The City of Susanville Planning Commission will be holding a public hearing to consider approval, conditional approval, or disapproval to allow a setback variance (house on property line). The project is located in the single family residential (R-1) zoning district located at 110 Hall Street, APN: 105-153-22. The hearing will be held on Tuesday, May 22, 2012 at 6:30 p.m., in the City Council Chambers in City Hall located at 66 North Lassen Street, Susanville, California.
PROJECT DESCRIPTION: This parcel contains two dwellings. The original dwelling was constructed circa 1940 and a second dwelling was constructed with a use permit in 1974. The applicant is requesting a variance to allow the primary dwelling side setback distance be reduced from five feet to zero feet.

The proposed ordinance would add Chapter 17.02, “Basin Management Objectives” to the Lassen County Code. The ordinance would establish a Basin Management Objective (BMO) program to facilitate the understanding and public dissemination of groundwater data in Lassen County. Development of a BMO program is an implementation measure of the Groundwater Management Plan adopted by the Board of Supervisors on March 13, 2007. The proposed ordinance does not regulate any action or inaction; establish or increase any fees; or impose any penalty for action or inaction. In part the ordinance would:
Establish a Groundwater Committee as standing committee of the Lassen County Board of Supervisors.
Establish a Technical Advisory Committee as standing committee of the Lassen County Board of Supervisors.
Establish management areas, key wells, and action levels.
Establish the requirements of Groundwater Monitoring Annual Report.
Establish the requirements for the collection and reporting of groundwater data.

TO PREPARE A NEGATIVE DECLARATION
As Lead Agency pursuant to the California Environmental Quality Act, Lassen County is preparing a Negative Declaration for the following project:
Applicant: Lassen Land and Trails Trust
File No.: #2011-054
Project: Use Permit and Initial Study to allow the expansion and improvement of existing public trails. Said expansion consists of the addition of approximately 2,600 feet of new trails for pedestrian, equestrian, and cyclist use. Three foot wide natural surface trails are proposed to be constructed utilizing non-mechanical methods. The project also includes five, 3-foot high interpretive panels, 3 benches, and a 9’x 8’ interpretive kiosk structure. An existing parking lot and driveway approximately 16,000 square feet in size will be utilized. The trails will be used January through October only.
Location: The project is located approximately one mile east of the intersection of Richmond Road and Wingfield Road, 1.70 miles west of the intersection of Richmond Road and Highway 395, 2.50 miles south of the City of Susanville.

Purpose:
This Request for Proposal is submitted by the Susanville Indian Rancheria to procure an environmental consultant that will assist the Tribe to attain a construction grant for the Upper Rancheria. The environmental consultant will be responsible for writing and submitting a utility construction grant to the USDA-Rural Development. The grant must include all parts and sections of the grant requirements under the Water and Waste Disposal Grants Section 306C. This position provides consulting services to ensure a successful project within a required schedule of sixty days.
Scope of Work:
The contracted Environmental Consultant will coordinate all aspects of environmental and permitting activities including:
1. Coordination of all environmental document compilation related to writing a grant for water storage;
2. Ensuring Tribal organizations are informed of needed requirements prior to grant submission;
3. Complete the preparation and submission of a USDA-RD grant application in the required format within 60 days of the notice to proceed.

General Work Description:
CONTRACTOR shall, at its sole cost and expense, furnish all facilities, equipment, and other materials necessary for the surface restoration of Susanville Veterans Memorial Building located at 1205 Main Street in Susanville, California. This building was constructed in 1926 and consists of masonry type construction. Work shall consist of exterior lead based paint abatement of all exterior paint and application of new paint.
At the time this contract is awarded, the Contractor shall possess a Class A, B or C 33 license and in addition the removal of exterior paint must be performed by a lead based paint abatement contractor.
This contract is subject to the provisions of Section 22300 of the California Public Contract Code, which provides for the substitution of securities for any monies withheld by a public agency to ensure performance under a contract. The bidder’s attention is directed to said Section 22300 of the Public Contract Code for the specific requirements and provisions for such substitutions of securities if requested by the Contractor.

ON PROPOSED ADOPTION
OF SCHOOL FACILITY FEES
NOTICE IS HEREBY GIVEN that the Board of Trustees of the Johnstonville Elementary School District intends to conduct a Public Hearing on Wednesday, May 10, 2012 at 5:00 P.M. to consider input from the public and a resolution on the proposed adoption of school facility fees on residential, commercial and industrial development. The public hearing shall be held at the Johnstonville Elementary School library located at 704-795 Bangham Lane, Susanville, California, 96130. The fees are proposed to be levied at the rate of $3.20 per square foot for new residential construction and $0.51 per square foot for new commercial and new industrial construction, and would be levied for the purpose of funding the construction and reconstruction of school facilities. The fees would be levied pursuant Section 65995 of the California Government Code and Section 17620 of the Education Code.
The Developer Fee Justification Report for the proposed school facility fees are on file in the office of the Business Manager, and are available for public review. Members of the public are invited to provide comment at the Public Hearing, or, in writing, which is received on or before May 4, 2012.
Any person challenging in court the decision made at the conclusion of the Public Hearing may be limited to raising only those issues raised at such hearing or in correspondence delivered to the school district prior to the close of such hearing.
