ANNOUNCEMENT
The City of Susanville will begin the Annual Leaf Collection Program on Friday, November 7, 2014, and continue every Friday (except for Friday, November 28, 2014) through December 5, 2014. THIS PROGRAM IS FOR CITY OF SUSANVILLE RESIDENTS ONLY.  Please bring bagged leaves only, tied securely, to one of these three (3) locations: 1) the vacant lot on the corner of Grand Avenue and First Street (next to the City Fire Department); 2) the Roosevelt Pool parking lot on South Street; and/or 3) the vacant lot on Skyline Road at Numa Road. The area where you are to place your bags will be marked with tape and barricades. The bags are not to weigh more than forty (40) pounds and are to contain leaves only. If you are handicapped and/or elderly please call (530) 257-1041 to arrange for pickup of already bagged leaves.
This program is being brought to the residents of the City through donations by C&S Waste Systems and the California Correctional Center.

Open PACE Program
THE CALIFORNIA STATEWIDE COMMUNITIES DEVELOPMENT AUTHORITY GIVES NOTICE that:
1. Intention to Form a Contractual Assessment Program; Proposed Boundaries. Pursuant to a resolution entitled "A Resolution Declaring Intention to Finance or Refinance the Installation of Distributed Generation Renewable Energy Sources, Energy Efficiency Improvements, Water Efficiency Improvements, Seismic Strengthening Improvements, Electric Vehicle Charging Infrastructure and Other Work, Infrastructure or Improvements Authorized by Law," adopted on November 6, 2014 (the "Resolution of Intention"), the Commission of the California Statewide Communities Development Authority (the "Authority") has determined that it would be convenient, advantageous, and in the public interest to designate an area, which shall encompass the entire geographic territory within the boundaries of every California county and city that is a member of the Authority (collectively, the Covered Jurisdictions"), within which the Authority and property owners within the Covered Jurisdictions may enter into contractual assessments to finance or refinance the installation of distributed generation renewable energy sources, energy efficiency improvements, water efficiency improvements, seismic strengthening improvements, electric vehicle charging infrastructure and such other work, infrastructure or improvements as may be authorized by law from time to time that are permanently fixed to real property, all in accordance with Chapter 29 of Part 3 of Division 7 of the Streets & Highways Code of the State of California, as amended ("Chapter 29") (the "Authorized Improvements").
The Authority will not enter into contractual assessments to finance or refinance the installation of Authorized Improvements with the owner of any property in a Covered Jurisdiction until such Covered Jurisdiction has provided consent as set forth in the Resolution of Intention.
The Resolution of Intention, including the exhibits thereto, is on file with the Secretary of the Commission and reference is made thereto for the particular provisions thereof.
2. Report. Pursuant to the Resolution of Intention, the Commission ordered preparation of a report (the "Report") at or before the time of the public hearing that contains all of the matters described in Sections 5898.22 and 5898.23.
3. Contract. Chapter 29 authorizes the Authority and property owners within the Covered Jurisdictions to enter into contractual assessments to finance or refinance the installation of Authorized Improvements. The Report will contain a draft contract (the "Contract") specifying the terms and conditions that would be agreed to by the Authority and property owners within each Covered Jurisdiction.
4. Financing Provisions. The Commission determined in the Resolution of Intention that it is in the public interest for the Authority to finance or refinance the installation of Authorized Improvements in each Covered Jurisdiction. Under Chapter 29 and the Improvement Bond Act of 1915, the Authority may issue bonds that are payable by contractual assessments and the Authority may advance its own funds to finance work to be repaid through contractual assessments, and may from time to time sell bonds to reimburse itself for such advances.
5. Public Hearing. A public hearing will be held at 10:00 a.m., on December 4, 2014, at 1400 K Street, 3rd Floor, Sacramento, CA 95814, for the purposes of allowing interested persons to object to or inquire about the proposed contractual assessment program or any of its particulars. The public hearing may be continued from time to time as determined by the Commission for a time not exceeding a total of 180 days.
At the time of the hearing, the Report will be summarized and the Commission will afford all persons who are present an opportunity to comment upon, object to, or present evidence with regard to the proposed contractual assessment program, the extent of the area proposed to be included within the program, the terms and conditions of the draft Contract, or the proposed financing provisions.

