The purpose of the project is to capture the economic value and benefit of the forest products, and reforest suitable portions of the landscape deforested by the Reading Fire.

ADMINISTER THE ESTATE OF WINIFRED MENDIBOURE
To all heirs, beneficiaries, creditors, and contingent creditors of WINIFRED MENDIBOURE and persons who may be otherwise interested in the will or estate, or both: A petition has been filed by ARMANDINA MORALES, TERESA MAGANA, AND CALIFORNIA RURAL LEGAL ASSISTANCE, INC. in the Superior Court of California, County of LASSEN, requesting that MARY MENDIBOURE or a PUBLIC ADMINISTRATOR be appointed as a Special Administrator with general powers to administer the estate of WINIFRED MENDIBOURE and for probate of the decedent's will and for Letters of Administration with Will Annexed if a will exists.
The petition requests authority to administer the estate under the Independent Administration of Estates Act. This will avoid the need to obtain court approval for many actions taken in connection with the estate. However, before taking certain actions, the personal representative will be required to give notice to interested persons unless they have waived notice or have consented to the proposed action. The petition will be granted unless good cause is shown why it should not be.

Request For Information On Domestic Water Supplies
A Timber Harvesting Plan (THP) will be submitted to the California Department of Forestry and Fire Protection (CAL FIRE) in sections 25, and 36 of Township 29 North, Range 11 East MDM and sections 29, 30, 31, 32 of Township 29 North Ranger 12 East MDM. The proposed THP is located approximately five miles south of Susanville. This notice is to request information about domestic water supplies from Class I, II and IV watercourses that receive drainage from the THP area and is within 1000 feet downstream of the THP boundary. Watercourses that may be affected are Emerson Ditch, Hills Creek, and Lassen Creek. A RESOLUTION OF THE
WESTWOOD COMMUNITY
SERVICES DISTRICT
PROVIDING PENALTIES FOR
NON-PAYMENT OF CHARGES
WHEREAS, the Westwood Community Services District (“District”) has analyzed the estimated reasonable cost of providing utility service to its customers.
WHEREAS, on the basis of that analysis, the District has concluded that providing for penalties for the non-payment of utility charges is necessary to offset the actual costs incurred in collecting said unpaid charges and is fair and proper for the District’s rate payers in general.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Westwood Community Services District as follows:
Section 1. Penalties.
A. That the above recitals are true and correct and incorporated herein.
B. That, pursuant to the authority set forth at Government Code section 61115, a basic penalty for the nonpayment of utility charges of ten (10) percent is hereby imposed, effective the day following that date on which the payment is due, plus an additional penalty of one (1) percent per month for the nonpayment of the charges and the basic penalty.
C. The basic penalty and the additional penalty may be collected in the same manner as property taxes.
Section 2. Effect on Prior Actions.
All provisions of prior ordinances and resolutions of this District not inconsistent with this resolution shall remain in full force and effect.
Section 3. Effective Date.
This resolution shall take effect and be in force on ____.
Section 4. Limitations Period.
The provisions contained in California Civil Code Sections 860-870 shall be applicable to this resolution and to any action taken by the District by ordinance or resolution to determine the amount of penalties and the collection thereof. It is the express intent of the District in adopting this resolution that any legal action contesting the validity of the resolution shall be filed within 60 days from the date of the adoption of this resolution or the determination fixing and certifying the service charges in accordance with law.
