AN ORDINANCE APPROVING ZONE CHANGE NO GZA-08-001 FOR MICHAEL KIRACK’S HALL STREET APARTMENT PROJECT
AMENDING THE ZONING MAP FOR
THE CITY OF SUSANVILLE
The City Council of the City of Susanville does hereby ordain as follows:
Section 1. That certain ZONING MAP OF THE CITY OF SUSANVILLE (referred to in Title 17, Section 17.04.070 of the ZONING ORDINANCE FOR THE CITY OF SUSANVILLE), is hereby amended to provide as follows:
Three parcels of property commonly known as Assessor=s Parcel Nos. 105-060-01, 11 & 12, as shown on the attached map labeled Exhibit AA@ is hereby zoned as shown on said map to R-4 (Multifamily Residential) zone district, as established by Chapter 17.24 of the ZONING ORDINANCE FOR THE CITY OF SUSANVILLE.
Section 2. The City Clerk shall, within fifteen (15) days after its passage, cause this Ordinance to be published at least once in the Lassen County Times, a newspaper of general circulation, printed, published and circulated within the City.
Section 3. If any section, subsection, sentence, clause or phrase of this ordinance is, for any reason, held to be invalid or unconstitutional, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this ordinance, it being expressly declared that this ordinance and each section, subsection, sentence, clause or phrase hereof would have been prepared, proposed, adopted, approved and ratified irrespective of the fact that any one or more other sections, subsections, sentences, clauses or phrases be declared invalid or unconstitutional.
Section 4. This Ordinance shall take effect upon the thirty-first day after its passage.

LASSEN RURAL BUS RATE INCREASE
On November 5, 2007 the Lassen Transit Service Agency met to discuss a rate increase to the Lassen Rural Bus Public Transit Service. At the meeting, the Board of Directors were presented a report on the need to increase the cost of the service in outlying areas of the Lassen Rural Bus service area due to increased fuel costs. In order to ease the burden this would create to all passengers, the Board established and adopted a “Zonal Rate” fee for trips based on distance (see map below). The Lassen Transit Service Agency as well as the Lassen Rural Bus Public Transit Service recognize the strain this increase may put on some users but we must point out that this increase in no way affects the cost of the recently adopted LRB system passes. We encourage the transit public to look at the possibility of utilizing the LRB System bus passes available to you as an option.
On Monday June 2, 2008 these new rates will be placed into effect. If you have any questions you may contact Dan Douglas of the Lassen Transit Service Agency at 251-8305.

The purpose of this public hearing is to solicit comments regarding Grantee Performance and Grant Close-Out on grant numbers 03-STBG-1830 and 04-STBG-1904.
This grant was funded by the State Department of Housing and Community Development (HCD) under the Community Development Block Grant program. County staff will inform all interested persons of the progress of this grant since funding.
Persons interested in these programs should appear at the public hearing in order to make their comments known. The proposed contract is under and subject to Executive Order 11246, as amended, of September 24, 1965, and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions. The City of Susanville will hold a public hearing to solicit comments on proposed Resolution No. 08-4371, amending Resolution No. 07-4242, establishing fees and charges for City services for fiscal year 2008-2009.

NOTICE IS HEREBY GIVEN that the County of Lassen, Department of Community Development will conduct a public hearing on Tuesday, May 20, 2008, at 10:40 am in the Board of Supervisors Chambers, 707 Nevada Street, Susanville, to discuss proposed revisions to the County of Lassen’s Housing Rehabilitation Program Policies and Guidelines and to solicit citizen input.
The County has received Community Development Block Grant (CDBG) funding for Housing Rehabilitation to assist qualified households with improvements to their homes. The Housing Rehabilitation Program Policies and Guidelines provide necessary regulations for the management of these grant funds.

