SOCIAL SERVICES TRANSPORTATION ADVISORY COUNCIL
The Lassen County Social Services Transportation Advisory Council (SSTAC) will hold a public hearing at 4:30 P.M., Wednesday February 22, 2017 at the Lassen Senior Services facility located at 1700 Sunkist Street, Susanville, California for the purpose of taking public comment on future and unmet transit needs of the senior and disabled community. This hearing is an important element of the Lassen County Transportation Commission’s “unmet transportation needs that are reasonable to meet” process and is a requirement of the Transportation Development Act. All interested citizens are invited and encouraged to attend. If you need assistance with transportation to the meeting, please contact the Lassen Rural Bus office at (530) 252-7433. Request for Proposal – Emergency Operations Plan
The County of Lassen is soliciting proposals from firms/individuals interested in updating and revising the Lassen Operational Area Emergency Operations Plan.
It is the responsibility of the Lassen County Disaster Council to maintain an emergency operations plan that is a comprehensive document that City/County staff, public safety personnel, and public service personnel can utilize as a guide in providing critical services during time of emergency. Such a plan needs to comply with applicable state and federal standards of the Standardized Emergency Management System (SEMS), the National Incident Management System (NIMS), and the National Response Framework (NRF). In addition to the plan, the proposal shall include training and exercise components to educate responsible persons on their role in the plan and to test the plan.
The plan which is proposed, being contracted for by the County of Lassen, will be reviewed in draft and final form, and is subject to acceptance by, the Lassen County Disaster Council, County of Lassen Emergency Services Staff, the City of Susanville, and CalOES. The plan which is ultimately adopted will be consistent with California Office of Emergency Services (CalOES) standards, using an integrated regional approach that reflects available local resources.

NOTICE IS HEREBY GIVEN by the Western Riverside Council of Governments (“WRCOG”) that:
The California HERO Program. The Executive Committee of WRCOG (the “Executive Committee”) has established a voluntary contractual assessment program known as the California HERO Program pursuant to Chapter 29 of Part 3 of Division 7 of the California Streets and Highways Code (“Chapter 29”) pursuant to which WRCOG and the owners of property located within those cities and counties that have elected to participate in the California HERO Program may enter into contractual assessments to finance the installation of distributed generation renewable energy sources, energy and water efficiency improvements and electric vehicle charging infrastructure (“Authorized Improvements”) that are permanently fixed to real property.
The Program Report. In establishing the California HERO Program, the Executive Committee confirmed a report (the “Program Report”) pertaining to the California HERO Program containing, among other information:
• A map showing the boundaries of the territory within which voluntary contractual assessments are proposed to be offered (the “Program Area”):
• A draft contract specifying the terms and conditions that would be agreed to by participating property owners and WRCOG for participation in the California HERO Program;
• A plan for raising a capital amount required to pay for the work performed pursuant to the voluntary contractual assessments.
• A statement of the policies concerning the California HERO Program including all of the following:
– Identification of the Improvements that may be financed;
– A maximum aggregate dollar amount of voluntary contractual assessments for the California HERO Program;
– A method of prioritizing requests from property owners for financing in the event the amount of such requests exceeds the maximum authorization;
– A description of the criteria for determining underwriting requirements and safeguards that will be used to ensure that the total annual property tax and assessments on each participating property will not exceed five percent (5%) of the property’s market value, as determined at the time of approval of each owner’s contractual assessment; and
Intention to Modify the Program Area to Include Additional Cities and Counties. The Executive Committee has declared its intention to modify the Program Report to increase the Program Area to include certain additional cities, including the City of Susanville and County of Lassen unincorporated areas, that have elected to participate in the California HERO Program.

