NOTICE OF PUBLIC HEARING
LASSEN COUNTY BOARD OF SUPERVISORS
Applicant and Property Owner: Thomas and Andrea Traphagan
File No.: Use Permit #2020-010 (Appeal of Use Permit Abandonment)
Project: Appeal of Lassen County’s abandonment of a conditionally approved use permit (UP #2020-010) to operate a flour mill, for grain grown on site, within an existing 2,400-square-foot agricultural building at 515-805 Morgan Road, Ravendale, CA 96123. The use permit was conditionally approved by the Planning Commission on March 2, 2021; however, pre-operational conditions were not met within the required timeframe. An appeal was filed with the Lassen County Board of Supervisors by the applicant in response to an Intent to File a Notice of Abandonment letter, sent by the Department on March 6, 2023.
Location: The project site is located approximately five miles southeast of Ravendale, accessible by Mail Route Road and Morgan Road.

The Lassen County Planning Commission held a public hearing to consider the appeal of Lassen County’s abandonment on May 2, 2023, and voted to deny the appeal. The applicant subsequently appealed the decision to the Board of Supervisors. The Board of Supervisors will hold a public hearing to make a determination on the appeal at 10:00 a.m. on June 20, 2023, in the Board Chambers, 707 Nevada Street, Susanville, California. All interested persons are invited to attend the meeting and be heard, or to submit comments to the Department of Planning and Building Services, 707 Nevada Street, Suite 5, Susanville, CA 96130.