Environmental Impact Statement
The North 49 Forest Health Recovery Project Final Environmental Impact Statement and accompanying Record of Decision are available to the public. A Record of Decision selecting Alternative 7, the Preferred Alternative, was signed on April 24, 2008 by the Responsible Official, Kathleen S. Morse, Lassen National Forest Supervisor.
Four alternatives, including No Action, were considered in detail in the Final Environmental Impact Statement (FEIS). The environmentally responsible alternative is Alternative 7. This alternative will use a combination of commercial timber sales, service contracts and U.S. Forest Service workforce to develop an defensible fuel profile zone (DFPZ), treat the wildland urban interface zones (WUIs), reduce forest density, improve forest health and species diversity, and improve fire-resiliency. Alternative 7 is designed to more effectively achieve the purpose and address the needs of the project while responding to substantive public comments and issues. Treatments follow the standards and guidelines of the Sierra Nevada Forest Protection Amendment Final Supplemental Environmental Impact Statement, while retaining suitable habitat for late seral-dependent wildlife. Alternative 7 utilizes a Diversity Thin treatment that thins through the diameter classes and leaves up to 15 percent of a stand in retention islands resulting in improved structural diversity. This alternative retains late-seral wildlife habitat and increases foraging habitat for American marten and other furbearers. The North 49 Project area has large, old legacy trees and some of these will receive a radial thin of up to 50 feet to reduce competition and mortality. Alternative 7 will release 55 acres of aspen, restore 70 acres of existing yellow pine and sugar pine, and establish 908 acres of group selections that will be planted with yellow and sugar pine.
Under Alternative 7, the DFPZ will be constructed to an average width of ¼ to ½ mile in accordance with the Herger-Feinstein Quincy Library Group Forest Recovery Act FEIS. In the Manzanita Chutes area where fire history and existing brush indicate a potential for high intensity fire, the DFPZ width will be greater than ½ mile. The location of the DFPZ takes advantage of natural barriers and previously thinned areas, and aligns the DFPZ perpendicular to prevailing winds while aggressively treating surface and ladder fuels. This will help to decrease wildfire behavior by slowing momentum and providing firefighters with safe areas and opportunities to directly attack oncoming wildfires. Realignment of the DFPZ reduces the impacts to suitable late-seral habitat in five California spotted owl HRCAs by reducing the number of acres treated as DFPZ. Instead these acres would be treated under the Diversity Thin prescription to maintain a richer and more diverse stand structure.
The North 49 Forest Health Recovery Project FEIS decision is subject to appeal pursuant to the provisions of 36 CFR 215.11. A written appeal must be filed with the U.S. Forest Service Region 5, Regional Forester, as the Appeal Deciding Officer, within 45 days of the date that this legal notice of decision appears in the Lassen County Times, California. Those wanting to appeal this decision should not rely upon dates or timeframe information provided by any other source. Individuals or organizations who submitted comments during the comment period may appeal this decision pursuant to the provisions of 36 CFR 215.13.
It is the appellant’s responsibility to provide sufficient project-specific evidence and rationale, focusing on the decision, to show why the Responsible Official’s decision should be reversed. Any appeal of this decision must be fully consistent with 36 CFR 215.14 and include:
1. A statement that the submittal is an appeal filed pursuant to 36 CFR Part 215.
2. The name, address, and telephone number of the appellant.
3. A signature or other verification of authorship.
4. Identification of the document in which the decision is contained, by title and subject.
5. Date of the decision, and name and title of the Responsible Official who made the decision.
6. Identification of the specific portion of the decision which is being appealed.

The proposed THP includes portions of section 14, 15, 20, 21, 22, 23, 26, 27, 28, 29, 34, & 35 of Township 30 North and Range 11, MDBM.
This notice is to request information about surface domestic water supplies from Class I, II, and IV watercourses that receive drainage from the THP area and are within 1000 feet of the THP boundary. Watercourses that may be affected include Paiute Creek and its associated tributaries. LASSEN RURAL BUS RATE INCREASE
On November 5, 2007 the Lassen Transit Service Agency met to discuss a rate increase to the Lassen Rural Bus Public Transit Service. At the meeting, the Board of Directors were presented a report on the need to increase the cost of the service in outlying areas of the Lassen Rural Bus service area due to increased fuel costs. In order to ease the burden this would create to all passengers, the Board established and adopted a “Zonal Rate” fee for trips based on distance (see map below). The Lassen Transit Service Agency as well as the Lassen Rural Bus Public Transit Service recognize the strain this increase may put on some users but we must point out that this increase in no way affects the cost of the recently adopted LRB system passes. We encourage the transit public to look at the possibility of utilizing the LRB System bus passes available to you as an option.
