A Petition For Probate has been filed by: Kerri L. Franklin-Hoover in the Superior Court of California, County of Plumas.
THE PETITION FOR PROBATE requests that: Kerri L. Franklin-Hoover be appointed as personal representative to administer the estate of the decedent.
THE PETITION requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority.
A hearing on the petition will be held in this court as follows: March 13, 2017, at 9:00 a.m., at the Superior Court of California, County of Plumas, Room 104, Dept. 2, Courthouse, 520 West Main Street, Quincy, CA 95971.
If you object to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney.
If you are a creditor or a contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within the later of either (1) four months from the date of first issuance of letters to a general personal representative, as defined in section 58(b) of the California Probate Code, or (2) 60 days from the date of mailing or personal delivery to you of a notice under section 9052 of the California Probate Code.

NOTICE OF PUBLIC HEARING
Election to Become Groundwater Sustainability Agency
NOTICE IS HEREBY GIVEN that, pursuant to Water Code section 10723, the Plumas County Board of Supervisors will hold a public hearing on Tuesday, March 21, 2017 commencing at 11:15 a.m. in the Board of Supervisors Board Room, Plumas County Courthouse, 520 Main St. Quincy, CA to hear comments from the public regarding Plumas County’s proposed application to become the Groundwater Sustainability Agency (GSA) for the portion of the Sierra Valley Groundwater Basin outside of the area covered by the Sierra Valley Groundwater Management District (SVGMD) legal boundaries. A map of the proposed area can be viewed at http://countyofplumas.com/index.aspx?nid=89.
After the public hearing, the Board of Supervisors is anticipated to take a formal action to submit a notice of intent to the California Department of Water Resources to become the GSA for the aforementioned area. The notice of intent shall be posted pursuant to California Water Code Section 10723.8 and will include a description of the proposed boundaries of the Sierra Valley Basin which Plumas County intends to manage as the GSA in accordance with the Sustainable Groundwater Management Act of 2014.

Opportunity to Object
Lucky Chance and B&P Mining Plan of Operations
The Lucky Chance and B&P Mining Plan of Operations Environmental Assessment (EA) has been completed and was made public February, 2017. The Lucky Chance and B&P mining project proposes to approve a Plan of Operations for surface mining activities on the Mt. Hough District, Plumas National Forest. Activities include maintenance and use of a non-system access road, use of heavy equipment for mining, and use of a gate on the access road. The Responsible Official who will issue a decision on this project is Micki D. Smith, District Ranger. This proposed project is subject to the objection process pursuant to 36 CFR 218, Subpart A and B.
Eligibility to File Objections
Objections will be accepted only from those who have previously submitted specific written comments regarding the proposed project either during scoping or other designated opportunity for public comment in accordance with § 218.5(a). Issues raised in objections must be based on previously submitted, timely, specific written comments regarding the proposed project unless based on new information arising after designated opportunities.
Individual members of organizations must have submitted their own comments to meet the requirements of eligibility as an individual, objections received on behalf of an organization are considered as those of the organization only. If an objection is submitted on behalf of a number of individuals or organizations, each individual or organization listed must meet the eligibility requirement of having previously submitted comments on the project (§ 218.7). Names and addresses of objectors will become part of the public record.
Contents of an Objection
Incorporation of documents by reference in the objection is permitted only as provided for at § 218.8(b). Minimum content requirements of an objection are identified in (§ 218.8(d)) and include:
1) Objector’s name and address with a telephone number if available; with signature or other verification of authorship supplied upon request;
2) Identification of the lead objector when multiple names are listed, along with verification upon request;
3) Name of project, name and title of the responsible official, national forest/ranger district of project, and sufficient narrative description of those aspects of the proposed project objected to, specific issues related to the project, how environmental law, regulation, or policy would be violated, and suggested remedies which would resolve the objection.
4) Statement demonstrating the connection between prior specific written comments on this project and the content of the objection, unless the objection issue arose after the designated opportunity(ies) for comment.
Filing an Objection
Written objections, including any attachments, must be filed (regular mail, fax, email, hand-delivery, or express delivery) with the Reviewing Officer, Daniel Lovato, Acting Forest Supervisor, 159 Lawrence Street, Quincy, CA 95971, Quincy, CA, 95971, Fax: (530) 283-7717, within 45 days following the publication date of this legal notice in the newspaper of record. Please include Lucky Chance and B&P Mine Project in the subject line of electronic messages. It is the responsibility of Objectors to ensure their objection is received in a timely manner (§ 218.9).
The publication date in the Feather River Bulletin, newspaper of record, is the exclusive means for calculating the time to file an objection of this project. Those wishing to object to this proposed project should not rely upon dates or timeframe information provided by any other source.
