TO CONSIDER THE ADOPTION OF A NEGATIVE DECLARATION
AND ADOPTION OF THE 2009-2014 HOUSING ELEMENT FOR THE
CITY OF SUSANVILLE
As Lead Agency pursuant to the California Environmental Quality Act, the City of Susanville is preparing a Mitigated Negative Declaration for the following project:
Applicant: City of Susanville

Project: Adoption of the City Of Susanville 2009-2014 Housing Element.  The housing element of the general plan is a comprehensive statement by the City of Susanville of its current and future housing needs and proposed actions to facilitate the provision of housing to meet the needs of the City’s residents at all income groups. The purpose of the City of Susanville Housing Element is to establish specific goals, policies, and objectives relative to the provision of housing and to adopt an implementation program action plan to accomplish the intentions. In addition, the City’s Element identifies and analyzes housing resources and constraints to meeting the needs. The City of Susanville has prepared the 2009-2014 Housing Element to address State law requirements and statutory regulations. California State law (Government Code Sections 65580 through 65589) mandates the contents of the housing element. By law, the housing element must contain:
    an assessment of housing needs and an inventory of resources and constraints relevant to meeting those needs;
    a statement of the community's goals, quantified objectives, and policies relevant to the maintenance, improvement, and development of housing; and
    a program that sets forth a five-year schedule of actions that the local government is undertaking or intends to undertake to implement the policies and achieve the goals and objectives of the housing element.
The City of Susanville City Council will hold a public hearing to consider adoption of the proposed Negative Declaration and approval of the project at 7:00 p.m. on Wednesday, April 3, 2013, in the City Council Chambers at 66 N. Lassen Street, Susanville.  All interested persons and agencies are invited to attend the meeting and be heard, or submit comments to City Council prior to the hearing, c/o the City of Susanville, 66 N. Lassen Street, Susanville, CA 96130.  
Note: If you challenge the City’s action in this project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City at, or prior to, the public hearing.  Govt. Code 65009
The proposed Negative Declaration is available for review at the Community Development Division, 66 N. The Peak Fire Salvage Sale is located within T25N, R14E, Sections 10, 11, 15, 16, 21 and 22, located ~14 miles North of Beckwourth, CA. The Forest Service will receive sealed bids in public at Beckwourth Ranger District, Plumas National Forest, 23 Mohawk Rd, Blairsden, CA 96103 at 10:00 AM local time on 03/13/2013 for an estimated volume of 737 MBF of Ponderosa Pine sawtimber, and 241 MBF of White Fir sawtimber marked or otherwise designated for cutting. In addition, there is within the sale area an unestimated volume of Combined Softwood non-saw that the bidder may agree to remove at a fixed rate. The Lassen Transit Service Agency (LTSA) is now accepting proposals from qualified firms and/or individuals to provide Advertising and Marketing services for the Lassen Rural Bus transit system.
A pre-proposal meeting will be held on Friday March 15, 2013 at 1:00 p.m. at the Lassen Rural Bus yard, 701-980 Johnstonville Road, Susanville, CA.  Proposals must be submitted to the Lassen County Department of Transportation, 707 Nevada St., Suite 4, Susanville California, 96130, on or before Friday April 12, 2013 by 4:00 p.m., at which time they will be publicly opened.

According to the goals of the Mental Health Services Act, the funds are to be used to transform the county’s Behavioral health system into one that is consumer and family driven, recovery oriented with services that are accessible, and provided in a manner that is culturally competent and appropriate for the population that is served.After the 30 day public comment period, Lassen County Behavioral Health will hold a public hearing about the MHSA FY 2012-2013 Annual Update at the Local Behavioral Health Board meeting on March 11, 2013  from 5:30 pm to 7:00 pm  at 555 Hospital Lane  Susanville, CA.
