solid Waste Authority Code. The final reading of Ordinance No. 8 will be conducted on December 11, 2012 at approximately 3:20 p.m. at the Lassen County Board of Supervisor’s chamber, 707 Nevada Street, Susanville, CA. If adopted, Ordinance No. 8 will become effective on January 10, 2013.

PREPARATION OF AN UPDATE TO THE
LASSEN COUNTY ENERGY ELEMENT
Lassen County is seeking a qualified firm or individual to update the Lassen County Energy Element. In May 1993 the Lassen County Board of Supervisors adopted an Energy Element as part of its
General Plan. The Energy Element is an integral part of the series of Elements which comprise Lassen County's General Plan. The primary intent of the Element is to present specific policies and procedures that will not only ensure a balance between energy development, environmental protection, and preservation of other natural resources, but will also facilitate the siting and permitting of energy facilities within the County, thereby enhancing and diversifying the County's economic base. The scope of services of the proposal includes a comprehensive review and update of the current element; inventory and analysis of Federal, State and local regulations, including maps and GIS data.
All proposals must be received by 4:00 p.m. on Thursday, January 31, 2013. Three proposals and one electronic copy (MS Word Compatible) in a sealed envelope clearly marked "Proposal for Preparation of Energy Element Update" must be submitted. Proposals may be submitted in person or mailed to the Lassen County Department of Planning and Building Services, Attention: Gaylon Norwood, 707 Nevada Street, Susanville, CA 96130.

A RESOLUTION OF THE
WESTWOOD COMMUNITY
SERVICES DISTRICT
PROVIDING PENALTIES FOR
NON-PAYMENT OF CHARGES
WHEREAS, the Westwood Community Services District (“District”) has analyzed the estimated reasonable cost of providing utility service to its customers.
WHEREAS, on the basis of that analysis, the District has concluded that providing for penalties for the non-payment of utility charges is necessary to offset the actual costs incurred in collecting said unpaid charges and is fair and proper for the District’s rate payers in general.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Westwood Community Services District as follows:
Section 1. Penalties.
A. That the above recitals are true and correct and incorporated herein.
B. That, pursuant to the authority set forth at Government Code section 61115, a basic penalty for the nonpayment of utility charges of ten (10) percent is hereby imposed, effective the day following that date on which the payment is due, plus an additional penalty of one (1) percent per month for the nonpayment of the charges and the basic penalty.
C. The basic penalty and the additional penalty may be collected in the same manner as property taxes.
Section 2. Effect on Prior Actions.
All provisions of prior ordinances and resolutions of this District not inconsistent with this resolution shall remain in full force and effect.
Section 3. Effective Date.
This resolution shall take effect and be in force on ____.
Section 4. Limitations Period.
The provisions contained in California Civil Code Sections 860-870 shall be applicable to this resolution and to any action taken by the District by ordinance or resolution to determine the amount of penalties and the collection thereof. It is the express intent of the District in adopting this resolution that any legal action contesting the validity of the resolution shall be filed within 60 days from the date of the adoption of this resolution or the determination fixing and certifying the service charges in accordance with law.

Announcement of Mental Health Services Act (MHSA) Stakeholder Meeting
Lassen County Mental Health is seeking input regarding the 2012-2013 annual update of the Community Services and Supports and Prevention and Early Intervention plans. Mental Health seeks your participation to continue state funding for local mental health projects within Lassen County. The focus of the meeting will be the reduction of MHSA revenue for the next fiscal year and the fiscal impact on all MHSA programs.
