A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE CITY OF SUSANVILLE PURSUANT TO STREETS AND HIGHWAYS CODE SECTION 36534 APPROVING ANNUAL BUDGET AND SCHEDULING  PUBLIC HEARING TO CONSIDER SETTING

 ASSESSMENTS FOR FISCAL YEAR 2010-2011

WHEREAS, the City Council of the City of Susanville pursuant to Streets and Highways Code Section 36534 having considered the annual report of Historic Uptown Susanville Association on July 7, 2010, regarding and considering the matters set forth in Streets and Highways Code Section 36533 and the annual levy of an assessment in Historic Uptown Susanville Association (HUSA); and

WHEREAS, the City Council having approved said report, and not having made any changes or alteration thereto;

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:

1.  The public hearing to consider the levy of an assessment in the business improvement district identified in the SusanvilleMunicipal Code, Chapter 5.24, is hereby scheduled for July 21, 2010, at 7:00 p.m. and the City Clerk is directed to publish a copy of this Resolution as notice of said public hearing in the Lassen County Times, a publication circulated within the city, no later than seven (7) days before said hearing, at which time written and oral protests may be made.  The form and manner of those protests shall comply with Sections 36524 and 36525 of the Streets and Highways Code; and

2. The City Council does not intend to amend the boundaries of the assessment area set forth in Susanville Municipal Code, Chapter 5.24 the business categories listed therein, or the assessment fee itself; and

3.  It is the intent of the City Council to levy an assessment in the same amount as presently exists, as follows:

Lien Notice

The mobilehome described in this notice may not be removed without payment as demanded by this notice. Violation of this notice is prohibited by law. Take notice that, the management of Pineview Mobile Home Park, pursuant to the Mobilehome Residency Law and specifically, Civil Code 798.56a, claim a warehouseman lien against that certain mobilehome more specifically described as a 1976 Skyline Buddy mobilehome, decal number ABC6326, serial number 04746534, label/insignia number 235272, now situated at 2000 Paiute Lane, Space 19, Susanville, California 96130. Storage charges for the mobilehome commenced to accrue on May 4, 2010. Charges not yet incurred will be waived if storage charges accrued are paid and the mobilehome is timely claimed and removed as demanded by this notice. The County of Lassen hereby solicits the aid of agencies and the general public in determining whether a Negative Declaration (no significant effect on the environment) or Environmental Impact Report is required pursuant to the California Environmental Quality Act, for the following project:

Project:  Appeal of the Environmental Review Officer’s Environmental Determination regarding the appropriate environmental document for the project.  Proposed Parcel Map to divide a 16.28 acre parcel into four (4) parcels and a remainder.  Proposed Parcel A would be 3 acres in size, proposed Parcel B would be 3 acres in size, proposed Parcel C would be 3.14 acres in size, and proposed Parcel D would be 3.09 acres in size and the remainder would be 4 acres in size.  The proposed parcels will be served by individual wells and septic systems.  In order to allow the proposed tentative map the applicant is proposing to rezone the project site to A-2-B-3 (Agricultural Residential, Building Site Combining District, three acre minimum parcel size) from A-3 (Agricultural District) which has a 75 acre minimum parcel size.  An amendment to the site’s current General Plan land use designation of “Intensive Agriculture” is required in order to provide for consistency with the proposed zoning district.

Public Hearing Notice

NOTICE IS HEREBY GIVEN that the Lassen County’s Department of Economic Development will conduct a public hearing on Wednesday, July 28, 2010 at 9:00 a.m. in the Board of Supervisors Chambers, 707 Nevada Street, Susanville, CA  96130.  The purpose of this public hearing is to solicit comments regarding grantee performance on grant number 07-STNA-3646, Native American Housing Rehabilitation Grant; grant number 08-EDEF-5889 Business Assistance and Microenterprise Programs; and Program Income Revolving Loan Funds.

Approximately $1,000,000 will be distributed from grant number 07-STNA-3646 to provide housing rehabilitation grants to eligible Honey Lake Maidu Tribe members located within the County. Grant funds are to be used to remove serious deficiencies in housing units to achieve compliance with the standards of the Uniform Building Code.

Approximately $300,000 will be distributed from grant number 08-EDEF-5889 to provide business assistance and microenterprise loans to eligible businesses throughout Lassen County.  These funds also provide technical assistance grants to eligible microenterprise businesses for eligible business support services.

Both grants were funded by the California Department of Housing and Community Development (HCD) Community Development Block Grant (CDBG) program.  County staff will inform all interested persons of the progress of this grant since funding.

Persons interested in this program should appear at the public hearing in order to make their comments known.  If you are unable to attend the public hearing, you should direct your written comments to the County of Lassen’s Department of Economic Development located at 707 Nevada Street, Suite 1, Susanville, California  96130.  In addition, information may be obtained at the above address between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday.
