Provisional Appointment

Due to the term expiration of one member of the Board of Trustees of the Johnstonville Elementary School District, the Board voted at its September 13, 2018 meeting to call for a provisional appointment to fill the vacated seat. Community members wishing to be considered for a provisional appointment must:

  1. Be a resident of the school district listed above.
  • Complete a questionnaire, which may be obtained by contacting Rhonda Lavacot, Johnstonville Elementary School District, Susanville, California, 96130, (530) 257-2471 or visit our website www.johnstonville.org to access the information. Completed questionnaires must be submitted to the Johnstonville Elementary School Office.

Applications from candidates meeting the above qualifications will be reviewed by the Johnstonville Elementary School District Board of Trustees, and the Board may fill the vacancy at the next scheduled meeting of the Board. Unless a petition calling for a special election, containing a sufficient number of signatures, is filed in the Lassen County Office of Education within 30 days following a provisional appointment, the appointment shall become effective. The appointee shall hold office until the next regularly-scheduled board member election, which will be in November 2020.

NOTICE OF AIRPORT COMMISSION VACANCIES

The City of Susanville is inviting applications from the public for service on the Susanville Municipal Airport Commission as a Commissioner or Alternate. If you have an interest in aviation, serving on the Airport Commission is a valuable opportunity to participate in local planning and decision making for the operation of this vital community asset. The Commission serves as an advisory board to the City Council and contributes to short and long term goals for the regulation and expansion of business and development at the Airport.

The Airport Commission consists of five community residents and one alternate member and at a minimum, members must reside within 15 miles of the city limits. Responsibilities include attendance at meetings and reviewing airport activities.  The Airport Commission’s regular meetings are held every other month on the second Thursday at 5:15 p.m.

CATTLE GRAZING – SUSANVILLE RANCH PARK

The County of Lassen intends to enter a Spring cattle grazing lease at Susanville Ranch Park for the following time period; June 3, 2019 thru June 30, 2019. The grazing areas are located in the vicinity of Paiute Creek, immediately northwest of the City of Susanville. The Susanville Ranch Park is open to the public as a multiuse non-motorized recreation area.

Feed supply is estimated to sustain approximately 60 cows for a period of four weeks. Bids will be accepted for a minimum of 50 cows and a maximum of 90 cows, with the stipulation that the duration of occupancy will be adjusted to accommodate the proposed number of cows relative to the amount of feed available. The County of Lassen will retain the authority to determine the location and period of livestock use to meet the objectives of the Grazing/Range Plan for the Park.

The City of Susanville is now accepting applications to fill a vacancy on the City of Susanville Planning Commission. The Planning Commission consists of five members who are responsible for advising the City Council and making decisions for the City in the area of land use, environmental review and development. Lassen County is now accepting proposals for a Contractor to operate the Speedway and Speedway Concession Stands for the Lassen County Fair. Proposed contract will be for a three year period (2019, 2020 and 2021) with one additional three year option period (2022, 2023 and 2024), with yearly racing starting first of  April through September 15th of each year of the agreement.

INVITATION FOR BIDS

Sealed bids for a road reconstruction project, located or, the Susanville Indian Rancheria in Lassen County, Northern California, will be received by the Susanville Indian Rancheria at the Tribal Office, 745 Joaquin Street. Susanville, CA 96130 until 4:00 p.m., March 15, 2019, and then publicly opened and road aloud in the Tribal Resource Center Meeting Room located at 735 Joaquin Street, Susanville, CA 96130. The Contract Documents may be examined at the following location: Susanville Indian Rancheria, 745 Joaquin Street, Susanville, CA 96130.

An organized site visit has been scheduled for February 28, 2019, at 2:00 p.m. Participants will meet at 1:30 pm in the Tribal Resource Center Meeting Room located at 735 Joaquin Street, Susanville, CA 96130 to go over the bid package, plans, and specifications

The Contract Documents may be obtained from the SusanviIIe Indian Rancheria Tribal Office located at 745 Joaquin Street. Susanville CA 06130 upon a non-refundable payment of $25 for each set.

There will be a post-award meeting at the Susanville Indian Rancheria Tribal Office Conference Room at a date yet to be determined.

