Subject: As required by Section 18.112.060 of Lassen County Code, the Lassen County Planning Commission will consider revocation of Use Permit 2008-035 for non-compliance with the conditions of approval of said use permit. The use permit was conditionally approved on October 7, 2009, through Resolution No. 10-03-09 to allow a recycling/buy back business, commercial woodlot, and refueling sales on an 8.6 acre parcel. Said operation has not secured an Authorization to Operate, as is required by Lassen County Code Section 18.112.080 prior to operation of the permit, and the permittee has not demonstrated compliance with all conditions of approval for the use permit. Additionally, there is evidence that vehicle dismantling/recycling has or is occurring on the project site in violation of Lassen County Code and the terms of the use permit.

To Adopt an Initial Study/Negative Declaration for the
Lassen Municipal Utility District Lambert Substation Project, Lassen County.
The Lassen Municipal Utility District (LMUD) has prepared a Draft Initial Study/Negative Declaration (Draft IS/ND) pursuant to the California Environmental Quality Act (CEQA) for the proposed Lambert Substation. The Lambert Substation would include an unmanned, automated 12 kilovolt (kV) substation to provide load serving capacity within LMUD’s existing service territory. The proposed Lambert Substation would be constructed on approximately .26 of an acre within a larger 5.87 acre site located along the western side of Lambert Lane in the City of Standish, Lassen County. To interconnect into the existing LMUD electric transmission system, the Lambert Substation would include 60-kV overhead connection to an existing 12.47-kV distribution line located along the eastern side of Lambert Lane. Approximately 1,000 feet of this existing line would be upgraded within LMUD’s existing right-of-way. The Lambert Substation Project will result in either no impacts, or less than significant impacts, to environmental resources. The Draft IS/ND is available for review at LMUD’s office: 65 S. Roop Street, Susanville and at the Susanville Library Literacy: 1618 Main Street, Susanville. The Draft IS/ND is also available for review on the internet at: www.lmud.org. LMUD will receive comments on the IS/ND for a 20-day period from July 11, 2012 to July 31, 2012. Following the end of the public comment period, LMUD will prepare a Final IS/ND that will respond to comments received on the Draft IS/ND. LMUD will consider adopting the Final IS/ND at its board meeting scheduled for Tuesday, August 28, 2012. Request For Information On Domestic Water Supplies
A Timber Harvesting Plan (THP) will be submitted to the California Department of Forestry and Fire Protection (CAL FIRE) in sections 25, and 36 of Township 29 North, Range 11 East MDM and sections 29, 30, 31, 32 of Township 29 North Range 12 East MBM. The proposed THP is located approximately five miles south of Susanville. This notice is to request information about domestic water supplies from Class I, II and IV watercourses that receive drainage from the THP area and is within 1000 feet downstream of the THP boundary. Watercourses that may be affected are Emerson Ditch, Hills Creek, and Gold Run Creek. If you have any information about domestic water supplies from these sources, please contact (within 10 days):
