The Plumas County Community Development Commission (PCCDC) invites qualified Contractors to bid the above said work (all labor, equipment and materials) for federally funded housing complex Pine Meadows, located at 616 Pearl Road, Chester, CA 96020.

This is a Public Works project subject to State Prevailing Wages. The Contractor must have a Contractor’s State License Board Class B – General Building – license and be registered with the California Department of Industrial Relations, PRIOR TO BIDDING, pursuant to the requirements of SB854, Public Works Reforms. All Subcontractors that are to be used on this project must also be registered PRIOR TO BIDDING.

PSREC 2017 PUBLIC NOTICE

Plumas-Sierra Rural Electric Cooperative will be conducting inspections of its facilities throughout 2017. Specific vegetation management projects planned within the timbered portions of its service area include but are not limited to, Chandler Road, the Cromberg area, Spring Garden area, Graeagle, and Mabie/Delleker. We will also be inspecting for trees and other vegetation in proximity to the power lines as required by the California Public Resource Code Section 4293. Trees that come in contact with power lines are a major cause of outages on our system. PSREC strives to strike a healthy balance between our appreciation for trees and our obligation to provide safe, reliable electric service. Through our tree trimming program, we redirect tree growth away from power lines and remove any damaged or diseased trees so we can limit potential damage to the power lines which could be caused by extreme weather conditions. If a tree grows too fast or if its proximity to power lines is a threat to our electric system, our experts will trim the growth away from our equipment. Our vegetation management is conducted following best management practices defined in ANSI A300 Part 7 (ANSI 2012) and the ISA companion publication to the ANSI A300 Standards (ISA 2007).

Currently PSREC is doing a comprehensive mapping/inspection project that encompasses the entire service area. These inspections are part of our ongoing work to provide our members with safe, reliable electric service. We will be inspecting electrical equipment as required by California General Orders 95 and 128 and determining the location and condition of our infrastructure. PSREC personnel require access to all of its facilities including meters. PSREC employees will have company ID with them.

Request for Proposal – Staffing Services to the Lassen County Transportation Commission

The Lassen County Transportation Commission (LCTC) is seeking proposals from independent contractors (consultants) who are staffed to offer a wide-range of professional services to support the LCTC in fulfilling its administrative, fiscal and some statutory transportation planning responsibilities and mandates. The specific functional areas of work sought by the LCTC would require the selected consultant to perform as the LCTC’s Executive Secretary, Clerk of the Commission, Fiscal Staff, and Planning Staff. The proposed starting date to begin supplying these services is July 1, 2017. The duration of the contracting period is anticipated to have an initial term of 3 (three) years, with the LCTC reserving the right to offer an agreement modification to add up to two additional one-year terms.

The LCTC does not have any employees. The County of Lassen has been providing executive secretary, clerk of the commission, fiscal, and planning staffing and services to the LCTC since 1971. The staffing and services agreement with the County will expire on June 30, 2017, and will not be renewed.

Vendor registration is required with the Lassen County Administrative Office in order to receive the Request for Proposal (RFP), and any addenda or supplements to the RFP. Vender registration (and the RFP) is available by contacting the Lassen County Administrative Office at 221 South Roop St., Ste. 4, Susanville, CA 96130 or via email to coadmin@co.lassen.ca.us or by calling (530) 251-8333.

This RFP does not commit the LCTC to award a professional service agreement (contract). The LCTC reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified individual/firm, or to modify or cancel in part or in its entirety the RFP if it is in the best interests of the LCTC to do so. Furthermore, a contract award may not be made based solely on price. If the LCTC makes a recommendation to negotiate or award of a contract, the contract will not be in force until it is approved and fully executed by and between the consultant and the LCTC.

All risk, costs, expenses and actions incurred by the proposer in the participation, preparation and submittal of any proposal, including site visits and participating in the interview process, or any other actions related to responding to this RFP shall be at the risk and responsibility of the proposer. Proposer/consultant(s) interviews are tentatively scheduled to begin on May 29 through June 2, 2017. Interview dates and times are subject to change at the prerogative of the LCTC. Sub-consultants and prime-consultant are both required to attend the interview process.

The Health and Social Services Administration Department announces its intent to contract for the provision of Behavioral Health Peer and Family Support Services.

The purpose of the Request for Proposal is to solicit proposals from qualified individuals or organizations specializing in providing culturally and community based behavioral health peer and family support services designed to promote emotional recovery and wellness and to reduce the occurrence of and the stigma associated with mental illness and substance use disorders.

Opportunity to Comment on Storrie/Rich Fire Area Watershed Improvement and Forest Road 26N67 Re-alignment Project

The Mt. Hough Ranger District of the Plumas National Forest is preparing an environmental assessment of the Storrie and Rich Fire Area Watershed Improvement and Forest Road 26N67 Re-alignment Project. This project proposes to restore the fire area and reduce the post-fire effects to watersheds and infrastructure. Specifically, the project would relocate a segment of Forest Road 26N67 away from a stream channel to reduce sedimentation and decommission unneeded forest road segments that are causing stream sedimentation.

The project area is on the Mt. Hough Ranger District, Plumas National Forest. It is located in areas burned by the Storrie, Rich, and Chip Fires, in the Plumas National Forest in Plumas County, California. The project area is near the south end of the Butt Valley Reservoir. It ranges approximately 10 to 12 air miles west southwest of Greenville, California, and approximately 14 to 16 air miles north northwest of Quincy, California.

This is a supplemental notice being provided to announce a designated opportunity to comment associated with the project scoping period. This is not the legal notice associated with the comment period specified in 36 CFR §218.24.

Only those who submit timely and specific written comments (defined by 36 CFR §218.1) during a designated public comment period established by the responsible official will have eligibility to file an objection (36 CFR §218.5). For this scoping comment period, comments will be considered timely if submitted by June 2, 2017. For objection eligibility, each individual or representative from each entity submitting timely and specific written comments must either sign the comment or verify identity upon request. Individuals and organizations wishing to be eligible to object must meet the information requirements in §218.25(a) (3).