Neither the contractor no the subcontractors shall engage in or permit discrimination in employment of persons because of race, color, national origin, ancestry, or religion.

Indian preference will apply to the bid process. A price differential for qualified Indian bidders of five percent (5%) of the lowest responsible, responsive non-Indian bid will apply.

Federal funds will be utilized for this project and as a result, Construction Prevailing Wages are to be paid and a Construction Wage Rate Requirements (Davis-Bacon Act) poster (WH-1321) shall be posted at all times by the Contractor and its subcontractors at the primary site of the work and the secondary site of the work, if any, in a prominent and accessible place where it can be easily seen by the workers. The bidder must not be on the Federal Debarred List and must be registered on SAMS.

Confluence Meadow Restoration Project

NOTICE is given that a Mitigated Negative Declaration has been prepared setting forth the findings that the following proposed action, restoration of Confluence Meadow, will have a less than significant adverse effect on the environment. This project is located at: Township (T) 32 North (N), Range (R) 9 East (E), Sections (S) 4-5; T33N, R9E, S33 of the Mount Diablo Meridian. This project is owned by the U.S. Department of Agriculture and managed by the U.S. Forest Service, Lesson National Forest. This document is proposed to be adopted and has been filed with the Honey Lake Valley Resource Conservation District (RCD). It is now available for inspection and review.  The review period for this Mitigated Negative Declaration is from February 13, 2019 through March 13, 2019. Written comments concerning this document will be accepted through the last day of the review period.

REQUEST FOR INFORMATION REGARDING DOMESTIC WATER SUPPLIES

A Timber Harvesting Plan (THP) will be submitted to the California Department of Forestry and Fire Protection (Cal Fire) in portions of sections 1, 2) 3, 11 and 12 of Township 28 North, Range 08 East, sections 5, 6, 7 and 12 of Township 2 North, Range 09 East arid sections 2, 11, 12, 13, 14, 15, 22, 23, 24, 25, 26, 27, 34, 35 and 36 of Township 29 North Range OS East MDM. The proposed THP is located adjacent to Westwood to the north and west. This notice is to request information about domestic water supplies that are derived from Class 1, II and IV watercourses that receive drainage from the THP area and is within 1,000 feet downstream of the THP boundary. Watercourses that could be affected are Robbers Creek and unnamed tributaries. If you have any information about domestic water supplies from these sources, please contact (within 10 days)

Timber Sale

The Plumas National Forest is advertising for the Frazier Integrated Resource Timber Contract (IRTC) Stewardship. The Frazier IRTC Stewardship Timber Sale is located in all or portions of T.21N., R.12E., sections 21, 22, 27, and 28., M.D.M. Sealed – “Best Value” offers will be received at the Plumas National Forest Supervisor’s Office, 159 Lawrence St. Quincy, CA 95971, on March 15, 2019, at 10:00 AM local time, of an estimated 4,687 CCF (2.343 MBF) of sawtimber and an estimated 4,852 CCF (13,383 Tons) of Green Biomass Convertible (Grn Bio Cv), marked or otherwise designated for cutting on approximately 493 acres, with six mandatory stewardship projects and two optional stewardship project. Stewardship project(s) are: Mandatory Item 001: Haul of Biomass In Units 1, 2,3, 4, 5, 5A, 6, and 6A, Mandatory Item 002: Cut, Skid and Deck Biomass Material in Units 7, 8, and 9, Mandatory Item 003:  Road Maintenance, Mandatory Item 004: Temporary Road Construction, Mandatory Item 005: Temporary Road Re-opening, Mandatory Item 006: Tillage and Special Erosion Prevention Measures. Optional Item 007: Re-contouring of Newly Constructed Bench Skid Trails, and Optional Item 008: Re-contouring Newly Constructed Temporary Roads.

The Forest Service will evaluate competitive offers submitted by offerors who present a price offer and technical proposal according to the information found under the section in the offer titled “Instructions to Offerors.” Evaluation factors for this project are organizational experience, organizational past performance, local community economic enhancement (including small business enhancement), understanding the Government’s requirements, and price. One award will be made to the offeror whose proposal is technically acceptable and whose technical/price relationship is the “best value” to the Government.
