Will be received at the Office of Administrative Services, Lassen County, Attn: Regina Schaap, 221 South Roop Street, Suite 4, Susanville, California  96130, until 4:00 pm on August 12, 2010, at which time they will be publicly opened and read in the Administrative Conference Room at the above address.

General Work Description:

CONTRACTOR shall, at its sole cost and expense, furnish all facilities, equipment, and other materials necessary for runway widening and new tie-down area, conforming to the cross sections and locations as shown on the attached plans.

At the time this contract is awarded, the Contractor shall possess either a Class A License or a combination of any of the following Class "C" Licenses which constitutes a majority of the work:  C12.

This contract is subject to the provisions of Section 22300 of the California Public Contract Code, which provides for the substitution of securities for any monies withheld by a public agency to ensure performance under a contract.  The bidder’s attention is directed to said Section 22300 of the Public Contract Code for the specific requirements and provisions for such substitutions of securities if requested by the Contractor.

This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.

Project plans, special provisions, and proposal forms for bidding this project can only be obtained at the Lassen County Department of Public Works, Room 200, 707 Nevada Street, Suite 4, Susanville, California 96130, FAX No. (530) 251-2674, Telephone No. (530) 251-8288, and may be purchased at the following non-refundable prices:

The successful bidder shall furnish a payment bond and a performance bond equal to one hundred percent (100%) of the contract price.

Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening.  Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest.

The County of Lassen hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award.

Pursuant to Section 1773 of the Labor Code the general prevailing wage rates in the county in which the work is to be done have been determined by the Director of the California Department of Industrial Relations.  These wage rates are predetermined and set forth in the serially numbered Bid Book issued for bidding purposes entitled, “County of Lassen, State of California, Notice to Contractor’s, Special Provisions, Proposal and Contract for “Spaulding Airport Enlarge Tiedown Area and Widen Runway Project” and in copies of said book that may be examined at the offices described above where project, special provisions and proposal forms may be seen or are available from the California Department of Industrial Relations’ Internet web site at http://www.dir.ca.gov.  Addenda to modify wage rates, if necessary, will be issued to holders of the above referenced books.  Future effective general prevailing wage rates, which have been predetermined, and are on file with the California Department of Industrial Relations, are referenced but not printed in the general prevailing wage rates.

The County of Lassen may waive any informalities or minor defects or reject any and all bids.  Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof.  Any bid received after the time and date specified shall not be considered.  No bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof.  Should there be reasons why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the County and the bidder.

Plumas Corporation is soliciting bids for rangeland fencing work on the Red Clover- Poco Restoration Project.  The work consists of providing materials, equipment, labor and incidentals to remove and/or replace approximately 15,000 linear feet of rangeland fencing of Red Clover Creek and adjacent meadow.  The work will consist of removing approximately 15,000 feet of existing fence and installation of approximately 13,200 linear feet of new fence on the same alignment.  Project work will be scheduled according to needs of the main restoration project work underway concurrently.  The project is located in Red Clover Valley, 11 miles north of Portola, Ca. The work is expected to start August 23, 2010 and extend into November, 2010.  This contract is administered under Federal and State Equal Opportunity regulations. A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE CITY OF SUSANVILLE PURSUANT TO STREETS AND HIGHWAYS CODE SECTION 36534 APPROVING ANNUAL BUDGET AND SCHEDULING  PUBLIC HEARING TO CONSIDER SETTING

 ASSESSMENTS FOR FISCAL YEAR 2010-2011

WHEREAS, the City Council of the City of Susanville pursuant to Streets and Highways Code Section 36534 having considered the annual report of Historic Uptown Susanville Association on July 7, 2010, regarding and considering the matters set forth in Streets and Highways Code Section 36533 and the annual levy of an assessment in Historic Uptown Susanville Association (HUSA); and

WHEREAS, the City Council having approved said report, and not having made any changes or alteration thereto;

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:

1.  The public hearing to consider the levy of an assessment in the business improvement district identified in the SusanvilleMunicipal Code, Chapter 5.24, is hereby scheduled for July 21, 2010, at 7:00 p.m. and the City Clerk is directed to publish a copy of this Resolution as notice of said public hearing in the Lassen County Times, a publication circulated within the city, no later than seven (7) days before said hearing, at which time written and oral protests may be made.  The form and manner of those protests shall comply with Sections 36524 and 36525 of the Streets and Highways Code; and

The mobilehome described in this notice may not be removed without payment as demanded by this notice. Violation of this notice is prohibited by law. NOTICE IS HEREBY GIVEN that the Lassen County’s Department of Economic Development will conduct a public hearing on Wednesday, July 28, 2010 at 9:00 a.m. in the Board of Supervisors Chambers, 707 Nevada Street, Susanville, CA  96130.  The purpose of this public hearing is to solicit comments regarding grantee performance on grant number 07-STNA-3646, Native American Housing Rehabilitation Grant; grant number 08-EDEF-5889 Business Assistance and Microenterprise Programs; and Program Income Revolving Loan Funds.

Approximately $1,000,000 will be distributed from grant number 07-STNA-3646 to provide housing rehabilitation grants to eligible Honey Lake Maidu Tribe members located within the County. Grant funds are to be used to remove serious deficiencies in housing units to achieve compliance with the standards of the Uniform Building Code.

Approximately $300,000 will be distributed from grant number 08-EDEF-5889 to provide business assistance and microenterprise loans to eligible businesses throughout Lassen County.  These funds also provide technical assistance grants to eligible microenterprise businesses for eligible business support services.

Both grants were funded by the California Department of Housing and Community Development (HCD) Community Development Block Grant (CDBG) program.  County staff will inform all interested persons of the progress of this grant since funding.

Persons interested in this program should appear at the public hearing in order to make their comments known.  If you are unable to attend the public hearing, you should direct your written comments to the County of Lassen’s Department of Economic Development located at 707 Nevada Street, Suite 1, Susanville, California  96130.  In addition, information may be obtained at the above address between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday.
