NOTICE IS HEREBY GIVEN that PLUMAS LAFCO intends to adopt updated Bylaws in the interest of best serving the public.
Plumas LAFCO Bylaws were most recently updated in 2010. The Commission identified certain deficiencies and out-of-date references within the Bylaws and desires to update the Bylaws to appropriately guide internal operations and processes of LAFCO.
Any interested person may present written comments concerning the proposed updates to the Bylaws no later than October 21st, 2019 at the conclusion of a public hearing to Plumas LAFCO in person at the hearing or in writing to Ms. Jennifer Stephenson, Plumas LAFCO Executive Officer, 5050 Laguna Blvd #112-711 Elk Grove, CA 95758 or jennifer@pcateam.com or (310)936-2639.

The Plumas County Board of Supervisors will hold a public hearing on the proposed CEQA Addendum to the 2009-2014 Housing Element Initial Study/Negative Declaration Number 646 and the Draft Housing Element on October 1, 2019 at 1:00 p.m. in the Supervisors Board Room, Courthouse, Third Floor, 520 Main Street, Room 308, Quincy, CA 95971
The Housing Element is one of the seven state mandated elements of the Plumas County General Plan and provides the framework to address the existing and projected housing needs of all economic segments of the unincorporated area of Plumas County. Under state law, the Housing Element must address the County’s Regional Housing Needs Allocation (RHNA) and analyze the needs and issues of housing availability and affordability, among others. The Housing Element then sets forth goals, policies, and programs to address the identified needs and issues.

Proposed Ordinance Amending Plumas County Code Title 9 (Planning and Zoning), Chapter 2, Articles 2, 30 and 31
Clarification that “Horticulture” does not include “Industrial hemp”, addition of definition of “Agricultural processing” and addition of “Agricultural processing” as a use subject to the issuance of a special use permit in the Agriculture Preserve (AP) and General Agriculture (GA) zones
The Plumas County Planning Commission will hold a public hearing on the following matter on Thursday, October 3, 2019 in the Conference Room of the Plumas County Planning and Building Services Permit Center, 555 Main Street, Quincy, CA

Public Hearing- Recommendation by the Planning Commission to the Plumas County Board of Supervisors re: Zoning Code amendment to clarify the definition of Horticulture does not include “Industrial hemp”. Also, to add a definition of “Agricultural processing” as a use permitted in the Agricultural Preserve (AP) and General Agriculture (GA) zones, subject to the issuance of a special use permit.
The elimination of Industrial hemp from the definition of Horticulture will essentially result in a ban of the cultivation of Industrial hemp in residential zones of S-1(Suburban), S-3 (Secondary Suburban), R-10 (Rural-10 acre) and R-20 (Rural-20 acre).
The proposed draft ordinance is exempt from the California Environmental Quality Act guidelines under Section 15061(b)(3) because: “Agricultural processing” will be permitted subject to special use permit and discretionary review, which will include project specific environmental review to address any potential environmental impacts. The precluding of industrial hemp from those zones that permit horticulture will not create any adverse environmental impacts, and will serve to protect public health and safety.

SUMMARY OF ORDINANCE AMENDING PLUMAS COUNTY CODE, TITLE 9 AND IMPLEMENTING STANDARDS FOR ACCESSORY DWELLING UNITS AND EMERGENCY SHELTER AS PER STATE HOUSING ELEMENT REQUIREMENTS
On September 5, 2019, the Plumas County Planning Commission held a public hearing on the proposed ordinance and approved Resolution 2019-6 making recommendations to the Board of Supervisors that the ordinance be adopted and that the Board find the ordinance adoption is exempt from the California Environmental Quality Act under Section 15061(b)(3) because the ordinance will implement state Housing Element legal requirements and will implement Programs 10 and 22 of the proposed draft 2019-2024 Housing Element.
On October 1, 2019, at 1:00 p.m., the Plumas County Board of Supervisors will hold a public hearing on the proposed ordinance.

AN ORDINANCE OF THE COUNTY OF PLUMAS, STATE OF CALIFORNIA, AMENDING PLUMAS COUNTY CODE TITLE 9 (PLANNING AND ZONING), CHAPTER 2, ARTICLES 2, 4, 13 THROUGH 23, 25 AND 26: ACCESSORY DWELLING UNITS AND EMERGENCY SHELTERS.
The Board of Supervisors of the County of Plumas, State of California, DOES ORDAIN as follows:
Section 1.
Plumas County Code Sections 9-2.201.1 “Accessory dwelling unit”, 9-2.228 “Dwelling unit”, and 9-2.230.5 “Emergency shelter” of Article 2 of Chapter 2 of Title 9 (Planning and Zoning) of the Plumas County Code are hereby amended and adopted as set forth in Exhibit “A”.
Section 2.
Plumas County Code Sections 9-2.408 “Garages and Carports” and 9-2.414 “Parking and Loading” of Article 4 of Chapter 2 of Title 9 (Planning and Zoning) of the Plumas County Code are hereby amended and adopted as set forth in “Exhibit A”.
Section 3.
Plumas County Code Sections 9-2.1302 “Uses (2-R, 3-R, 7-R)” and 9-2.1305 “Yards (2-R, 3-R, 7-R)” of Article 13 of Chapter 2 of Title 9 (Planning and Zoning) of the Plumas County Code are hereby amended and adopted as set forth in “Exhibit A”.
