Sealed proposals for the construction of the Apron Reconstruction Project, Phase I Contract will be received at the City of Susanville Office of the City Administrator, 66 N. Lassen Street, Susanville, CA 96130, until 2:00 pm local time, August 14, 2014, and there, at said office, at said time, publicly opened and read aloud.

The purpose of this project is to construct the pavement rehabilitation for the Apron (approximately 23,650 square yards including the Base Bid and all Alternates) at the Susanville Municipal Airport.

Copies of the above described Contract Documents may be examined at no expense at the Office of the City Administrator, having an address of 66 N. Lassen Street, Susanville, CA 96130, and at the Office of C&S Engineers, Inc., having an address of 8950 Cal Center Drive, Suite 112, Sacramento, California 95826. Plans are available for purchase from the City Administrator for $30 per set. Plan sets are non-refundable and prospective plan holder shall pay all shipping expenses. Each proposal must be accompanied by a certified check or bid bond, in the amount of ten percent (10%) the total maximum proposal price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Preparation of Proposal. The proposed contract will be under and subject to the Equal Opportunity Clause and Wage Rate Decision contained in the contract documents.

AN ORDINANCE OF THE CITY OF SUSANVILLE AMENDING VARIOUS SECTIONS OF CHAPTER 17 OF THE CITY OF SUSANVILLE MUNICIPAL CODE TO IMPLEMENT REGULATORY PROVISIONS REQUIRED BY THE CITY OF SUSANVILLE GENERAL PLAN HOUSING ELEMENT 2009 – 2014 AND ADDING, AMENDING AND REPLACING OTHER CODE SECTIONS TO CORRECT AND CLARIFY LANGUAGE WITHIN THE ZONING CODE

Amendments to the City of Susanville Municipal Code Chapter 17, Zoning include:

An update to the City’s R-3 zoning designation to allow development up to 15 dwelling units per acre; new definitions for small and large family day care homes consistent with State law, single room occupancy, supportive housing, and target population; amendments to the R-1, R-2, R-3, and R-4 zone districts to allow supportive and transitional housing as a permitted use and to allow mobile home parks subject to a use permit; Amend the R-3 and R-4 zones to allow single room occupancy uses subject to a use permit; Amend the R-3 zone to reduce the minimum lot area per dwelling unit from 3,500 square feet to 2,800 square feet; amend the wording for the architectural and site plan review to clarify that the process is applicable to new construction of significant exterior remodels (affects the R-1, R-2, R-3, R-4, MHP, PD, C-1, C-2, C-O, C-M, M-L, and M zone districts); amends the PF zone district to make emergency shelters, transitional housing and supportive housing allowed uses rather than requiring a use permit; amends the off street parking standards to reduce parking requirements for senior housing complexes and housing for the disabled; adds chapter 17.94 “Density Bonus and Other Developer Incentives” implement State density bonus law; amends the garage conversion requirement to require that the replacement parking spaces be covered parking when a garage is converted; adds administrative procedures for architectural and site plan review applications; and provide for administrative variances to allow reasonable accommodations for qualified persons with disabilities.

The foregoing Ordinance was adopted at a regular meeting of the City Council of the City of Susanville, held on the 16th day of July, 2014 by the following polled vote:

Ordinance

The following Ordinance was passed by the Spalding Community Services Board, 502-907 Mahogany Way, Susanville, CA 96130 at its Regular Meeting July 9, 2013. This ordinance will become effective on August 9, 2014.

Chapter 6.03 BURN PERMIT REQUIRED

6.03.010 Authority, Intent and Purpose.

This chapter is adopted pursuant to California Government Code Section 61100 (d), which incorporates the provisions of Health & Safety Code Section 13874. Pursuant to said authority, the Board finds and declares that it is necessary to establish a procedure for the requiring of burn permits for all fires and burning of any material outdoors in the District from July 1 through September 30 of each year.

6.03.020 Definitions.

As used in this chapter:

     “Combustion” The act or process of burning in the outdoors

     “Fires” Combustion of any material causing heat, light and smoke

     “Permit” A written order giving permission to have an outdoor fire and duly issued by the Fire Chief (or General Manager of the District) or other officer or employee of the District, which sets forth terms and conditions for any such outdoor burning.

     “Undeveloped Camping Property” such property located within the District whereby no permanent residential or commercial structure is located, but is capable of housing a camp trailer or similar moveable camping structure.

     “Permanent Water Source” is a working water system that produces at least 3 gallons per minute from a well or tank no less than 1500 gallons.

     “Red Flag Warning” is a weather event which may result in extreme fire behavior that will occur within 24 hours. A Fire Weather Watch is issued when weather conditions could exist in the next 12-72 hours. A Red Flag Warning is the highest alert.

6.03.030 Open fires prohibited without permit. It shall be unlawful for any person to cause or create any outdoor burning or fire on residential or undeveloped camping property within the Spalding District from July 1 through October 1 of each year without a permit. Warming fires and or cooking fires are prohibited without a permit. No permit will be issued if there is no permanent water source installed on the property or of a red flag condition has been declared.

6.03.040 Permit issued by the District and Fire Chief.

Any permits issued between July 1 – September 30 will be issued by District Employees or the Fire Chief.

6.03.050 Penalty for violation.

Any person violating any of the provisions of this chapter shall be guilty of an infraction.

A Timber Harvesting Plan (THP) will be submitted to CAL FIRE. The THP is located approximately 10 miles northwest of Eagle Lake, CA. The proposed THP includes portions of sections 2,3,4,5,8,9,10,11,13,14,15,16,17,22,23,24,25,26 of Township 34 North and Range 09 East, MDBM.