WHEREAS, the community has expressed a desire to have a posted speed limit reasonable for the neighborhood on Numa Road between Skyline Road and Cameron Way; and
WHEREAS, upon conducting an Engineering and Traffic Survey in accordance with Section 627 of the California Vehicle Code and applicable chapters of the California Manual On Uniform Control Devices (MUTCD), it has been determined appropriate to provide posted speed limits on Numa Road of 30 miles per hour (MPH); and
WHEREAS, upon review of the survey, the Chief of Police had found the survey satisfactory and is in agreement with the results of said survey.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SUSANVILLE DOES ORDAIN AS FOLLOWS:
Chapter 10.08 “Speed Limits” is hereby amended to include Section 10.08.050 “Speed limit on Numa Road between Skyline Drive Fairfield and Hall Street” as follows:
Section 1. Susanville Municipal Code Title 10 (Vehicles and Traffic), Chapter 10.08 (Speed Limits) is hereby amended by including Section 10.08.050 “Speed Limits on Numa Road between Skyline Road and the north City limits north of Cameron Way” as follows:

Section 2. This Ordinance No. 17-1009 shall become effective thirty (30) days following its passage and adoption. In the event a summary of said Ordinance is published in lieu of the entire Ordinance, a certified copy of the full text of this Ordinance shall be posted in the office of the City Clerk at least five (5) days prior to its adoption and within fifteen (15) days after its adoption, including the vote of Council members. Additionally, a summary prepared of the City Attorney’s office shall be published once at least at least five (5) days prior to the date of adoption and once within fifteen (15) days after its passage and adoption, including the vote of Council members, in the Lassen Times, a newspaper of general circulation in the City of Susanville.

AN ORDINANCE OF THE CITY OF SUSANVILLE AMENDING SECTION 10.08 “SPEED LIMITS” OF THE CITY OF SUSANVILLE MUNICIPAL CODE, AND ESTABLISHING SPEED LIMITS ON FOURTH STREET BETWEEN ASH STREET AND MESA STREET IN THE CITY
WHEREAS, the posted speed limit on the segment of Fourth Street between Ash Street and Mesa Street is 25 miles per hour; and McKinley Elementary School is located on Fourth Street within this segment, more specifically east of McDow and west of Spring Streets; and
WHEREAS, the Susanville Unified School District has indicated a desire to implement 15 mile per hour along Fourth Street where providing ingress and egress to the McKinley Elementary School campus located between McDow and Spring Streets; and
WHEREAS, upon conducting an Engineering and Traffic Survey on Fourth Street between Ash and Mesa Streets in accordance with Section 627 of the California Vehicle Code and applicable chapters of the California Manual On Uniform Control Devices (MUTCD), it has been determined appropriate to reduce posted speed limits within five hundred (500) feet of McKinley School to less than the 85th percentile on Fourth Street; and
WHEREAS, upon further review of existing “general conditions” on said segment of Fourth Street, it was determined the further reduction of the speed limit to 15 miles per hour (MPH) is justified based on MUTCD guidelines and staff’s engineering judgment when children are present.
WHEREAS, upon review of the survey, the Chief of Police had found the survey satisfactory and is in agreement with the results of said survey.

LASSEN COUNTY BOARD OF SUPERVISORS
BIG VALLEY GROUNDWATER BASIN
SUSTAINABILITY AGENCY
NOTICE IS HEREBY GIVEN That on Tuesday, March 14, 2017, at 10:00 a.m., in the Lassen County Board of Supervisors Chambers, 707 Nevada Street, Susanville, the Board of Supervisors will conduct a public hearing to receive comments as to whether the Board of Supervisors should be the Groundwater Sustainability Agency (GSA) for the Lassen County portion of the Big Valley Groundwater Basin. At this hearing, the Board will consider adopting a resolution directing County staff to submit a Notice of Intent to the California Department of Water Resources stating that the Board of Supervisors will be the Groundwater Sustainability Agency for the Big Valley Groundwater Basin (GSA). Lassen County is qualified to become the GSA by statute, and has a long history of managing groundwater resources throughout the County. The Big Valley Groundwater Basin is located in northwestern Lassen County and extends into Modoc County.
The Sustainable Groundwater Management Act (SGMA) became effective on January 1, 2015, and established a new structure for managing California’s groundwater resources at a local level. The SGMA mandates that all medium and high priority groundwater basins identified in Bulletin 118 be managed by a GSA by June 30, 2017. Each GSA will then develop a Groundwater Sustainability Plan (GSP) by January 30, 2022, which will include plan components to assist the GSA in achieving groundwater sustainability within 20 years of GSP adoption.
