Swain Mountain Experimental Forest, Fuels Reduction and Forest Regeneration Project
On June 30, 2010, Kit T. Mullen, Acting Forest Supervisor of the Lassen National Forest signed a Decision Notice and Finding Of No Significant Impact authorizing the implementation of experimental and protection actions in the Swain Mountain Experimental Forest (SMEF). Experimental components of the SMEF Fuels Reduction and Forest Restoration Project (SMEF-FRFRP) include implementing: 1) Fuels Reduction Administrative Studies: Methods for Reducing Brush and Enhancing Tree Growth, 2) Forest Regeneration with Openings in True Fir Stands: Effects of Scale and Retention, 3) Aspen Restoration, and 4) Individual Tree Selection within a Levels of Growing Stock (LOGS) study. Non-experimental components will reduce surface fuels within the SMEF and implement ladder fuels treatments and thinning from below to promote a healthy forest system of overstory trees and understory plants, and reduce brush and enhance tree growth within plantations located in SMEF and in lands managed by the Almanor Ranger District, Lassen National Forest. The project is located approximately 11.3-air-miles northeast of Chester, California, within Township (T) 30 North (N), Range (R) 8 East (E), Sections 17, 19-22, and 27-34, Mount Diablo Meridian. The additional 440-acres under Almanor Ranger District land management are located within T29N, R8E, Sections 4-5, and Mount Diablo Meridian.

The Swain Mountain EF Sale is located within T30N, R8E, Sections 17, 19-22, 27-30, 31-34, MT DIABLO MERIDIAN. The Forest Service will receive sealed bids in public at Lassen National Forest Supervisors Office, 2550 Riverside Drive, Susanville, CA 96130 at 10:00 AM local time on August 5, 2010 for an estimated volume of 430 CCF of Lodgepole Pine sawtimber, 92 CCF of Ponderosa Pine sawtimber, 39,579 CCF of White Fir sawtimber, and 9,500 CCF of Combined Softwood non-saw marked or otherwise designated for cutting. In addition, there is within the sale area an unestimated volume of Sugar Pine sawtimber, Incense Cedar sawtimber, and Douglas Fir sawtimber that the bidder agrees to remove at a fixed rate. In addition, there is within the sale area an unestimated volume of Cull Logs Combined non-saw that the bidder may agree to remove at a fixed rate. Sale contains specified roads with an estimated public works construction cost of $323,019.00. Bidders qualifying as small business concerns under the Small Business Act may, when submitting a bid, elect for the Forest Service to build permanent roads.
