PSREC 2017 PUBLIC NOTICE
Plumas-Sierra Rural Electric Cooperative will be conducting inspections of its facilities throughout 2017. Specific vegetation management projects planned within the timbered portions of its service area include but are not limited to, Chandler Road, the Cromberg area, Spring Garden area, Graeagle, and Mabie/Delleker. We will also be inspecting for trees and other vegetation in proximity to the power lines as required by the California Public Resource Code Section 4293. Trees that come in contact with power lines are a major cause of outages on our system. PSREC strives to strike a healthy balance between our appreciation for trees and our obligation to provide safe, reliable electric service. Through our tree trimming program, we redirect tree growth away from power lines and remove any damaged or diseased trees so we can limit potential damage to the power lines which could be caused by extreme weather conditions. If a tree grows too fast or if its proximity to power lines is a threat to our electric system, our experts will trim the growth away from our equipment. Our vegetation management is conducted following best management practices defined in ANSI A300 Part 7 (ANSI 2012) and the ISA companion publication to the ANSI A300 Standards (ISA 2007).
Currently PSREC is doing a comprehensive mapping/inspection project that encompasses the entire service area. These inspections are part of our ongoing work to provide our members with safe, reliable electric service. We will be inspecting electrical equipment as required by California General Orders 95 and 128 and determining the location and condition of our infrastructure. PSREC personnel require access to all of its facilities including meters. PSREC employees will have company ID with them.

Opportunity to Comment on the Feather River Aquatic Organism Passage Project and
Notice of Intent to Adopt a Mitigated Negative Declaration
The Forest Service (USFS), Plumas National Forest, Mt. Hough Ranger District, and the California Department of Transportation (Caltrans) has prepared an Initial Study/Environmental Assessment (IS/EA) for the Feather River Aquatic Organism Passage Project (Feather River AOP Project), which examines the potential environmental impacts of the proposed project located on State Route (SR) 70 in Butte and Plumas Counties, California. This project is a joint agency project, and would be completed using state and federal funds. USFS is the lead agency under the National Environmental Policy Act (NEPA) and Caltrans is the lead agency under the California Environmental Quality Act (CEQA). USFS and Caltrans have studied the environmental effects of the proposed AOP project and have determined that the project would not have a significant effect on the environment. A general discussion of the environmental considerations can be found in the IS/EA in the Proposed Mitigated Negative Declaration and draft Finding of No Significant Impact prepared for this project.
This project proposes to improve AOP for five tributaries to the North Fork Feather River along SR 70 in Butte and Plumas Counties. Work would consist of constructing fish ladders in order to augment existing culverts for fish passage, and replacement of existing bridges/culverts with natural channel bottom structures that provide AOP for all species specific life stages. The project is located along SR 70 at five North Fork Feather River tributaries (Mill Creek, unnamed intermittent channel, Bear Creek, Rush Creek and Soda Creek) occurring from the communities of Pulga, CA (Butte County) to Paxton, CA (Plumas County) on USFS and private land. How to Comment and Timeframe
Individuals and organizations wishing to be eligible to object must meet the information requirements of 36 CFR 218 Subparts A and B.
It is the responsibility of persons providing comments to submit them by the close of the comment period. Only those who submit timely and specific written comments regarding the proposed project during a public comment period established by the responsible official are eligible to file an objection under §218.
Written, facsimile, hand-delivered, and electronic comments concerning this action will be accepted for 30 calendar days following the publication of this notice in the Feather River Bulletin. The publication date in the newspaper of record is the exclusive means for calculating the comment period for this analysis. Those wishing to comment should not rely upon dates or timeframe information provided by any other source. The regulations prohibit extending the length of the comment period.
