NOTICE TO CONTRACTORS CALLING FOR BIDS

NOTICE IS HEREBY GIVEN that the Plumas Unified School District (“District”), acting by and through its Board of Trustees, hereinafter referred to as the DISTRICT will receive up to, but not later than 2:00 p.m. on Wednesday, September 26, 2018, sealed bids for the award of a contract for Plumas Unified School District (PUSD) Facility Maintenance Projects at Chester Jr/Sr High School – Bid Package PU2018.6.9.A – Parking Lot Improvements. Bids shall be received at the Plumas Unified School District office located at 1446 East Main Street, Quincy, CA 95971 and shall be opened and publicly read aloud at the above-stated time and place. No contractor or subcontractor may be listed on a bid proposal or awarded a contract for public work unless currently registered with the DIR pursuant to Labor Code section 1725.5.  This project is subject to compliance monitoring and enforcement by the DIR.

Notice of Public Hearing

Plumas County Board of Supervisors

The Plumas County Board of Supervisors will hold a public hearing on the following matter on Tuesday, October 2, 2018 in the Board of Supervisors Room, Room 308, Plumas County Courthouse, 520 Main Street, Quincy, CA

1:00 p.m.

Public Hearing- Proposed ordinance of the County of Plumas, State of California, amending Plumas County Code sections which implement the State Responsibility Area Fire Safe Regulations by adopting and amending certain sections of Title 8 (Building Regulations) and Title 9 (Planning and Zoning)

Section 4290 of the Public Resources Code requires the Board of Forestry and Fire Protection to “adopt regulations implementing minimum fire safety standards related to defensible space which are applicable to state responsibility area lands under the authority of the department.” The statute is further clarified and made specific in regulation in Title 14, the Natural Resources Division of the California Code of Regulations.

At the regularly scheduled meeting on March 4, 2015, the Board of Forestry adopted amendments to these regulations governing fire safe development in the State Responsibility Area (SRA). These amendments were approved by the Office of Administrative Law on April 27, 2015 and became effective on January 1, 2016. Therefore, Plumas County has been operating under the State statutes rather than the previously adopted local county codes since January 1, 2016.

The proposed ordinance amends Titles 8 and 9 in order to implement the State Responsibility Area Fire Safe Regulations locally. There are several proposed exceptions from the regulations in certain sections of the proposed ordinance:

  • Methods for reducing the thirty foot side and rear yard setbacks on parcels over one acre in size.
  • Methods to address setbacks on parcels less than one acre in size that are not located within structural fire protection districts.
  • Methods to address new additions to existing structures located on developed parcels.

After approval by the Board of Supervisors, the ordinance will be forwarded to the Board of Forestry and Fire Protection for certification and determination that the ordinance meets the same practical effect as the SRA Fire Safe Regulations. The ordinance’s purpose is for protection of natural resources and public health and safety. Therefore, it is exempt from the requirements of the California Environmental Quality Act under Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the ordinance may have a significant effect on the environment.

The Plumas County Planning Commission recommended approval of this ordinance by Resolution 2016-1 at the meeting held on September 1, 2016. The Board of Supervisors held a public hearing on the proposed county code amendments on June 13, 2017. This public hearing was continued until July 18, 2017. After the close of the public hearing, the Board voted to submit the regulations for preliminary review by the California Board of Forestry and Fire Protection. The Resource Protection Committee of the California Board of Forestry and Fire Protection reviewed the regulations for compliance on December 5, 2017.

SUMMARY OF ORDINANCE AMENDING PLUMAS COUNTY CODE SECTIONS THAT IMPLEMENT THE STATE RESPONSIBILITY AREA FIRE SAFE REGULATIONS

On July 18, 2017, the Plumas County Board of Supervisors approved an ordinance amending the Plumas County Code Sections that implement the State Responsibility Area Fire Safe Regulations.

On December 5, 2017, the Resource Protection Committee of the Board of Forestry and Fire Protection reviewed the Plumas County Fire Safe Development Regulations and approved those regulations in concept as meeting the objectives of the State Responsibility Area Fire Safe Regulations.

On October 2, 2018, the Plumas County Board of Supervisors will hold a hearing on the proposed ordinance.

Once certified by the Board of Forestry, this ordinance shall be codified.

Section 4. Publication

A summary of this ordinance shall be published, pursuant to Section 25124(b)(1) of the Government Code of the State of California, before the expiration of fifteen days after the passage of the ordinance, once, with the names of the supervisors voting for and against the ordinance, in the Feather River Bulletin, the Indian Valley Record, the Chester Progressive, and the Portola Reporter, newspapers of general circulation in the County of Plumas.

Telecommunications Ordinance

Notice is given that Negative Declaration 674 has determined that this project will not have a significant effect on the environment.

The project is located in the unincorporated area of Plumas County, CA.

The project is the fulfillment of General Plan Goal 1.9 Communication Infrastructure and Policy 1.9.1 Communication Tower Location Criteria which states, “The County shall provide site development criteria in the County’s Zoning Code.” The project involves the development and adoption of a Telecommunications Ordinance that will implement a comprehensive set of standards for the design and placement of telecommunications facilities in the unincorporated area of Plumas County. Telecommunications facilities would be reviewed through discretionary review (special use permit), as well as through ministerial review via a new ministerial permit type (zoning clearance certificate). The facilities regulated by the proposed Ordinance are new tower or pole facilities, pole mounted facilities, building mounted facilities, co-located facilities, and pre-existing facilities. The Ordinance would regulate all zones, with the Timberland Production Zone (TPZ) being exempt. Telecommunications facilities in the Open Space (OS) and Lake (L) zones would not be permitted under the proposed Ordinance.

Plumas County Planning Commission

Water Efficient Landscape Ordinance

The Planning Commission will hold a public hearing on the following matter on Thursday, October 4, 2018, in the Plumas County Permit Center Conference Room, 555 Main Street, Quincy, CA

10:00 a.m.

Ordinance of the County of Plumas, State of California, amending Plumas County Code Title 9 (Planning and Zoning) by adopting the State’s Model Water Efficient Landscape Ordinance (MWELO)

Executive Order B-29-15 directed the Department of Water Resources to update the State’s Model Water Efficient Landscape Ordinance. On July 15, 2015, the revised MWELO was approved by the California Water Commission. Local agencies had until December 1, 2015 to adopt the Model Water Efficient Landscape Ordinance or to adopt a Local Ordinance which is at least as effective in conserving water as MWELO. Additionally, local agencies had the option of allowing the MWELO to go into effect by default and adopt a Local or Regional Ordinance at a later time. This project is the adoption of the State’s Model Water Efficient Landscape Ordinance.

The proposed Ordinance amends Title 9 in order to implement the State’s Model Water Efficient Landscape Ordinance locally.

The Planning Commission’s duties include providing recommendations to the Board of Supervisors on zoning code changes after holding a noticed public hearing.

The Planning Commission is charged with rendering decision on the above matter in the form of a written recommendation to the Board of Supervisors as per Plumas County Code Sections 2-2.107 and 2-2.108.
