INTENT TO ADOPT A NEGATIVE DECLARATION

LASSEN COUNTY PLANNING COMMISSION

As Lead Agency pursuant to the California Environmental Quality Act, Lassen County is preparing a Negative Declaration for the following project:

Applicant:  Gregory Brehm (OPDE). 

File No.:  2009-081

Project:  Use permit to allow a 5 Megawatt single axis tracking solar power generation facility on a 28.5 acre parcel.  The project is to allow up to 500 “MS-1E single axis trackers,” which are approximately 15.65 feet tall and have solar panels that are approximately 1,000 square feet.  The project also proposes the development of a water well, septic system, 1,500 square foot office and a 3,000 square foot shop. 

Location:    The project site is located north of the Sierra Army Depot, approximately one mile northeast of the Amedee Airstrip, and approximately 3,000 feet south of Wendel Road (Co. Rd. 320). 

Zoning:       The project site is zoned U-C-P-S (Upland Conservation, Public Safety Combining District). 

A.P.N.:  133-080-48.

Tests Showed Coliform Bacteria in the

 Lake Forest Mutual Water Company

 Domestic Water System

Our water system recently violated a drinking water standard. Although this incident was not an emergency, as our customers, you have a right to know what happened and what we did to correct the situation.

We routinely monitor for drinking water contaminants in the water system. In May 2010, we collected nine  samples from our water system to test for the presence of coliform bacteria; three of the samples showed the presence of coliform. The standard is that no more than one sample per month may show the presence of coliform bacteria.

What Should You Do?

You do not need to boil your water or take other corrective actions. However, if you have specific health concerns, consult your doctor.

People with severely compromised immune systems, infants, and some elderly may be at increased risk. These people should seek advice about drinking water from their health care providers. General guidelines on ways to lessen the risk of infection by microbes are available from EPA’s Safe Drinking Water Hotline at 1-(800) 426-4791.

What Does This Mean?

This is not an emergency. If it were, you would have been notified immediately. Coliform bacteria are generally not harmful themselves. Coliforms are bacteria which are naturally present in the environment and are used as an indicator that other, potentially-harmful, bacteria may be present. Coliforms were found in more samples than allowed and this was a warning of potential problems.

Usually, coliform are a signal that there may be a problem with our source of supply, storage, or distribution systems. Whenever we detect coliform bacteria in any sample, we do follow-up testing to see if other bacteria of great concern, such as fecal coliform of E. coli, are present. We did not find any of these bacteria in our subsequent testing, and further testing shows that this problem has been resolved.

What Happened? What Was Done?

On May 5, 2010, the Company collected a routine sample from the distribution system that contained total coliform bacteria. Two of four repeat samples collected May 7, 2010, also contained total coliform. One of the two positive samples was collected from Well 01. Well 01 was removed from service, and Well 02 was placed on-line. The system was chlorinated. Four follow-up samples including one from Well 02, collected on May 19, 2010, were absent for total coliform. Routine sampling collected on June 2, 2010, shows that bacteriological standards are now being met.

INTENT TO ADOPT A NEGATIVE DECLARATION

LASSEN COUNTY PLANNING COMMISSION

As Lead Agency pursuant to the California Environmental Quality Act, Lassen County is preparing a Negative Declaration for the following project:

Applicant:  Gregory Brehm (OPDE). 

File No.:  2009-081

Project:  Use permit to allow a 5 Megawatt single axis tracking solar power generation facility on a 28.5 acre parcel.  The project is to allow up to 500 “MS-1E single axis trackers,” which are approximately 15.65 feet tall and have solar panels that are approximately 1,000 square feet.  The project also proposes the development of a water well, septic system, 1,500 square foot office and a 3,000 square foot shop. 

Location:    The project site is located north of the Sierra Army Depot, approximately one mile northeast of the Amedee Airstrip, and approximately 3,000 feet south of Wendel Road (Co. Rd. 320). 

Zoning:       The project site is zoned U-C-P-S (Upland Conservation, Public Safety Combining District).

Tests Showed Coliform Bacteria in the

 Lake Forest Mutual Water Company

 Domestic Water System

Our water system recently violated a drinking water standard. Although this incident was not an emergency, as our customers, you have a right to know what happened and what we did to correct the situation.

We routinely monitor for drinking water contaminants in the water system. In May 2010, we collected nine  samples from our water system to test for the presence of coliform bacteria; three of the samples showed the presence of coliform. The standard is that no more than one sample per month may show the presence of coliform bacteria.

What Should You Do?

You do not need to boil your water or take other corrective actions. However, if you have specific health concerns, consult your doctor.

People with severely compromised immune systems, infants, and some elderly may be at increased risk. These people should seek advice about drinking water from their health care providers. General guidelines on ways to lessen the risk of infection by microbes are available from EPA’s Safe Drinking Water Hotline at 1-(800) 426-4791.

What Does This Mean?

This is not an emergency. If it were, you would have been notified immediately. Coliform bacteria are generally not harmful themselves. Coliforms are bacteria which are naturally present in the environment and are used as an indicator that other, potentially-harmful, bacteria may be present. Coliforms were found in more samples than allowed and this was a warning of potential problems.

Usually, coliform are a signal that there may be a problem with our source of supply, storage, or distribution systems. Whenever we detect coliform bacteria in any sample, we do follow-up testing to see if other bacteria of great concern, such as fecal coliform of E. coli, are present. We did not find any of these bacteria in our subsequent testing, and further testing shows that this problem has been resolved.

What Happened? What Was Done?

On May 5, 2010, the Company collected a routine sample from the distribution system that contained total coliform bacteria. Two of four repeat samples collected May 7, 2010, also contained total coliform. One of the two positive samples was collected from Well 01. Well 01 was removed from service, and Well 02 was placed on-line. The system was chlorinated. Four follow-up samples including one from Well 02, collected on May 19, 2010, were absent for total coliform. Routine sampling collected on June 2, 2010, shows that bacteriological standards are now being met.
