The Lassen County Planning Commission solicits the aid of public agencies and the general public in consideration of the following item:

Property Owner: Red River Forests LLC

Applicant: Turner Excavating, Inc.

File: Initial Study #2020-003 for Use Permit Minor Amendment #2020-002 and Reclamation Plan #2020-001.

Project: Proposal to mine the partially vested 9.2-acre Hwy 36/Devil’s Corral Mine. If approved, the minor amendment would allow for mining on an existing 5.29-acre vested mine in addition to a 3.91-acre spillover portion not included in the vested right Monday through Friday 6:00 a.m. to 4:00 p.m. and allow for approximately 300,000 yd3 of material to be mined with a proposed end date of 2050.

Location: The project is located approximately 7 miles west of Susanville via State Highway 36, near Devil’s Corral

Zoning: The project parcels are zoned T-P-Z (Timber Production Zone) and U-C-2 (Upland Conservation/Resource Management District) and are designated Extensive Agriculture by the Lassen County General Plan 2000.

Pursuant to the California Environmental Quality Act, Lassen County, as the Lead Agency for the Califomia Environmental Quality Act, has prepared a Mitigated Negative Declaration for this project. The Environmental Review Officer has determined that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described in the Initial Study have been made a Part of the project.

The project is being forwarded to the Lassen County Planning Commission for review. The Planning Commission will hold a public hearing on this item at 1:20 p.m. on Tuesday, September 7, 2021, in the Board Chambers, 707 Nevada St., Susanville, California.
