Obtaining or Inspecting Contract Documents. Bid documents (plans/specifications) may be obtained beginning July 3, 2019, online through CIP List.com at http://www.ciplist.com/plans/?Plumas/county/218

Contract Time. This work shall be constructed in accordance with details as shown on the plans and described in the specifications for this project. The contractor shall be allowed 180 calendar days to complete the site work, order, deliver and install the tank. The construction of the site work and installation of the tank for the project shall be completed within Thirty (30) total calendar days. Site work and installation of the tank cannot be started until 30 calendar days prior to tank delivery.
Bidder’s Bond. Bids must be sealed and accompanied by cash, a certified or cashier’s check, equivalent to ten percent (10%) of the proposal, payable to the order of Plumas County, to guarantee that if a proposal is accepted, a contract will be entered into and its performance secured. A Bidder’s Bond to like effect and amount with a corporate surety will be acceptable for this project. Bids must be in writing and signed by or on behalf of the bidder. Contractor must have appropriate license during all times construction work is underway.
Award of Contract. The contract will be awarded on the basis of UNIT BID price and will provide for progressive payments and liquidated damages as fixed in the specifications. All proposals must be made on the forms as contained in the specifications for the previously described project and shall in all respects comply with the Instructions to Bidders and Contract Documents. Bids must be in writing and signed by or on behalf ofthe bidder. Each bidder must supply all the information required by the bid documents and specifications.
Plumas County reserves the right to reject any and/or all bids or to utilize any alternate procedures as authorized by California Public Contracts Code Sections 20166 and 20167, and accept such bids as are to the best interest of the County. No bidder may withdraw his/her bid for a period of one hundred twenty (120) days after the date set for the opening thereof.
Bonding Requirements. The successful bidder will be required to furnish a Performance Bond for 100 percent of the contract price to secure fulfillment of all the bidder’s obligations under such contract. The successful bidder will further be required to furnish a Labor and Material Bond for 100 percent of the contract price to assure payment as required by law of all persons supplying labor and material in the execution of the work provided for in the contract.
Federal Provisions. The work to be done is being financed in whole or in part by means of a grant made by the United States acting through the Federal Aviation Administration of the Department of Transportation. This project is subject to the Federal provisions, statutes and regulations as set forth below and in the project specifications:
• Buy American Preference – This contract is subject to the “Buy American” preferences of the Aviation Safety and Capacity Act of 1990. Per Title 49 U.S.C. Section 50101, all steel and manufactured products installed under an AlP assisted project must be produced in the United States unless the Federal Aviation Administration has granted a formal waiver. As a condition of bid responsiveness, bidders must indicate whether it intends to meet Buy American preferences by only installing steel and manufactured products produced within the United States of America; or if it intends to seek a permissible waiver to the Buy American preferences – See certification included in the Bid Proposal.
• Foreign Trade Restriction – 49 CFR Part 30 – A completed and signed Certification Regarding Trade Restriction Clause must be submitted with the bid for this contract. This certification is included in the Bid Proposal.
• Davis-Bacon Act, as amended – 29 CFR Part 5
• Affirmative Action – Executive Order 11246 and 41 CFR Part 60-4
• Debarment, Suspension, Ineligibility and Voluntary Exclusion – 49 CFR Part 29 – A completed and signed Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion must be submitted with the bid for this contract. This certification is included in the Bid Proposal.
• Requirements for Drug-free Workplace – Title 49 Part 29 Section 47105(d)
• Disadvantaged Business Enterprise – The Owner’s award of this contract is conditioned upon Bidder or Offeror satisfying the good faith effort requirements of 49 CFR §26.53.
As a condition of bid responsiveness, the Bidder or Offeror must submit the following information with their proposal on the forms provided herein:
(1) The names and addresses of Disadvantaged Business Enterprise (DBE) firms that will participate in the contract;
(2) A description of the work that each DBE firm will perform;
(3) The dollar amount of the participation of each DBE firm listed under (1)

