LCC may sell Herlong property to green energy corporation
According to public records, a grant deed transferring the property to LCC from Stanley and Edna Ross was recorded on May 13, 1998.
The college never found a use for the land and has no plans to use it in the future, the president said. Now the San Diego-based energy company, DBK Corporation, has offered to purchase the property for a minimum price of $98,000.
In accordance with state law, Cissell said the college first must offer the land to any public agency or special district that might be interested. So far no such entity has stepped forward to express an interest in the property.
“If no one shows an interest, then, and only then, can we move forward to sell the property to a private party,” Cissell said.
The president said the process is a little different than normal because the college received an unsolicited offer to purchase the property.
He added should the property be offered for sale, it would not automatically go to the DBK Corporation. The property would be sold to the highest bidder.
As part of the process the LCC Board of Trustees also will be asked to correct the minutes of its April 11, 2006, meeting to reflect a conference with real property negotiators regarding the parcel DBK wants to purchase. According to Cissell’s recommendation to the board, the item was listed incorrectly on the agenda and this correction amounts to “a minor technical detail.”
According to its Web site, DBK Corporation “is a designer, manufacturer and builder of alternative energy systems: solar panels, solar systems, fuel cells, solar based fuel cell generators and solar based fuel cell power plants in California, America and throughout the world.”
Darry Boyd, an engineer with DBK Corporation, said,” We’re still in the midst of a bidding process with the college. It should be completed in three to four weeks.”
DBK Corporation originally announced plans to construct the world’s largest solar power plant near Amedee Field back in November 2005.
Cissell said the board had to approve a resolution to sell the property in order to comply with state law. He expects the board to offer the parcel for sale at its March 8 meeting.
The intention to sell the property and the correction to the minutes are the only two action items on the agenda.
The board will discuss an accreditation response update, the music program, the Native American studies program, the college’s planning process and reallocation of space on campus.
Items on the consent agenda include consideration of approval of an equivalency list, approval of an administrative assistant for the foster youth mentor program, ratification of personal services agreements for the LCC kinship care education program, ratification of a memorandum of understanding between LCC and Burney Mountain Power and the hiring of three employees.
The trustees meet at 5:30 p.m., and the Board Policy Subcommittee meets at 4:30 p.m. on Tuesday, Feb. 27.
