Opportunity to Comment on the Colby Mountain Communication Site reconstruction.
The Forest Service, Lassen National Forest, has made a preliminary assessment that this proposal falls within a category of actions listed in the Forest Service NEPA Handbook (FSH) that are excluded from documentation in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) and there are no extraordinary circumstances that would preclude the use of category found in FSH 1909.15, Chapter 30, 32.2 (3) Approval, modification, or continuation of minor special uses of NFS lands that require less than five contiguous acres of land. Category 36 CFR 220.6 (e) (3) to allow the reconstruction of the Colby Mountain Communication site by the California Highway Patrol (CHP) at T. 27 N., R. 4 E., SE1/4 Section 33, MDM, covering approximately 3 acres. This site is currently under a Communication Lease that expires on December 31, 2016. Once the new facilities are constructed the existing facilities will be decommissioned, the Colby Mountain Communication Site Plan (dated June 6, 2008) will be amended to reflect changes to the site, and a new 30 year communication site lease will be issued once constructions of the new facilities are complete. A draft Decision Memo detailing the proposal is available for review at the Almanor Ranger District. This comment period is intended to provide those interested in or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official.
