Game warden F.P. Cady began circulating a petition against the sale of trout. The petition explained sales threatened to wipe out certain trout species in Northern California and alleged market salesmen who were threatening the extinction of certain species should be jailed and fined.
Cady captured one man on the banks of Silver Lake. He was reeling in more than 20 to 30 trout a day and packing them into his truck, according to Cady, so he could deliver them to markets in the Bay area.
