Supes will discuss pool today
Aug. 20, 2013 — The Lassen County Board of Supervisors will be discussing a swimming pool proposal and hearing public input at it’s meeting today, Tuesday, Aug. 20.
The matter has been set for 11 a.m. in the board chambers at 707 Nevada St. The discussion comes after supervisor Jim Chapman and Susanville City Council member Brian Wilson announced a new swimming pool proposal during Susanville Supermarket IGA’s Hometown Fest, Friday, Aug. 9.
“It’s kind of a novel concept,” he said. “…A lot of studies have been over the last eight to 10 years to deal with the pool situation,” Chapman said during a Tuesday, Aug. 13 meeting where he requested the matter be placed on the agenda for both discussion and community input.
According to their proposal, the project would be governed by a newly created joint powers agency comprised of two members from the city council and two members from the board of supervisors. Those four would appoint a fifth member from the public who is not affiliated with either the city or the county.
Both the city and the county would agree to share equally the cost of building and operating the pool to be constructed somewhere in the Susanville area.
Wilson and Chapman propose both the city and the county shall “agree to appropriate an amount up to $200,000 per year” for the next 15 years to build and operate the pool. Before the end of the 15-year period, a successor agency, such as a recreation district, will assume responsibility for the operation of the facility.
The plan would need the approval of both the city council and the board of supervisors.
Chapman said he would also like the matter be considered as part of the 2013-2014 fiscal year budget and also what it would take for the formation of the joint powers agreement.
“It’s two-fold, you have to create that entity and then once we get that entity created, create the fiscal component to back it up and that’s what this proposal is about,” Chapman said.
