The Lassen County Planning Commission held a public hearing on October 6, 2010 and is recommending that the Board of Supervisors approve the following application:

Project: Use Permit application to allow outdoor sales of green house plants and products; fresh eggs; fruit and produce; and farm and homemade agricultural products (e.g. jams, jellies, preserves and baked goods). Sales are proposed to occur on Tuesday, Thursday and Saturday, between 8:00 a.m. and 6:00 p.m. from May 1st to November 30th of each year. The applicant proposes a 24 ft. by 40 ft. canopy and two temporary 10 ft. by 20 ft. canopies to be removed at the end of each operation day. All sale items will be displayed within the canopies. The applicant is proposing 16 parking spaces for customer parking. The parcel is zoned M-L (Limited Industrial District). The project is exempt from CEQA under Section 15061(b)(3) of the Guidelines.

ADOPTION OF 2010/2011 DISTRICT BUDGET
The Governing Board of the Lassen County Air Pollution Control District will conduct a public hearing for the purpose of adopting the District’s annual budget for the 2010/2011 fiscal year and providing the public with the opportunity to comment on the proposed budget. The District has prepared a summary of its proposed annual budget for the 2010/2011 fiscal year, including a schedule of fees to be imposed by the District to fund its programs. A copy of that summary is available for inspection at the District office at the address shown below. The FY 2010/2011 District budget includes an increase of its permit fees to account for changes in the California Consumer Price Index.
The public hearing will be conducted at a regular meeting of the District Governing Board to be held at 3:00 p.m. on Tuesday, October 12, 2010, in the City Council Chambers, 66 North Lassen Street, Susanville, California 96130. NOTICE
The mobilehome described in this notice may not be removed without payment as demanded by this notice. Violation of this notice is prohibited by law. Take notice that, the management of Pineview Mobile Home Park, pursuant to the Mobilehome Residency Law and specifically, Civil Code Section 798.56a, claim a warehouseman lien against that certain mobilehome more specifically described as a 1971 Champion mobilehome, decal number ABI3417, serial number S1821, label/insignia number 10655, now situated at 2000 Paiute Lane, Space 25, Susanville, California 96130. The United States Army (Army) is providing this public notice to announce the public comment period on the Draft MMRP Seven Sites Remedial Investigation/Feasibility Study Work Plan and Notice of Exemption (NOE) for seven munitions response sites within the Main Depot and Upper Burning Ground areas at the Sierra Army Depot (SIAD) in Herlong, California. SIAD is located in the western portion of the Honey Lake Valley in Lassen County, California, approximately 4 miles west of the California-Nevada state border.
The Draft Work Plan and NOE provide information about the Army’s planned remedial investigation actions at the Seven Sites. The general tasks to be completed include surveys to locate Munitions and Explosives of Concern (MEC), a groundwater quality evaluation, and soil and soil-gas sampling. During this investigation, the Army may encounter MEC items. Items that are determined to be safe to move will be consolidated to a collection area and treated by detonation on site. Items that are determined unsafe to move and constitute an immediate safety hazard will be blown-in-place. Prior to any treatment of MEC, the Army will notify the Department of Toxic Substances Control (DTSC), Lassen County Air Pollution Control District, the Lassen County Department of Environmental Health and community members requesting notification. As such, the Army seeks public input prior to making final decisions regarding the preferred treatment options for the MMRP Seven Sites investigation-derived waste (IDW), particularly the MEC.
Written comments on the Draft Work Plan and NOE will be accepted during the 30-day public comment period, which begins on September 21 and ends on October 20, 2010. In addition, a public meeting has been scheduled for this project. The public meeting will take place at 6:30 p.m. on September 30, 2010 at the Community Theater (Building 2071) across the Herlong Library on California Street in Herlong, California. Following the Army’s presentation about their proposed actions, both oral and written comments will be accepted at the public meeting.

The California Regional Water Quality Control Board, Lahontan Region (Water Board), will hold a regular meeting on November 16, 2010, at the Lake Tahoe Community College in South Lake Tahoe. The Water Board will consider revised Waste Discharge Requirements (WDRs) for the Eagle Lake Wastewater Facility. The WDRs will allow Forest Service to upgrade the existing Facility.
The Wastewater Facility must be modified to comply with current WDRs and the revised WDRs proposed by staff. The public meeting will provide the Forest Service and the public an opportunity to comment on the revised WDRs. The Water Board will then have the opportunity to adopt, modify or take no action on the proposed WDRs.
The Water Board will accept written and oral comments in this matter. Written comments must be submitted to the Water Board by October 28, 2010. Anyone interested in attending the public meeting is invited and may comment in person on issues pertinent to this item. Oral testimony should be brief and may be limited by the Water Board’s Chairperson.
The revised WDRs and related documents may be inspected and copied at the Water Board’s office at 2501 Lake Tahoe Boulevard, South Lake Tahoe, between 8:30 a.m. - 12:00 noon and 1:30 p.m. - 4:30 p.m. at the above-referenced address.
