The City Council of the City of Susanville will hold a public hearing to solicit comments on the proposed 2014-2015 City of Susanville Budget.

Public Notice

The City of Susanville 2013 Consumer Confidence Report (CCR) is an annual water quality report that the Safe Drinking Water Act (SDWA) requires the City of Susanville to provide its water customers with. The purpose of the CCR is to raise customer's awareness of the quality of their drinking water, where their drinking water comes from, what it takes to deliver water to their homes, and the importance of protecting drinking water sources. In recent years, the City of Susanville has mailed its customers a printed copy of the CCR to comply with the SDWA. On February 21, 2013 the California Department of Public Health expanded its interpretation of the SDWA to allow for electronic delivery of the CCR. The electronic delivery method will allow the City of Susanville to reduce the consumption of paper, and minimize potential printing and mailing costs.

ORDINANCE NO. 2014-004

AN ORDINANCE OF THE LASSEN COUNTY BOARDOF SUPERVISORS REGARDING

TERM LIMITS FOR

MEMBERS OF BOARD OF SUPERVISORS

The Board of Supervisors of the County of Lassen ordains as follows:

No person shall serve more than three terms as a member of the Lassen County Board of Supervisors. This provision shall apply prospectively only, so that any Supervisor commencing a term of office on or after January 1, 2015, may serve up to three terms from and after that date. 

Any person who, whether by appointment or election, serves a partial term of the office of Supervisor of more than two years shall be deemed, for the purpose of this section, to have served a full four-year term.

Pursuant to Government Code § 25000 (b), this ordinance shall only become effective if approved by the electors of Lassen County.

NOTICE OF IMPENDING POWER TO SELL TAX DEFAULTED PROPERTY

Notice is hereby given that real property taxes and assessments on the parcels described below will have been defaulted five or more years, or in the case of property on which a nuisance abatement lien has been recorded, three or more years. The parcels listed will become subject to the tax collector’s power to sell on July 1, 2014 at 12:01 am, by operation of law. NOTICE OF PACIFIC GAS AND ELECTRIC COMPANY’S APPLICATION TO RECOVER 

2015 ENERGY PURCHASE COSTS (A.14-05-024) AND RETURN 

2015 GREENHOUSE GAS REVENUE (A.14-05-025)

 Summary 

On May 30, 2014, Pacific Gas and Electric Company filed two separate applications with the California Public Utilities Commission (CPUC). The filings are separate requests to recover different types of energy-related costs, which are described below. If approved, both applications will affect electric rates and customers’ electric bills. 

 Every year, PG&E estimates how much it will cost to purchase energy to meet its customers’ electricity needs. This filing, known as the Energy Resource Recovery Account (ERRA) forecast, is Application 14-05-024. It 

includes the costs of fuel needed to generate electricity as well as the costs of buying electricity from third parties, such as renewable energy generators. In its application, PG&E requests an increase of $319 million in electric 

rates to recover costs for 2015. 

 The second application, A.14-05-025, forecasts the revenues which will be returned to eligible customers from the sale of emissions allowances associated with California’s greenhouse gas (GHG) reduction program. It also seeks to recover the forecasted administrative expenses associated with this state program. In its application, PG&E seeks to return approximately $443 million to customers and asks to recover approximately $1.4 million in 

administrative costs. 

 About these filings 

If the CPUC approves these applications, PG&E will begin to recover its costs in electric rates, effective January 1, 2015. At the same time, PG&E will apply GHG revenue to rates, which will help lower eligible customers’ bills. 

 PG&E does not profit from either application. In ERRA (A.14-05-024), the cost of energy is passed directly to PG&E’s customers with no markup. Any revenue collected from the sale of GHG allowances will be returned to 

eligible customers through a credit on their bill or through a rate reduction. The exact amount of returned revenues may change based on market factors and are subject to regulatory approval. The legislature and CPUC has determined the order and method by which they are returned to customers. They are:  

· First, to some industrial customers annually, via a fixed-amount bill credit. 

· Then, to small business and residential customers each month, via a bill credit based on usage. 

· Then, an additional credit for all residential households semi-annually, which will appear on customers’ 

energy statement as the California Climate Credit. 

 Both filings have a system to track actual costs and revenues with forecasted costs and revenues. 

 How will PG&E’s application affect me? 

If the CPUC approves PG&E’s request in the ERRA filing (A.14-05-024) it will increase rates. However, the GHG application (A.14-05-025), if approved, would offset this rate increase. Altogether, PG&E proposes to recover $378 million from bundled service customers—those who receive electric generation as well as transmission and distribution services from PG&E. 

 A chart presenting a more illustrative description of the net impact on proposed changes in rates was sent directly to customers in June and July. The distribution of these rate changes to each customer class ultimately depends on the CPUC’s final decisions. 

 If both applications are approved, PG&E estimates that a residential customer using 500 kWh per month would see an average bill increase of $1.42 (or 1.9 percent), from $74.44 to $75.86. Individual customers’ bills will differ. Eligible residential customers will receive a California Climate Credit twice a year in April and October on 

their electricity bills of approximately $26.56. 

