As Lead Agency pursuant to the California Environmental Quality Act, Lassen County is preparing a Negative Declaration for the following project:

Applicant:  Gregory Brehm (OPDE).

Project: Use permit to allow a 5 Megawatt single axis tracking solar power generation facility on a 28.5 acre parcel.  The project is to allow up to 500 “MS-1E single axis trackers,” which are approximately 15.65 feet tall and have solar panels that are approximately 1,000 square feet.  The project also proposes the development of a water well, septic system, 1,500 square foot office and a 3,000 square foot shop. 

Location:The project site is located north of the Sierra Army Depot, approximately one mile northeast of the Amedee Airstrip, and approximately 3,000 feet south of Wendel Road (Co. Rd. 320). 

Zoning:  The project site is zoned U-C-P-S (Upland Conservation, Public Safety Combining District).

The Susanville Indian Rancheria (SIR), a federally recognized Indian Tribe, is requesting proposals/qualifications (RFP/Q) from qualified Environmental Consultants to assist the SIR Natural Resources Department (NRD) to analyze the potential environmental impacts associated with the proposed placement of 160 acres of land into trust for the SIR and ascertain the nature and extent of any potential liability resulting from hazardous substances or other environmental problems associated with such property.

The land proposed for placement into trust (hereafter referred to as the project site) is located in Plumas County, California seven miles south of the community of Janesville in Lassen County.  The site is located in Section 3 of Township 27 North, Range 13 East of the Mount Diablo Base and Meridian (reference the Stony Ridge, Calif. U.S. Geological Survey (USGS)-7 ½ minute topographic quadrangle map).
