an Ordinance of the City of Susanville transferring all City Treasurer duties to the Finance Division and amending Chapter 2.12

of the Susanville Municipal Code

and abolishing the office of

City Treasurer

The City Council of the City of Susanville does ordain as follows:

All past, present and future duties of the City Treasurer are hereby transferred to the Finance Division; and

Pursuant to Section 51506, et sequitur, of the Government Code, the Office of the City Treasurer is hereby abolished effective June 30, 2014 or the end of the current term whichever is earlier; and

Chapter 2.12 of the Municipal Code of the City of Susanville is revised to read as follows:

2.12.010 City clerk’s office hours.

The office of the city clerk, located in the city hall at Number 66 North Lassen Street, shall be open from eight a.m. to five p.m. Monday through Friday, except on those days which have been declared a legal holiday for all city offices. (Prior code 2.2)

2.12.020 City Treasurer

The Finance Division is authorized to perform all duties past, present and future of the City Treasurer.

All ordinances and parts of ordinances previously adopted with any mention of the positions of City Treasurer or inventory clerk are repealed effective at midnight June 30, 2014.

This Ordinance shall take effect upon the thirty-first day after its passage.

NOTICE IS HEREBY GIVEN that the City of Susanville will conduct a public hearing on March 24, 2014 at 3:00 p.m. at the City Council Chambers located at 66 North Lassen, Susanville, CA to discuss possible application options and request for funding under the Fiscal Year 2014/2015 State Community Development Block Grant (CDBG) Program and to solicit citizen input on the desired activities to be included in the applications.

The City of Susanville anticipates applying for grant funds under the Public Facilities Activity, Homeownership Assistance and the Housing Rehabilitation Program for 2014/2015.
The purpose of the public hearing will be to give citizens an opportunity to make their comments known. Project:            Public Hearing: Lassen County will consider an ordinance to revise Title 12 of the Lassen County Code, repealing and re-enacting Chapter 12.26, Flood Damage Prevention, which regulates construction in and around floodplains. The proposed amendments are to comply with the U. S. Federal Emergency Management Agency’s recommendations to create written standard operating procedures for substantial damage improvements and incorporate multiple updates.

Will be received at Lassen Union High School District Office, 1000 Main Street, Susanville, California 96130, until 10:00 a.m. on March 27, 2014, at which time they will be publicly     opened and read in the office at the above address.

General Work Description:

Remove existing fence, bleachers, concrete walk at stadium, and A.C. paving in the west side parking lot at Lassen High School as noted on plans.

Install new A.C. paving, base rock, and concrete walk for the accessible parking spaces. See Sheets C1R, C2, C3, C4R, C5, C6, C7, C8, C9 of plans dated July 29, 2013 (revision)         by NST Engineering, Inc. Install new ADA signs, striping, and ADA logos as noted on the plans. Lassen High School District will reinstall fence.

Length of contract will be 60 calendar days, beginning on June 10, 2014.

The successful bidder must possess the following proper classification of Contractor’s license: General Contractor or General Engineering license.

This contract is subject to the provisions of Section 22300 of the California Public Contract Code, which provides for the substitution of securities for any monies withheld by a public agency to ensure performance under a contract. The bidder’s attention is directed to said Section 22300 of the Public Contract Code for the specific requirements and provisions for such substitutions of securities, if requested by the Contractor.

This contract is subject to State contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.

Plans and specifications may be obtained the Office of the Project Engineer, NST Engineering, Inc., 1495 Riverside Drive, Susanville, CA. A copy of the bid documents may be obtained at the Engineer’s Office upon request and a payment of $25.00. The amount of the payment is charged at cost and is not refundable.

The successful bidder shall furnish a payment bond and a performance bond, each equal to one hundred percent (100%) of the contract price. Bidder’s Bond equal to ten percent (10%) of the contract price is required to be submitted with bid documents.

The Contractor shall also furnish Certificates of Insurance, with Lassen Union High School District named as an additional insured, in amounts and coverage as specified in the Specifications.

Lassen Union High School District hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

Pursuant to Section 1770 and 1771, of the Labor Code, all Contractors and Subcontractors shall pay the General Prevailing Wage Rates on Public Works Contracts.

Pursuant to Section 1773 and 1773.1 of the Labor Code the general prevailing wage rates in the County in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wage rates are on file with the Lassen Union High School District, 1000 Main Street, Susanville, CA and may be reviewed during normal working hours.

SOCIAL SERVICES TRANSPORTATION ADVISORY COUNCIL

The Lassen County Social Services Transportation Advisory Council (SSTAC) will hold a public hearing at 1:30 P.M., Wednesday April 16, 2014 at the Lassen Senior Services facility located at 1700 Sunkist Street, Susanville, California for the purpose of taking public comment on future and unmet transit needs of the senior and disabled community. This hearing is an important element of the Lassen County Transportation Commission’s “unmet transportation needs that are reasonable to meet” process and is a requirement of the Transportation Development Act.