 How will PG&E’s applications affect non-bundled customers? 

Direct Access (DA) and Community Choice Aggregation (CCA) customers only receive electric transmission and distribution services from PG&E. Since PG&E does not buy energy for these customers, PG&E’s applications do not affect their generation rates. However, DA and CCA customers are required to pay certain procurement- 

related charges, and eligible customers will receive GHG revenue. The net impact of PG&E’s applications on DA and CCA customers is -$9 million, or an average decrease of 1.3 percent. DA and CCA customers will receive their share of GHG revenues through their distribution rates. The revenues will offset their overall bills. 

 Another category of non-bundled customers is Departing Load customers. These customers do not receive electric  generation, transmission or distribution services from PG&E for their departing load. However, like DA and CCA customers, they are required to pay certain procurement-related charges. The net impact on Departing Load customers is $0.3 million, or an average increase of 1.1 percent.

DEMAND RESPONSE DIRECT PARTICIPATION COST RECOVERY (A.14-06-001) 

On June 2, 2014 Pacific Gas and Electric Company (PG&E) filed an application with the 

California Public Utilities Commission (CPUC) requesting approval for recovery of 

infrastructure cost associated with IT and administrative functions. These costs will be used to 

implement a procedure that allows bundled service customers to directly bid their reduction in 

electric usage into California’s wholesale electricity markets. If approved, PG&E’s application 

requests $1.5 million to be collected in rates effective January 1, 2015. 

Demand Response programs motivate electric customers through financial incentives to 

reduce their electric usage during high-demand periods and/or shift electric usage to other 

periods when electric demand is lower. This program increases electric reliability and reduces 

California’s total power purchase costs. Previous CPUC Decision 12-11-025 required that 

PG&E allow Demand Response customers to schedule their electric load reductions directly 

with the California Independent System Operator (CAISO). 

How will PG&E’s application affect me? 

If approved, this application would increase electric rates by less than one percent for the 

customers listed below: 

Bundled service customers, those who receive electric generation, as well as 

transmission and distribution service from PG&E. 

Direct access, those who only receive transmission and distribution service from PG&E. 

Community choice aggregation customers, those who only receive transmission and 

distribution service from PG&E. 

A residential customer using the system wide average of 550 kWh per month would see an 

average bill increase of $0.01 (or 0.01 percent), from $95.39 to $95.40. Actual bill impacts will 

vary depending on your electric usage.

THE CALIFORNIA STATEWIDE COMMUNITIES DEVELOPMENT AUTHORITY GIVES NOTICE that:

1.  Intention to Form a Contractual Assessment Program; Proposed Boundaries. Pursuant to a resolution entitled “Resolution Declaring Intention to Finance Installation of Distributed Generating Renewable Energy Sources, Energy Efficiency and Water Efficiency Improvements,” adopted on April 17, 2014 (the “Resolution of Intention”), the Commission of the California Statewide Communities Development Authority (“California Communities”) has determined that it would be convenient, advantageous, and in the public interest to designate an area, which shall encompass the entire geographic territory within the boundaries of the counties listed at Schedule I, and cities in Los Angeles County listed at Schedule II, of the Resolution of Intention (collectively, the “Covered Jurisdictions,” and each a “Covered Jurisdiction”), within which California Communities and property owners within the Covered Jurisdictions may enter into contractual assessments to finance the installation of distributed generation renewable energy sources and energy efficiency and water efficiency improvements that are permanently fixed to real property (“Authorized Improvements”) pursuant to Chapter 29 of Part 3 of Division 7 of the Streets & Highways Code of the State of California (“Chapter 29”). 

California Communities will not enter into contractual assessments to finance the installation of Authorized Improvements with the owner of any property located in unincorporated territory of any Covered Jurisdiction that is a county, or incorporated territory of any Covered Jurisdiction that is a city, unless requested to do so first by such county or city.

The Resolution of Intention, including the schedules and exhibit thereto, is on file with the Secretary of the Commission and reference is made thereto for the particular provisions thereof.

2. Report. Pursuant to the Resolution of Intention, the Commission ordered preparation of a report (the “Report”) at or before the time of the public hearing that contains all the matters described in Sections 5898.22 and 5898.23.

3. Contract. Chapter 29 authorizes California Communities and property owners within the Covered Jurisdictions to enter into contractual assessments to finance the installation of Authorized Improvements. The Report will contain a draft contract (the “Contract”) specifying the terms and conditions that would be agreed to by California Communities and property owners within the Covered Jurisdictions.

4. Financing Provisions. The Commission determined in the Resolution of Intention that it is in the public interest for California Communities to finance the installation of Authorized Improvements in the Covered Jurisdictions. Under Chapter 29, California Communities may issue bonds pursuant to Chapter 29 that are payable by contractual assessments and California Communities may advance its own funds to finance work to be repaid through contractual assessments, and may from time to time sell bonds to reimburse itself for such advances.

