Public Hearing To Review and Comment on Draft Regional Transportation Plan and Initial Study/Proposed Negative Declaration
The Lassen County Transportation Commission will hold a public hearing at 2:00 P.M., Monday, July 9, 2012 in the Board of Supervisors Chambers, 707 Nevada Street, Susanville, California for the purpose of obtaining public input on a Draft Lassen County 2012 Regional Transportation Plan for review and comment. The purpose of the plan is to provide a transportation vision for the region, supported by goals, for 10- and 20-year planning horizons. This is accomplished by identifying transportation related needs and issues on a regional level, reaffirming the region’s goals, objectives and policies, and developing a list of improvements to the transportation system. Per state law, the plan must be updated every five years and was last updated in 2006.

Notice of Objection: Dry Hills Forest Restoration Project
A Final Environmental Assessment (FEA) for the above authorized fuel reduction project is available for review. The Dry Hills Forest Restoration Project (Dry Hills) proposes to use a combination of methods which may include commercial timber sales, service contracts, stewardship contracts, or Forest Service crews to implement a variety of vegetation management strategies. The project is located in Tehama County, California, north of Mineral in the vicinity of Dry Lake, T30N, R3E, sec. 26, 27, 34-36; T30N, R4E, sec. 31; T29N, R3E, sec. 1-4, 9-15, 22, 23; T29N, R4E, sec. 6, 7; MDM. Copies of the FEA are available at the the Lassen National Forest (LNF) Supervisor’s Office, 2550 Riverside Drive, Susanville, CA 96130; the Almanor Ranger District office, 900 E. Highway 36, Chester, CA 96020; and, the Lassen National Forest (LNF) website at http://www.fs.usda.gov/land/lassen/landmanagement. The Responsible Official, LNF Forest Supervisor Jerry Bird, intends to prepare a Decision Notice and Finding of No Significant Impact (FONSI) selecting Alternative 4. Alternative 4 would develop defensible fuels profile zones (DFPZs); implement group selection and conduct area thinning; improve aquatic, riparian, and meadow areas; promote conifer growing conditions and resiliency to disturbance; maintain and improve habitat for wildlife; and, implement needed actions identified under the Motorized Travel Management Record of Decision (2010) on approximately 3,922 acres of National Forest lands north of Mineral, California. The proposed actions include variable spacing, leave islands, and retention of shrub habitat, as well as treatment within riparian habitat conservation areas (RHCAs). Aspen stands within the project area would be thinned to promote the health and expansion of the aspen clone.

Opportunity to Object: This proposed hazardous fuel reduction project is subject to the objection process pursuant to 36 CFR 218. Only those individuals and organizations who previously submitted written comments specific to this project, during scoping or other public involvement opportunities, have standing to file an objection (36 CFR 218.7(a)).
Objections, including attachments, must be filed (regular mail, fax, e-mail, hand-delivery, express delivery, or messenger service) with the appropriate Reviewing Officer within 30 days (36 CFR 218.10(a)) from the publication date of this notice in the Lassen County Times. Opportunity to Comment on the Polk Springs Water System Special Use Authorization
The Forest Service, Lassen National Forest, Almanor Ranger District has made a preliminary assessment that this proposal falls within a category of actions listed in the Forest Service NEPA Handbook (FSH) that are excluded from documentation in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) and there are no extraordinary circumstances that would preclude the use of category found in FSH 1909.15, Chapter 30, Section 32.2, (15) Issuance of a new special use authorization for a new term to replace an existing or expired special use authorization when the only changes are administrative, there are not changes to the authorized facilities or increases in the scope or intensity of authorized activities, and the applicant or holder is in full compliance with the terms and conditions of the special use authorization. 36 CFR 220.6(e) (15). The proposal is to issue a new twenty (20) year Special Use Authorization for the existing water system including: 4” distribution lines, spring box, and storage tank located on National Forest System lands at T. 26 N., R. 3 E. section 17 MDM to provide water to private residences located at the Polk Springs. Water source is Ditch Creek, the point of diversion is located on private property, and is used under a pre-1914 water right documented at T. 26 N., R. 3 E., section 16 MDM for 10 acre feet. Water is metered as required by California State law and Special Use Authorization. The current Special Use Authorization will expire on December 31, 2012. An Authorization has been in place for these facilities since 1988. A draft Decision Memo detailing the proposal is available for review at the Almanor Ranger District. The Forest Service, Plumas and Lassen National Forests, has made a preliminary assessment that this proposal falls within a category of actions listed in the Forest Service NEPA Handbook (FSH) that are excluded from documentation in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) and there are no extraordinary circumstances that would preclude use of the category. (FSH 1909.15, Chapter 30.32.12 (10) Amendment to or replace an existing special use authorization that involves only administrative changes and does not involve changes in the authorized facility or increase in the scope or intensity of authorized activities, or extensions to the term of authorization, when the applicant or holder is in full compliance with the terms and conditions of the special use authorization.
The proposal is to for a dual sport motorcycle recreation event. The proposal being considered is for Robert Van Court to conduct two dual-sport motorcycle (street legal) recreation events. This authorization is for a five-year recreation event Special Use Permit. This proposed event will take place on system Forest Service roads, County Roads and on State Highways in Plumas, Lassen, Yuba, Butte and Sierra Counties. NOTICE OF PUBLIC HEARING ON PROPOSED
ADOPTION OF SCHOOL FACILITY FEES
NOTICE IS HEREBY GIVEN that the Board of Trustees of the Johnstonville Elementary School District intends to conduct a Public Hearing on Wednesday, July 11, 2012 at 5:30 P.M. to consider input from the public and a resolution on the proposed adoption of school facility fees on residential, commercial and industrial development. The public hearing shall be held at the Johnstonville Elementary School library located at 704-795 Bangham Lane, Susanville, California, 96130. The fees are proposed to be levied at the rate of $3.20 per square foot for new residential construction and $0.51 per square foot for new commercial and new industrial construction, and would be levied for the purpose of funding the construction and reconstruction of school facilities. The fees would be levied pursuant Section 65995 of the California Government Code and Section 17620 of the Education Code.
The Developer Fee Justification Report for the proposed school facility fees are on file in the office of the Business Manager, and are available for public review. Members of the public are invited to provide comment at the Public Hearing, or, in writing, which is received on or before July 9, 2012.
Any person challenging in court the decision made at the conclusion of the Public Hearing may be limited to raising only those issues raised at such hearing or in correspondence delivered to the school district prior to the close of such hearing.