Plumas County has established a DBE goal of 1% Race Neutral.
• Lobbying Federal Employees – 31 USC § 1352, 2 CFR Part 200, Appendix 11(J), 49 CFR Part 20, Appendix A – A completed and signed Certification Regarding Lobbying must be submitted with the bid for this contract. This certification is included in the Bid Proposal.
Title IV – Civil Rights Act – Plumas County in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Pre-Bid Conference. The County will hold a pre-bid conference on Tuesday July 16, 2019 at 10:00 a.m. at the following location: Nervino Airport, Beckwourth, Plumas County California. All interested bidders are invited to attend. If desired the Contractor will be allowed to inspect the project at that time.
Contractor’s License Classification. A contractor will not be required to be licensed to prepare a bid for the project but must be licensed in accordance with the provisions of Chapter 9, Division III of the Business and Professions Code, before performing any work on the project. A license of the classification required for the work proposed under this contract is mandatory.
DIR Registration: In accordance with Senate Bill 854 (SB 854), all contractors submitting a bid for this project must be registered with the Department of Industrial Relations (DIR). All contractors and subcontractors who bid and work on any County-awarded public works project must be registered.
Securities
Monthly progress payments shall be made to the Contractor for the value of the work completed during the preceding month, less a five percent (5%) security withhold. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the City or with a state or federally chartered bank as the escrow agent, who shall pay such monies to the Contractor upon satisfactory completion of the contract. Securities eligible for investment under this section shall include those listed in Government Code Section 16430 or bank or savings and loan certificates of deposit. NOTICE TO CONTRACTORS CALLING FOR BIDS
NOTICE IS HEREBY GIVEN that the Plumas Unified School District (“District”), acting by and through its Board of Trustees, hereinafter referred to as the DISTRICT will receive up to, but not later than 2:00 p.m. on Monday, July 29, 2019, sealed bids for the award of a contract for the Plumas Unified School District (PUSD) Baseball and Softball Fields at Portola Jr/Sr High School, 155 6th Ave, Portola, CA. Bid Package PU2019.4.23 Underground Utilities-Grading-Landscaping. Bids shall be received at the Plumas Unified School District office located at 1446 East Main Street, Quincy, CA 95971 and shall be opened and publicly read aloud at the abovestated time and place. NOTICE IS HEREBY GIVEN that Last Chance Creek Water District will conduct a General District Election on the 5th day of November, 2019, for the purposes of electing the position of Director. The term for each position of director shall be for four (4) years or until the Director’s successor qualifies and takes office.
1. To be qualified as a candidate for the position of Director, a person must be a holder of title to land within District boundaries, or the Legal Representative of a holder of title to land within District boundaries, and an elector.
2. If insufficient nominations are received and a petition for election is not filed within the time period stipulated in Election Code section 105 15, appointment to each elective office will be made as prescribed within the Election Code section 10515.

ROAD AND UTILITY IMPROVEMENTS
TAYLORSVILLE, CA
Will be received at Sierra Institute for Community and Environment, 4438 Main Street, P.O. Box 11 Taylorsville, California 95983, until 2-00 p.m. on July, 30 2019, at which time they will be publicly opened and read in the office at the above address.
General Work Description: Complete Grading 1 Drainage Improvements, and crush and grind A.C. paving and concrete slabs as noted on plans dated April 22, 2019 by NST Engineering, Inc. titled “Grading and Drainage Plan for Sierra Institute.”
Walk through is optional for all prospective bidders. Prebid Conference will be held at 10:00 a.m., July 23, 2019 at Crescent Mills site (1 5690 Highway 89).
The successful bidder must possess the following proper classification of Contractor’s license: General Engineering license.
This contract is subject to the provisions of Section 22300 of the California Public Contract Code, which provides for the substitution of securities for any monies withheld by a public agency to ensure performance under a contract. The bidder’s attention is directed to said Section 22300 of the Public Contract Code for the specific requirements and provisions for such substitutions of securities if requested by the Contractor.
This contract is subject to State contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.
Plans and specifications may be obtained at the Office of the Project Engineer, NST Engineering, Inc., 1495 Riverside Drive, Susanville, CA, A copy of the bid documents may be obtained at the Engineer’s Office upon request and payment of $20.00. The amount of the payment is charged at cost and is not refundable.
The Contractor shall also furnish Certificates of Insurance, with Sierra Institute named as an additional insured, in amounts and coverage as specified in the Specifications.
Sierra Institute hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.
Pursuant to Section 1770 and 177 1, of the Labor Code, all Contractors and Subcontractors shall pay the General Prevailing Wage Rates on Public Works Contracts.
Pursuant to Section 1773 and 1773.1 of the Labor Code the general prevailing wage rates in the County in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wage rates are on file with the Sierra Institute and may be reviewed during normal working hours.
Sierra Institute reserves the right to reject any or all bids.