5.  Public Hearing. A public hearing will be held at 10:00 a.m., on July 17, 2014, at 1100 K Street, 1st Floor, Sacramento, CA 95814, for the purposes of allowing interested persons to object to or inquire about the proposed contractual assessment program or any of its particulars. The public hearing may be continued from time to time as determined by the Commission for a time not exceeding a total of 180 days. 

At the time of the hearing, the Report will be summarized and the Commission will afford all persons who are present an opportunity to comment upon, object to, or present evidence with regard to the proposed contractual assessment program, the extent of the area proposed to be included within the program, the terms and conditions of the draft Contract, or the proposed financing provisions.

Carman Creek Restoration Phase II

The Sierra Valley Resource Conservation District (RCD) is soliciting bids for the Carman Creek Restoration Project –Phase II. The work includes construction on four sites along Carman Creek that seek to return the stream channel to its natural elevation and restore connectivity to the floodplain.  It will consist of removing railroad grades, filling areas of deep incision with local material, constructing rock grade control structures and riffles, and closing off portions of the existing gullied channel using earthen fill. The project is located near Calpine, CA.

Invitation  For Bids

The Susanville Indian Rancheria (herein called (the Owner") will receive sealed bids for the construction of a  five new homes (one two-bedroom, one four-bedroom, and three three-bedroom units) at 4:00 p.m. on the 30th day of June 2014 at the Owner’s administration offices located at 745 Joaquin Street, Susanville, CA  96130.  The bid shall include subtotals for each individual unit as well as a total bid price.

Description of work:  The selected bidder will construct all units as specified in the manner and timeframe included in the bid package.  The bidder must meet all the criteria of the bid package to be eligible.  The Work for this project shall be completed in two hundred seventy (270) days or less.  Completion delay liquidated damages will be in the amount of seven hundred dollars ($700) per calendar day.  The tribe’s Project Manager will be the Susanville Indian Rancheria Housing Authority (SIRHA).  Although prevailing wage does not apply to this project, wages must not be lower than SIRHA’s approved wages for the type of work being performed.  A copy of the approved wages can be obtained from SIRHA by calling (530) 257-5033.

The Invitation is not restricted and is open to any and all bidders in accordance with 24 CFR 1003.510(d).  Although the bid is unrestricted, Indian Preference applies to this project.  If a bid is received from at least one responsive and responsible Indian organization or Indianowned economic enterprise and this bid is within five percent of the bid of the lowest responsible bidder, the contract will be awarded to the Indian organization or Indianowned economic enterprise. A bidder claiming Indian preference must complete the Indian Owned Economic Enterprise Qualification Statement included in the bid package, which will be used by Owner to determine whether to provide the bidder with an Indian preference. Bidders claiming Indian preference will be required to submit a completed questionnaire/statement to the Owner in accordance with Section 5 of the Instructions to Bidders. 

Bona fide bidders may obtain copies of the proposed contract documents, including plans and specifications, by depositing $30 with NST Engineering, located at 1495 Riverside Drive, Susanville CA 96130, for each set of documents beginning 8:00 a.m. on the 10th day of June 2014. Deposits will be refunded to each person who returns the documents in good condition within ten (10) days after bid opening.  No more than two sets of plans will be issued per bidder.

A prebid conference is scheduled for 19th day of June 2014 at 9:00 a.m. at 870 Joaquin Street # G, Susanville, CA  96130. Bidders are urged to inspect the site where Work is to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of performance of the contract to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for withdrawal of a bid after opening or constitute grounds for a claim after contract award.

A bid bond executed by the bidder in an amount equal to five percent (5%) of the bid, is required to be submitted with each bid. An itemized cost breakdown, separating materials and labor, is required with each bid as well as a total itemized cost breakdown for the project.

The contract will be awarded to the lowest responsive and responsible bidder whose bid does not exceed the amount of funds estimated by the Owner to be available for construction of the project, subject to any applicable Indian Preference requirements. Only bids meeting all of the bid requirements included herein shall be considered for award. In the event that the lowest bidder is not awarded a contract, a dissenting contractor has 48 hours in which to file a written complaint.

Bids will be immediately opened and read aloud after the deadline for bid receipt, and taken under advisement for review. Bids may not be withdrawn for a period of thirty (30) days following the opening of bids without the consent of the Owner.

Award of this contract is subject to a determination by the U.S. Department of Housing and Urban Development (HUD) that the contractor is eligible to contract for federally funded activities.

BIDDERS are to base their BIDS on the project funding being provided in whole or in part by Indian Community Development Block Grant funds, which may require review and approval of the contract award, contract agreement, partial and final payments, and CONTRACT CHANGE ORDERS.  Payment and retainage will comply with the section of General Conditions entitled “Payment to Contractor.”  BIDDERS are notified that this CONTRACT does not permit retainage to be invested for the benefit of the CONTRACTOR.
