This ordinance is enacted pursuant to Government Code §50022.2 and Health and Safety Code §18941.5, and regulates all new construction, alternations, repairs, relocations, reconstruction or demolition of any building or any portion thereof including any electrical, mechanical, gas, plumbing or fire protection equipment installed on any property or used on or within any building within the City of Susanville.

REQUEST FOR PROPOSAL

UPDATE OF THE LASSEN COUNTY SAFETY ELEMENT

The County of Lassen’s Department of Planning and Building Services invites sealed proposals from qualified individuals and firms for the update of the County’s Safety Element of the Lassen County General Plan.

For copies of the proposal requirements, please contact the Department of Planning and Building Services at (530) 251-8269; the Request for Proposal (which includes the current Safety Element) can also be found on the County’s website at: http://www.lassencounty.org/government/resources/planning-and-building-services

Lassen County is currently in the process of officially incorporating the current Hazard Mitigation Plan into the Safety Element.  The Multi-Hazard, Multi-Jurisdictional Hazard Mitigation Plan can also be found on the above website.

Sealed proposals will be received by the County of Lassen’s Department of Planning and Building Services, Attn: Gaylon Norwood, 707 Nevada Street Suite 5, Susanville, CA 96130, by mail or in person until 4:00 pm on Thursday, February 20, 2020. PUBLIC HEARING NOTICE

NOTICE IS HEREBY GIVEN that the County of Lassen will conduct a public hearing by the Board of Supervisors on Tuesday, January 21, 2020, at 10:05 a.m. in the Board of Supervisors Chambers, 707 Nevada Street, Susanville, in order to discuss possible applications for funding under the Fiscal Year 2019/2020 (July 1 to June 30) State Community Development Block Grant (CDBG) Program to solicit citizen input on possible activities to be included in these applications.

The Community Development and Economic Development Allocations of the State CDBG program will be published a combined “Notice of Funding Availability” (NOFA) each program year. Eligible cities and counties may submit applications for CDBG funds under the NOFA for a maximum per application request of $3,000,000. It is estimated that the funding of the State 2019 CDBG program allocation is approximately $29,000,000. The Economic Development “Over-the-Counter” (OTC) Allocation requires a separate application with a maximum limit of $3,000,000 per year. The NOFA also includes the Native American and Colonia’s Allocations. The Native American Allocation is only for areas with high concentrations of low-income Native American residents, who are not part of a federally recognized Native American Indian tribe or Rancheria. The Colonia’s funding is only for designated communities within 150 miles of the Mexican-American border.

ELIGIBLE ACTIVITIES UNDER THE ABOVE ALLOCATIONS IN THE NOFA CONSIST OF: HOMEOWNERSHIP ASSISTANCE AND HOUSING REHABILITATION PROGRAMS; PUBLIC FACILITY AND PUBLIC IMPROVEMENTS PROJECTS (INCLUDING PUBLIC IMPROVEMENTS IN SUPPORT OF NEW HOUSING CONSTRUCTION); PUBLIC SERVICE PROGRAMS, PLANNING STUDIES, ECONOMIC DEVELOPMENT BUSINESS ASSISTANCE AND MICROENTERPRISE ACTIVITIES.  ELIGIBLE ACTIVITIES PAID FOR WITH STATE CDBG FUNDS MUST MEET ONE OR MORE OF THE THREE NATIONAL OBJECTIVES LISTED IN CDBG FEDERAL STATUTES AS FOLLOWS: BENEFIT TO LOW -MODERATE INCOME HOUSEHOLDS OR PERSONS; ELIMINATION OF SLUMS AND BLIGHT; OR MEETING URGENT COMMUNITY DEVELOPMENT NEED.

The County of Lassen anticipates submitting an application under the NOFA published during this program year. The County of Lassen has or anticipates receiving approximately $280,000 in CDBG Program Income that must be expended prior to expending awarded grant funds.

The purpose of this public hearing is to give citizens an opportunity to make their comments known regarding what types of eligible activities the County of Lassen should apply for under the State CDBG program. A separate public hearing will be held to discuss and approve the application prior to submittal to the State.

NOTICE IS HEREBY GIVEN that the County of Lassen will conduct a public meeting by the Board of Supervisors on Tuesday, January 21, 2020, at 10:40 a.m. in the Board of Supervisors Chambers, 707 Nevada Street, Susanville, in order to discuss the Local Agency Management Plan (LAMP) and to solicit citizen input.

The purpose of this meeting is to give citizens an opportunity to make their comments known regarding the implementation of the LAMP. The purpose of this plan is to allow the continued use of Onsite Wastewater Treatment Systems (Septic Systems), while protecting water quality and public health. The Board will consider approving the draft LAMP for submission to the Lahontan Regional Water Quality Control Board for review and approval at a future, undetermined, meeting.
