The Lassen County Planning Commission solicits the aid of public agencies and the general public in consideration of the following item:
Applicant: Linda Powell and Denise Ogburn

Project: Parcel Map and Rezone to divide a 6.23 acre parcel into two parcels. Parcel A is 3.01 acres and Parcel B is 3.22 acres in size. The subject parcel is currently zoned A-2-B-5-A (Agricultural Residential, 5 Acre Building Site, Agricultural Combining District). In order to allow the proposed tentative map the applicant is proposing to rezone the project site to A-2-B-3-A (Agricultural Residential, 3 Acre Building Site, Agricultural Combining District).
Location: The project site is located 0.25 miles south of the intersection of Single Tree Lane and Richmond Road, 1.40 miles southwest of the intersection of Richmond Road and Highway 395, 1.25 miles southwest of Johnstonville.

Pursuant to the California Environmental Quality Act, Lassen County, Lead Agency for the project identified above, has prepared a Draft Negative Declaration stating that there is no substantial evidence in the record as currently filed which indicates that the proposed project may have a significant effect on the environment.
The proposed Negative Declaration is available for review at the Lassen County Planning and Building Services Department. The public review period for the Negative Declaration for this project was held from October 30, 2012, to November 29, 2012.
As the advisory body to the Board of Supervisors, the Planning Commission will hold a public hearing at 1:30 p.m. on Wednesday, January 2, 2013, in the Board Chambers, 707 Nevada Street, Susanville, and then make a recommendation to the Board of Supervisors regarding the proposed project. A public hearing will be held by the Board of Supervisors at a future date. On December 12, 2012, Jerry Bird, Forest Supervisor of the Lassen National Forest signed a Decision Memo authorizing the issuance of a new 10 year Outfitter/Guide Special Use Authorization to California State University, Chico d.b.a. Adventure Outings. Adventure Outings annually submits proposed schedule of events/outings for activities on the Almanor Ranger District within Butte, Plumas, Tehama, and Lassen Counties. These outings are accessed via National Forest system roads, designated trails and camping areas. Copies of the Decision Memo are available at the Almanor Ranger District, P.O. The Almanor Ranger District of the Lassen National Forest is initiating scoping for the Poker
Chip Project. The District proposes to salvage harvest fire-killed and fire-injured trees within the Chips Fire perimeter, remove danger trees along Forest transporation system roads, and promote the re-establishment of fire resistant, shade-intolerant conifer species through reforestation. The proposed project is located in the Lassen National Forest south of the Lake Almanor basin. Approximately 293 acres of the Plumas National Forest are included with the project proposed actions to improve efficiency of implementation.
We request your input as it relates to the proposed action and identification of any issues (point of discussion, debate, or dispute) about the anticipated effects from this proposed action. We also request that you respond in writing before January 17, 2013, so that your input can be considered as we move into the next phrase of the NEPA process.
Comments, written or oral, may be submitted to Ryan Foote, Acting District Ranger, Almanor Ranger District, P.O. Box 767, Chester, CA 96020, by telephone to 530-258-2141, or by facsimile to 530-258-5194 during normal business hours. The Almanor Ranger District business hours are 8:30 a.m. through 4:30 p.m. Monday through Friday.
