The City of Susanville Planning Commission will be holding a public hearing to consider approval, conditional approval, or disapproval of a Use Permit to allow a Charter School/Resource Center in the General Commercial Shopping Center zoning district (C-2). The project is located at 2850 Main Street, Suite 9, APN 105-310-24. The hearing will be held on Tuesday, February 26, 2013 at 6:30 p.m., in the City Council Chambers in City Hall located at 66 North Lassen Street, Susanville, California.
PROJECT DESCRIPTION: The applicant is requesting a Use Permit to allow a Charter School/Resource Center in the General Commercial and Shopping Center District (C2). The Charter School will occupy an existing commercial space in an existing building. The commercial space is 2,025 square feet. The applicant is not proposing any exterior changes to the building. The hours of operation are 8:00 AM to 5:00 p.m. Monday through Friday. Written comments to be included in the staff report must be received by the Tuesday prior to the meeting.
ENVIRONMENTAL REVIEW STATUS: The city proposed to find that the project is categorically exempt from the CEQA review under section 15301 (Class 1) - Existing Facilities.

The City of Susanville Planning Commission will be holding a public hearing to consider amendments to Chapter 17 of the City of Susanville Municipal Code to implement the requirements of California Assembly Bill 1616 which set forth regulations for “Cottage Food Operations”. The City code will be amended to add a definition of a cottage food operation and will classify that operation as a home occupation which is allowed in all residential zones subject to obtaining a Home Occupation Permit from the City. The hearing will be held on Tuesday, February 26, 2013 at 6:30 p.m., in the City Council Chambers in City Hall located at 66 North Lassen Street, Susanville, California.

The Forest Service, Lassen National Forest, Eagle Lake Ranger District has made a preliminary assessment that this proposal falls within a category of actions listed in the Forest Service NEPA Handbook (FSH) that are excluded from documentation in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) and there are no extraordinary circumstances that would preclude the use of category 6: timber stand and/or wildlife improvement activities (FSH 1909.15, Chapter 30). The proposal is to to modify a stand within the Blacks Experimental Forest to better represent the conditions and processes that are consistent with restoration objectives. Activities would include group selections, thinning, prescribed fire, snag creation, and fencing. The project is located in all or portions of: Sections 14 and 15, T33N, R7E; MDM. A draft Decision Memo detailing the proposal is available for review at the Eagle Lake Ranger District. This comment period is being offered in accordance with the March 19, 2012 order issued by the U.S. District Court for the Eastern District of California in Case No. CV F11-679LJO DLB. Those who provide comments or otherwise express interest in the proposal by the close of the comment period will be eligible to appeal the decision pursuant to 36 CFR part 215 regulations.
