Public Notice for Red Clover- Poco
Restoration Project
Plumas Corporation is soliciting bids for equipment work on the Red Clover- Poco Restoration Project.  The work consists of providing equipment and operators to re-construct approximately 3.0 miles of Red Clover Creek and adjacent meadow.  The work will consist of: excavating ponds and transporting the resultant fill (235,000 cu.yds.) to adjacent portions of the existing channel gullies, and; transplanting existing vegetation to portions of the remnant channel and gully plugs; load and transport 2,500 yds3 of rock from the Crocker Pit. The project is located in Red Clover Valley, 11 miles north of Portola, Ca. The project is expected to start July 21, 2010 and extend into November, 2010.  This contract is administered under Federal and State Equal Opportunity regulations. Bidders Note: This contract will be subject to State Prevailing Wage Rates for hours and prevailing wage rates.  Disabled Veteran-, Women- and Minority-owned businesses are encouraged to bid. **All contractors are required to submit a pre-bid qualification form. Because of the size, time constraints and technical complexity of this project, contractors not meeting minimum restoration techniques experience will not be eligible to bid**. Qualification forms and bid packets will be available June 9, 2010, at Plumas Corporation, P.O. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUSANVILLE
ADOPTING THE CITY OF SUSANVILLE FY 2010/2011 BUDGET
    WHEREAS,   the City Council of the City of Susanville conducted a public hearing on June 2, 2010 soliciting and considering public comments on the proposed budget; and
    WHEREAS,   the City Council has received and reviewed the proposed fiscal year 2010/2011 budget as set forth in Exhibit A.
    NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Susanville that the fiscal year 2010/2011 City  of Susanville budget, as set forth in Exhibit A, is hereby adopted.
    BE IT FURTHER RESOLVED that in the event total projected revenues fall significantly below projections, approved budget expenditures will also be reduced to avoid excessive use of fund balances.

PROPOSED INCREASE
Pursuant to PUC §14401, the Lassen Municipal Utility District will hold a Public Hearing to solicit comments on the General Manager’s Report regarding a proposed increase to LMUD’s current “Reconnection Charges” on all customer classifications.
The Public Hearing will be held on Tuesday, June 29, 2010 at 5:30 PM in the LMUD Boardroom, 65 S. Roop Street, Susanville.  The public is invited to attend and provide oral and/or written comments.  Written comments must be received at 65 S. RESTRICTING AND LIMITING
 USE OF FIREWORKS
WITHIN THE CITY OF SUSANVILLE
FROM 6:00 A.M. ON SUNDAY, JULY 4, 2010
TO 2:00 A.M. MONDAY, JULY 5, 2010
AND PROHIBITING USE OF FIREWORKS
WITHIN THE CITY OF SUSANVILLE
 AT ANY OTHER TIME
BETWEEN JUNE 19 AND OCTOBER 31, 2010
   WHEREAS, presently there exists in the City of Susanville and surrounding areas the low humidity and dry conditions that also exist throughout the region, and the necessity to preserve the public health, safety and welfare of the City of Susanville by taking all necessary measures for the prevention of fires; and
   WHEREAS, it has come to the attention of the City Council of the City of Susanville that lack of water for fire fighting in the areas outlying the City of Susanville is a serious problem; a fire starting within the City of Susanville may very well not only damage lives and property within the City of Susanville, but may spread to areas outside of Susanville, that the fire season in this area typically can be expected to last until October 31; and
   WHEREAS, due to the limitations on the resources available to fight fires, the City Council of the City of Susanville determines that the public health, safety and welfare requires the City Council to take all necessary measures for the prevention of fires; and
   WHEREAS, the California Health and Safety Code '12541 authorizes cities throughout the State of California, including the City of Susanville, to regulate the sale, use and discharge of fireworks by regulation or ordinance:
   NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SUSANVILLE DOES ORDAIN AS FOLLOWS:
Section 1:   The use and discharge of any and all fireworks, including but not limited to safe-and-sane fireworks and dangerous fireworks as those terms are defined in California Health and Safety Code Sections 12511, 12562 and 12505, is prohibited within the City of Susanville from June 19 and October 31, 2010, except for that certain period from 6:00 a.m. on Sunday, July 4, 2010 to and including 2:00 a.m. on Monday, July 5, 2010.  It is hereby declared unlawful to violate the provisions of this Ordinance.
Section 2: This ordinance shall take effect immediately upon its adoption by at least a four-fifths (4/5) vote of the members of the City Council.
Section 3:   This Ordinance shall remain in effect until October 31, 2010.
Section 4:   The City Clerk shall cause this Ordinance to be published at least twice in The Lassen County Times, a newspaper of general circulation, published and circulated within the City.
Section 5:   If any section, subsection, sentence, paragraph, clause, term, word or phrase of this Ordinance is, for any reason, held to be invalid or unconstitutional for any reason, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portion this Ordinance, it being expressly declared that this Ordinance and each section, subsection, clause and phrase hereof would have been prepared, proposed, adopted, approved and ratified irrespective of the fact that any one or more other sections, subsections, sentences, clauses, or phrases be declared invalid or unconstitutional.
