Separate sealed bids for the construction of the Herlong Sewer System / Indian Health Service Project CA 10-E06 located, at SIRCO Property Management 1120 Lassen Ave Herlong, CA 96113 will be received by the Susanville Indian Rancheria (Owner) at the Tribal Office located at 745 Joaquin St, Susanville, CA 96130 until 1 P.M. Wednesday, August 15, 2012, and then at the Tribal Resource Center located at 735 Joaquin St, Susanville, CA 96130 publicly opened and read aloud. The contract documents may be examined at the following location; Susanville Indian Rancheria, 745 Joaquin St., Susanville, CA 96130.
The work will consist of sanitary sewer construction of 5,054 linear feet of 8” and 12” SDR 35 PVC, 6,038 linear feet of 4” and 6” SDR PVC laterals, 35 48” inside diameter precast manholes, and 7,532 square feet of asphalt pavement, owned by the Bureau of Indian Affairs in Lassen County and is a part of federal trust land.
The Contract Documents may be obtained at Susanville Indian Rancheria Tribal Office located at 745 Joaquin St, Susanville, CA 96130. Bidding Documents for a Unit Price contract may be obtained from the office of the Owner free of charge. A Mandatory Bidders Conference is set for 10:30 A.M. on the 2nd day of August, 2012 at the SIRCO Property Management Office located at 1120 Lassen Ave., Herlong, CA 96113. General contract bidders and suppliers are invited to attend. Representatives of the Owner will be in attendance. Information relevant to Bidding Documents will be by Addendum. Bidders will be required to provide Bid Security in the form of a Bid Bond in the amount of a sum no less than 5 percent of the Bid Price. The Owner requires the Project to be completed in 90 calendar days from date of Notice to Proceed.
The Contractor must possess a valid State of California Class A General Engineering License at the time of submitting the bid. The Contractor shall provide the license number classification and expiration date on the Bid Form. Failure to possess the specified license shall render the bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license.
The contractor shall be required to maintain in force, until completion and acceptance of the construction contract, a policy of Contractual Liability Insurance, including coverage of Bodily Injury Liability and Property Damage Liability. Policy shall contain an additional insured endorsement naming the Susanville Indian Rancheria as additional insured. Coverage shall be evidence by a Certificate of Insurance in a form satisfactory to the Susanville Indian Rancheria “Tribe”.
Pursuant to Section 7(B) of the Indian Self Determination and Act, as amended to the greatest feasible, the Contractor shall require Indian preferences and opportunities for training and employment. In addition, preference in the award of the contract shall be given to Indian organizations and to Indian – owned economic enterprises. The Owner may give preference to a 51% Indian–owned economic enterprise so long as the bid by this enterprise does not exceed the lowest bid submitted by more than five percent. This shall be conducted in a manner which provides for practicable competition in order for fair and reasonable costs or pricing.
The Susanville Indian Rancheria (a federally-recognized tribal government) has in affect a 7.25% sales tax on all material and fixtures used in construction projects on the Susanville Indian Rancheria.
Prevailing (Davis-Bacon) wages do apply to this project. Neither the contractor nor subcontractors shall engage in or permit discrimination in employment of persons because of race, color, national origin, ancestry, or religion.
The Susanville Indian Rancheria reserves the right to reject any and all bids.
