Lassen Community College’s Board of Trustees approved a resolution announcing a board vacancy at a special meeting at 5 p.m. Tuesday, March 9.
The Lassen Community College Board of Trustees declared Alan Siemer’s Area 1 seat vacant because he moved from Area 1 to Area 5 in Janesville. According to board policy, trustees must reside in the area they represent.
According to the resolution, district board policy, based on the California Education Code, requires “that each governing board member be elected by the registered voters of the entire school district, but reside in the trustee area which he or she represents.”
According to information presented at the board meeting, Alan Siemer was elected to represent Trustee Area 1 in a special election held May 7, 2019. His term ran through December 2022.
In August 2020, Siemer allegedly sold his residence property in Area 1 and moved to Janesville (Area 5), making him ineligible to continue to hold the Area 1 seat since he no longer resided in the area.

According to the board documents, as of September 2020 Siemer is registered to vote in Janesville.
In January, 2021, Siemer applied for the Lassen County Fair Advisory Board’s District 3 seat that represents Janesville.
Trustees Kim Dieter, Louis Hamilton, Sandra Jonas and Buck Parks and president Sophia Wages voted to declare the seat vacant. Siemer voted no, and David Trussel was absent.
The college board of trustees will determine how to fill the vacancy at a future meeting.
