The City of Susanville Planning Commission will be holding a public hearing to consider approval, conditional approval, or disapproval of a Use Permit to allow a Charter School/Resource Center in the Single Family Residential zoning district (R-1). The project is located at 450 Cedar Street, APN 105-043-04. The hearing will be held on Tuesday, November 27, 2012 at 6:30 p.m., in the City Council Chambers in City Hall located at 66 North Lassen Street, Susanville, California.
PROJECT DESCRIPTION: The applicant is requesting a Use Permit to allow a Charter School/Resource Center in the R-1 Single Family Residential Zone District. The Charter School will occupy an existing structure that was built to house a church/chapel of approximately 2,700 square feet. The applicant is not proposing any exterior changes to the building. The hours of operation are 8:00 AM to 5:00 PM, Monday through Friday. The building interior will not change. The public is invited to attend and provide written or verbal comments. Written comments to be included in the staff report must be received by the Tuesday prior to the meeting.
ENVIRONMENTAL REVIEW STATUS: The city proposed to find that the project is categorically exempt from the CEQA review under section 15301 (Class 1) - Existing Facilities.

The Forest Service, Lassen National Forest, has made a preliminary assessment that this proposal falls within a category of actions listed in the Forest Service NEPA Handbook (FSH) that are excluded from documentation in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) and there are no extraordinary circumstances that would preclude the use of category found in FSH 1909.15, Category 36 CFR 220.6 (e) (15) , Chapter 30, 32.2 Categories of Actions for which a Project or Case File and Decision Memo are required Item (15) Issuance of a new special use authorization for a new term to replace an existing or expired special use authorization when the only changes are administrative, there are not changes to the authorized facilities or increases in the scope or intensity of authorized activities, and the applicant or holder is in full compliance with the terms and conditions of the special use authorization. The proposal is to issue a new 10 year Outfitter/Guide Special Use Authorization to California State University, Chico d.b.a. Adventure Outings. Previous special use authorizations to Adventure Outings have been issued for a one year at a time. Based on the satisfactory performance of the Adventure Outings organization, and their compliance with all terms and conditions of the special use authorization a 10 year priority Outfitter/Guide authorization is warranted. Adventure Outings annually submits a proposed schedule of events/outings for activities on the Almanor Ranger District within Butte, Plumas, Tehama, and Lassen Counties. These events/outings are all accessed via National Forest system roads, designated trails and camping areas. A draft Decision Memo detailing the proposal is available for review at the Almanor Ranger District. This comment period is intended to provide those interested in or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official.