REQUEST FOR ROOF REPLACEMENT PROPOSALS

Background Information:
The Spalding Community Services District (SCSD) proposed project includes the removal of existing composition shingles on an existing wood framed and wood sheathed roof and replacement with composite shingle that match existing composite shingle, removal and replacement of flashing, and removal and replacement of any damaged sheathed roof materials, including all permitting and accessory work, at the District Community Center building, approximately 2,600 sq./ft. The community center was constructed in the early 80's and has not been reroofed. The proposal will include matching the existing roof on the Administrative Building.
Project Schedule:  Award of Contract is anticipated to occur on January 14, 2015. This project is scheduled for implementation beginning as soon as weather permits after Award of Contract. Bid Proposal calls for unit pricing for weather protection if required when roofing is removed. On site construction activities are anticipated to take approximately four weeks. Project must be substantially complete no later than June 30, 2015.
Contractor Requirements:
License required for this Agreement is Class B, General Building Contractor or C39 Roofing. Minimum Company Experience installing roofs: 3 Years
Maintenance personnel permanently stationed less than 3 hour drive of install location.  Bid must include three recent commercial roofing job references.
Project Requirements and Final Deliverables:
All materials and labor necessary for professionally installed roof, including:
¥ Demolition and Removal, including remove and dispose of existing shingles and sheathing, inspect substrate and repair
¥ Replace existing roof with matching composite shingles on area approximately 42'x62'.
¥ Replace wall to roof flashing, step flashing, roof jacks and damaged plywood sheathing. Add three vent snow splitters
¥ Add six attic vents meeting current state fire code (three per side).
¥ Inspect nailing of sheathing and add nails if needed.
¥ Replace all felt underlayment with 30lb felt.
¥ Replace any other damaged roofing materials including eve metal.
¥ 30 year minimum guaranteed composition roofing material to match existing roofing. If painted materials removed, must be repainted.
¥ Submit three (3) sets of as-built drawings on 11x17" paper
¥ Meet all building codes, Lassen County permit requirements and permit fees to be paid by contractor. Scans of building plans can be provided by District to Contractor.
¥ Prevailing wage rates and payment, proof of workers comp and liability insurance, and performance bond required for this project.
¥ Mandatory on site visit. Schedule prior to bid submission. Attention is directed to Bidder's obligation to examine the Work site; compare the site with the Bid Specifications; determine any site variation that affects the Bid; and investigate the conditions of existing materials, clearances, restrictions, or limitations that affect access to the Work. Bidder's failure to do any and all of the above shall not be a basis for claim of additional monies or extension of time.
Evaluation of Proposals:
Each proposal will be checked for the presence or absence of the required proposal contents. The District will evaluate the proposals on a 100 point scale using the criteria set forth in the table below. Award, if made, will be to the highest-scored proposal.  Warranty length will be used to break a tie in points.

CALIFORNIA HOME FINANCE AUTHORITY
[Voluntary Contractual Assessment Program]
NOTICE IS HEREBY GIVEN that the Board of Directors of the California Home Finance Authority ("CHF") will hold a public hearing on Wednesday, December 10, 2014, at 8:30 a.m., or as soon thereafter as feasible, in the Board Room, 1215 K Street, Suite 1650, Sacramento, California 95814, to consider establishing a voluntary contractual assessment program (the "Program") to assist property owners with the cost of installing distributed generation renewable energy sources, making energy or water efficiency improvements, and/or installing electric vehicle charging infrastructure that are permanently fixed to real property, pursuant to Chapter 29 of Part 3 of Division 7 of the California Streets and Highway Code (the "Act").
The Program would allow CHF and owners of real property located within the boundaries of the Program (the "Program Boundaries") to voluntarily enter into contractual assessments to finance or refinance the installation of distributed generation renewable energy sources, energy and water efficiency improvements and/or electric vehicle charging infrastructure that are permanently fixed to real property. The Program Boundaries will include (1) any unincorporated land within those counties that are now or in the future either full members or associate members of CHF and elect to participate in the Program and (2) any incorporated land within those cities that are now or in the future either full members or associate members of CHF and elect to participate in the Program.
In taking formal action to initiate proceedings to consider the establishment of the Program, CHF is required to prepare a report pursuant to Section 5898.22 of the Act (the "Program Report"), containing, among other information, a map showing the Program Boundaries, a draft contract specifying the terms and conditions that would be agreed to by participating property owners and CHF for participation in the Program; a plan for raising a capital amount required to pay for the work performed pursuant to the voluntary contractual assessments; and a statement of the policies concerning the Program. At the time of the hearing, the Program Report will be summarized and all interested persons may appear and comment upon, object to, or present evidence with regard to the Program, the extent of the area proposed to be included within the Program Boundaries, the terms and conditions of the draft contract, or the proposed financing provisions. Pursuant to Section 5898.26 of the Act, at the conclusion of the hearing, the CHF Board may adopt a resolution confirming the Program Report or may direct its modification in any respect. Under the Act and the Improvement Bond Act of 1915, CHF may issue bonds that are payable by contractual assessments and CHF may advance its own funds to finance work to be repaid through contractual assessments and may from time to time sell bonds to reimburse itself for such advances.

If approved, the existing Co-Generation facility will produce approximately 43.5 megawatts, using existing transmission infrastructure.

The Lassen National Forest is seeking public input on issues and concerns associated with the contract renewal for snowmobile trails grooming in the forest. The contract renewal is for the State of California to conduct trail grooming for the 2014-2015 winter season.
Grooming would occur on approximately 400 miles of groomed snowmobile trails across the forest. Trails are groomed when snow depth equals or exceeds 18 inches on the road surface. Grooming frequency will vary depending on snow and trail conditions and visitor use.

NOTICE OF AIRPORT COMMISSION VACANCIES
Three (3) seats on the City of Susanville's Airport Commission will be vacant December 1, 2014. This notice constitutes the notice required under Government Code ¤54974. No appointments shall be made to fill the vacancy for ten (10) days after the final posting of this notice.
The Airport Commission consists of five (5) community residents and one (1) alternate community resident who are responsible for advising the City Council on matters pertaining to the Susanville Municipal Airport. The Commissioners are appointed by the Mayor with Council approval. The term is for four (4) years and will expire in November 2018. At a minimum, members must reside within 15 miles of the city limits, and preference will be given to those applicants who hold a pilot's license. Responsibilities include attendance at meetings and reviewing airport activities. The Airport Commission's regular meetings are held every other month on the second Monday at 5:15 p.m.
