Tests Showed Coliform Bacteria
Our water system recently violated a drinking water standard. Although this incident was not an emergency, as our customers, you have a right to know what happened and what we did to correct the situation.
We routinely monitor for drinking water contaminants in the water system. In September 2009, we collected seven samples from our water system to test for the presence of coliform bacteria; three of the samples showed the presence of coliform. In October 2009, we collected nine samples from our water system to test for the presence of coliform bacteria; four the samples showed the presence of coliform. The standard is that no more than one sample per month may show the presence of coliform bacteria.
What Should You Do?
You do not need to boil your water or take other corrective actions. However, if you have specific health concerns, consult your doctor.
People with severely compromised immune systems, infants, and some elderly may be at increased risk. These people should seek advice about drinking water from their health care providers. General guidelines on ways to lessen the risk of infection by microbes are available from EPA’s Safe Drinking Water Hotline at 1-(800) 426-4791.
What Does This Mean?
This is not an emergency. If it were, you would have been notified immediately. Coliform bacteria are generally not harmful themselves. Coliforms are bacteria which are naturally present in the environment and are used as an indicator that other, potentially-harmful, bacteria may be present. Coliforms were found in more samples than allowed and this was a warning of potential problems.
Usually, coliform are a signal that there may be a problem with our source of supply, storage, or distribution systems. Whenever we detect coliform bacteria in any sample, we do follow-up testing to see if other bacteria of great concern, such as fecal coliform of E. coli, are present. We did not find any of these bacteria in our subsequent testing, and further testing shows that this problem has been resolved.
What Happened? What Was Done?
On September 2, 2009, the Company collected a routine sample from the distribution system that contained total coliform bacteria. Two of four repeat samples collected September 4, 2009, also contained total coliform. The portion of the system containing total coliform was chlorinated. Both follow-up samples collected September 30, 2009, were absent for total coliform. On October 7, 2009, the Company collected a routine sample from the distribution system that contained total coliform. Three of four repeat samples collected October 9, 2009, also contained total coliform. The entire distribution system was chlorinated. The cause of the total coliform positives appears to be a leak that has been repaired. Samples from the well source, collected September 4, 2009, and October 9, 2009, showed no total coliform bacteria. Follow-up and routine sampling on October 21, 2009 and November 4, 2009, shows that bacteriological standards are now being met.

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO
REQUEST RELEASE OF FUNDS
This notice shall satisfy two separate but related procedural requirements for activities to be undertaken by the Susanville Indian Rancheria Housing Authority (SIRHA).
REQUEST FOR RELEASE OF FUNDS
On or about February 17, 2010 SIRHA will submit a request to the HUD/SWONAP office for the release of Native American Housing Block Grant Program funds under the American Recovery and Reinvestment Act of 2009 under 24 CFR Part 58 of the National Environmental Policy Act of 1969, as amended, to undertake a project known as the Tako-Nee Road Extension Project at the cost of approximately $799,326 to be constructed on the Susanville Indian Rancheria, Susanville, CA.
FINDING OF NO SIGNIFCANT IMPACT
SIRHA has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement (EIS) under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the SIR Natural Resources Department (NRD), 735 Joaquin St., Susanville, CA 96130 and may be examined
or copied weekdays between 8 a.m. and 5 p.m.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the SIR. All comments received by February 16, 2010 will be considered by SIRHA prior to the authorizing submission of a request for release of funds. Comments should specify which notice they are addressing.
RRLEASE OF FUNDS
SIRHA certifies to HUD that Ms. Erma Hart, in her capacity as SIRHA Chairperson, consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the SIR to use Program Funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the SIRHA certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is on one of the following basis: (a) the certification was not executed by the Certifying Officer of SIRHA; (b) SIRHA has omitted a step or failed to make a decision of finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has incurred costs not authorized by 24 CFR 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the HUD grant administration office at Department of Housing and Urban Development, Southwest Office of Native American Programs, One North Central Avenue, Suite 600, Phoenix, Arizona 85000-2361. Potential objectors should contact HUD to verify the actual last day of the objection period.
