Project: Proposal for an Interim Management Plan (IMP) to allow for a temporary plan of mining operations to be in effect during idle production periods, when operations are reduced by more than 90 percent of maximum production. Pursuant to Chapter 18.122 of the Lassen County Code, the Director of the Lassen County Department of Planning and Building Services has referred a request to the Board of Supervisors for a determination of similar use to allow for a use permit application to place an emergency medical services facility and heliport at the above-described parcel.

Lassen County Code Section 18.122.040 states that the “community development director shall consider requests for interpretation or determination of similar use” when a particular use is not listed in the pertinent zoning district but may “at his/her discretion, refer requests to the board of supervisors for decision.” The uses identified above are not explicitly allowed in the M-1 district, neither by right nor by use permit; the Board of Supervisors must determine whether the proposed uses are sufficiently similar in character to the uses allowed in the M-1 district to allow the submittal of a use permit application. Approval of the proposed project is not under consideration at this meeting.

NOTICE OF PUBLIC MEETING

BIG VALLEY GROUNDWATER BASIN

SUSTAINABILITY AGENCY

NOTICE IS HEREBY GIVEN That on January 26, 2017, at 4:00 p.m. in the Bieber Veterans Hall at 657-575 Bridge Street, in Bieber, the Lassen County Planning and Building Services Department will host a public meeting to solicit comments as to whether the Lassen County Board of Supervisors should be the Groundwater Sustainability Agency (GSA) for the Lassen County portion of the Big Valley Groundwater Basin. Any comments made will be presented to the Board of Supervisors at a public hearing to be conducted on March 14, 2017, at which time the Board will consider adopting a resolution directing County Staff to submit a Notice of Intent to the California Department of Water Resources stating that the Board of Supervisors will be the GSA. Lassen County is qualified to become the GSA by statute, and has a long history of managing groundwater resources throughout the County. The Big Valley Groundwater Basin is located in northwestern Lassen County and extends into Modoc County.

The Sustainable Groundwater Management Act (SGMA) became effective on January 1, 2015, and established a new structure for managing California’s groundwater resources at a local level. The SGMA mandates that all medium and high priority groundwater basins identified in Bulletin 118 be managed by a GSA by June 30, 2017. Each GSA will then develop a Groundwater Sustainability Plan (GSP) by January 30, 2022, which will include plan components to assist the GSA in achieving groundwater sustainability within 20 years of GSP adoption.
