Hadwick introduces bills designed to increase government transparency

According to a statement by Assemblymember Heather Hadwick, Californians deserve a government that is transparent, accountable, and works for the people — not one that operates behind closed doors.

“That’s why I’ve introduced a package of bills focused on strengthening transparency and improving how government serves our communities,” Hadwick said.

Hadwick’s Transparency and Good Governance Package includes
AB 2640 – Improves transparency and fairness in state mandate reimbursements by requiring timely notification of any changes to funding and giving local agencies flexibility in how adjustments are handled.

AB 2224 – Enhances public access to records and modernizes county recorder services by expanding electronic recording and simplifying outdated fee structures to improve transparency and efficiency.

AB 1945 – Expands communication options for utility customers by allowing electronic notifications and increasing transparency around service status, while giving customers more flexibility through voluntary prepay options.

AB 1580 – Gives counties more flexibility to streamline operations by allowing consolidation of key fiscal offices, improving efficiency, accountability, and continuity of essential services.

“Together, these bills aim to restore trust in government by making it more open, more responsive, and more effective for the people it serves,” Hadwick said.

“For rural communities like ours, transparency isn’t just a principle — it’s a necessity. When decisions are made far from home, we need clear insight into how and why they’re happening.

“I will continue fighting to ensure your voice is heard and your government is working for you.”
