Applications are now being accepted by the Lassen County Air Pollution Control District for Year 13 Carl Moyer Grant Funding to assist Lassen County individuals and businesses in reducing pollutants from diesel engines by repowering or retrofitting them with newer, cleaner technologies.  Projects that will be considered for funding are remotely located diesel to diesel engine conversions, diesel to electric conversions and replacement of agricultural off-road equipment i.e. tractors, forklifts, etc.
Other projects may be considered on a case by case basis. Grants will be made available to qualified applicants subject to the requirements of the program.

AN EMERGENCY ORDINANCE OF THE CITY OF SUSANVILLE RESTRICTING AND LIMITING USE OF FIREWORKS  WITHIN THE CITY OF SUSANVILLE FROM 6:00 A.M. ON WEDNESDAY, JULY 4, 2012
TO 2:00 A.M. THURSDAY, JULY 5, 2012
AND PROHIBITING USE OF FIREWORKS
WITHIN THE CITY OF SUSANVILLE AT ANY OTHER TIME BETWEEN JUNE 17 AND OCTOBER 31, 2012
WHEREAS, presently there exists in the City of Susanville and surrounding areas the low humidity and dry conditions that also exist throughout the region, and the necessity to preserve the public health, safety and welfare of the City of Susanville by taking all necessary measures for the prevention of fires; and
WHEREAS, it has come to the attention of the City Council of the City of Susanville that lack of water for fire fighting in the areas outlying the City of Susanville is a serious problem; a fire starting within the City of Susanville may very well not only endangers lives and damage property within the City of Susanville, but may spread to areas outside of Susanville, that the fire season in this area typically can be expected to last until October 31; and
WHEREAS, due to the limitations on the resources available to fight fires, the City Council of the City of Susanville determines that the public health, safety and welfare requires the City Council to take all necessary measures for the prevention of fires; and
WHEREAS, the California Health and Safety Code '12541 authorizes cities throughout the State of California, including the City of Susanville, to regulate the sale, use and discharge of fireworks by regulation or ordinance:
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SUSANVILLE DOES ORDAIN AS FOLLOWS:
Section 1:   The use and discharge of any and all fireworks, including but not limited to safe-and-sane fireworks and dangerous fireworks as those terms are defined in California Health and Safety Code Sections 12511, 12562 and 12505, is prohibited within the City of Susanville from June 17 and October 31, 2012, except for that certain period from 6:00 a.m. on Wednesday, July 4, 2012 to and including 2:00 a.m. on Thursday, July 5, 2012.  It is hereby declared unlawful to violate the provisions of this Ordinance.
Section 2: This ordinance shall take effect immediately upon its adoption by at least a four-fifths (4/5) vote of the members of the City Council.
Section 3:  This Ordinance shall remain in effect until October 31, 2012.
Section 4: The City Clerk shall cause this Ordinance to be published at least twice in The Lassen County Times, a newspaper of general circulation, published and circulated within the City.
Section 5:  If any section, subsection, sentence, paragraph, clause, term, word or phrase of this Ordinance is, for any reason, held to be invalid or unconstitutional for any reason, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portion this Ordinance, it being expressly declared that this Ordinance and each section, subsection, clause and phrase hereof would have been prepared, proposed, adopted, approved and ratified irrespective of the fact that any one or more other sections, subsections, sentences, clauses, or phrases be declared invalid or unconstitutional.

The Forest Service will receive sealed bids in public at Lassen National Forest Supervisor's Office, 2550 Riverside Drive, Susanville, CA 96130 at 10:00 AM local time on July 11, 2012 for an estimated volume of 53374 tons of Combined Softwood sawtimber, and 23085 tons of Combined Softwood grn bio cv marked or otherwise designated for cutting. This is a small business set-aside sale. If no self-certifying small business concern makes a valid bid, the Forest Service will re-advertise this sale without restrictions on bidder size. Notice of Objection:  Campbell DFPZ Project
A Final Environmental Assessment (FEA) for the above authorized fuel reduction project is available for review. The Campbell DFPZ Project would create defensible fuel profile zones (DFPZ), implement individual tree selection (ITS), enhance meadow and sagebrush communities, implement group selection, and manage plantations on approximately 3,541 acres to meet desired conditions.  Variable density thinning would create spatial heterogeneity, increase overall forest resiliency, enhance wildlife habitat, enhance understory vegetation, and increase soil moisture.  Additional associated proposed actions include prescribed burning, mastication, road decommissioning, and the creation of a rock quarry.  The project is located in portions of Township 32 North, Range 9 East, and Township 31 North, Range 9 East, Mount Diablo Meridian.  The Responsible Official, Forest Supervisor Jerry Bird, intends to prepare a Decision Notice (DN) and Finding of No Significant Impact (FONSI) selecting the Proposed Action, Alternative 1.

Opportunity to Object:  This proposed hazardous fuel reduction project is subject to the objection process pursuant to 36 CFR 218. It is not subject to the notice, comment, and appeal procedures found at 36 CFR 215 (36 CFR 218.3). Only those individuals and organizations who previously submitted written comments specific to this project, during scoping or other public involvement opportunities, have standing to file an objection (36 CFR 218.7(a)).
Objections, including attachments, must be filed (regular mail, fax, e-mail, hand-delivery, express delivery, or messenger service) with the appropriate Reviewing Officer (36 CFR 218.8) within 30 days from the publication date of this notice in the Lassen County Times. PLEASE TAKE NOTICE that immediately following a public hearing on the matter, a proposed resolution will be considered by the Governing Board of Susanville School District at its regular meeting on June 27, 2012, at 5:30 p.m., which if adopted by the Board will implement development fees established by the district against residential construction and reconstruction at $2.08 per square foot against new commercial or industrial construction at $.33 a square foot.  The proposed fees are authorized by Education Code Sections 17620 and Government Code Section 65995.  Data pertaining to the cost of school facilities is available for inspection during regular business hours at the district’s administrative office.  The fee, if approved by the Governing Board, will become effective on August 28, 2012, which is 60 days after the proposed adoption of the resolution levying such fee by the Governing Board.
