Under guidelines set forth under State of California Fish & Game Code Section 3400-3600 and Title 14, CCR, Section 601, GL Johns 2002 Living Trust is applying for a license in the Private Lands Wildlife Habitat Enhancement and Management Area Program with the California Department of Fish and Game. The Private Lands Management Area will include 8,736 acres of Ash Valley Ranch property in Lassen County, California, which include land in Township 37 North, Range 11 East, Sections 25, 35-38; Township 37 North, Range 12 East, Sections 29-33; Township 36 North, Range 11 East, Sections 1, 2, 10-15 & 22; and Township 36 North, Range 12 East, Sections 3-9, 17-18. The applicant will be managing for mule deer and antelope that utilize the property. Proposed season dates will be between August 15th and November 30th. If approved by the State Fish and Game Commission, this license would last for five years. Under this program, the applicant agrees to actively manage the aforementioned wildlife species so as to improve habitat conditions and insure healthy, sustainable populations of said species. AN ORDINANCE OF THE CITY OF SUSANVILLE ADDING
CHAPTER 12.40 PROHIBITING SMOKING
ON MAIN STREET
DURING SAFE AND SANE
HALLOWEEN EVENT
The City Council of the City of City of Susanville does ordain as follows:
Section 1: STATEMENT OF PURPOSE AND INTENT
The City Council Finds as follows:
(A) There is an ongoing need on the part of
the City of Susanville to protect the health of its
residents as part of the protection of the public
peace, safety and welfare of the citizens of the
City of Susanville.
(B) Passive smoking is the inhalation of smoke,
called second hand smoke, from tobacco
products used by others when tobacco smoke
permeates any environment causing its
inhalation by people within that environment.
(C) The negative health risks of second hand
smoke are a matter of scientific consensus;
(D) There is also a danger to children’s safety
given the wearing of costumes that may be
flammable if they come in contact with hot
cigarette embers.
(E) The safe and Sane Halloween Event is held
mainly on Main Street between Weatherlow
and Roop Streets and the first block of Roop,
Lassen, Gay, Union and Weatherlow streets on
both the north and south sides of Main Street
between the hours of 3:00 P.M. and 5:00 P.M.
on Halloween and therefore,
Section 2: Chapter 12.40 is added to the City of Susanville Municipal Code to read as follows:
Chapter 12.40 PROHIBITION OF SMOKING DURING SAFE AND SANE HALLOWEEN EVENT. 05-08 CityOrd12-0984
12.40.010 No Smoking on Main Street Between Weatherlow and Roop Streets and on cross streets as listed herein During Safe and Sane Halloween Event held between 3:00 P.M. and 5:00 P.M. normally on October 31st of each year.
(A) Smoking is prohibited on Main Street
between Weatherlow and Roop Streets and
the first block of Roop, Lassen, Gay, Union and
Weatherlow Streets on both the North and
South sides of Main Street during the Safe and
Sane Halloween celebration regardless of the
date it is held.
12.40.020 Definitions
For purposes of this Chapter, the following words and phrases shall have the meaning set forth in this subsection.
1. The words “Main Street” mean the street, the sidewalk, any parking lot or store between Weatherlow and Roop Streets, the Uptown Park to be constructed on Main Street and any place where children may be located during the safe and Sane Halloween event
2. “Smoking” means possessing (and “smoke” means to possess) any object containing a lighted tobacco product or any other lighted weed or plant, or the lighting of any object containing a tobacco product or any other weed or plant.
12.40.030 Severability
If any portion, provision, section, paragraph, sentence, or word of this Ordinance is rendered or declared to be invalid by any final court action in a court of competent jurisdiction, or by reason of any preemptive legislation, the remaining portions, provisions, sections, paragraphs, sentences, and words of the Ordinance shall remain in full force and effects and shall be interpreted by the court so as to give effect to the remaining portions of the Ordinance.
12.40.040 Effective Date
This Ordinance shall be effective 30 days from its adoption.
12.40.050 Publication
The City Clerk shall, within 15 days after its passage, cause the Ordinance to be published at least once in the Lassen County Times, a newspaper of general circulation, published and circulated within the City.
12.40.060 Repeal of Other Ordinances
This Ordinance repeals any and all other Ordinances regarding the same subject including any adoption by reference.

General Work Description:
CONTRACTOR shall, at its sole cost and expense, furnish all facilities, equipment, and other materials necessary for the surface restoration of Susanville Veterans Memorial Building located at 1205 Main Street in Susanville, California. This building was constructed in 1926 and consists of masonry type construction. Work shall consist of exterior lead based paint abatement of all exterior paint and application of new paint.
At the time this contract is awarded, the Contractor shall possess a Class A, B or C 33 license and in addition the removal of exterior paint must be performed by a lead based paint abatement contractor.
This contract is subject to the provisions of Section 22300 of the California Public Contract Code, which provides for the substitution of securities for any monies withheld by a public agency to ensure performance under a contract. The bidder’s attention is directed to said Section 22300 of the Public Contract Code for the specific requirements and provisions for such substitutions of securities if requested by the Contractor.
This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.

Planning and Service Area 2 Area Agency on Aging (PSA 2 AAA) invites older adults and other interested persons to attend a Public Hearing on the Area Agency on Aging 2012-2016 Area Plan draft.
This meeting will offer the public an opportunity to provide comments to the PSA 2 AAA on the Area Plan draft.
The Area Plan identifies the nature and scope of a continuum of services for older persons and disabled adults under the Older Americans Act. The Area Plan draft proposes a continuation of the following contracted services and programs: Information and Assistance, HICAP, Long Term Care Ombudsman, Disease Prevention/Health Promotion, Medication Management, Family Caregiver Support Program, Congregate and Home Delivered Meals, Legal services, Transportation, Home Chore and various Outreach programs.

NOTICE IS HEREBY GIVEN that the Board of Trustees of the Johnstonville Elementary School District intends to conduct a Public Hearing on Wednesday, June 20, 2012 at 5:00 P.M. to consider input from the public and a resolution on the proposed adoption of school facility fees on residential, commercial and industrial development. (This notice also corrects the notice of public hearing published in the Lassen County Times on May 1, 2012 with an incorrect date for this Public Hearing.)
The Public Hearing shall be held at the Johnstonville Elementary School library located at 704-795 Bangham Lane, Susanville, California, 96130. The fees are proposed to be levied at the rate of $3.20 per square foot for new residential construction and $0.51 per square foot for new commercial and new industrial construction, and would be levied for the purpose of funding the construction and reconstruction of school facilities. The fees would be levied pursuant Section 65995 of the California Government Code and Section 17620 of the Education Code.
The Developer Fee Justification Report for the proposed school facility fees are on file in the office of the Business Manager, and are available for public review. Members of the public are invited to provide comment at the Public Hearing, or, in writing, which is received on or before June 18, 2012.
