CalCannabis Cultivation Licensing Draft Program Environmental Impact (PEIR) Report

The California Department of Food and Agriculture (CDFA) is developing regulations for statewide medical and adult-use (nonmedical) cannabis cultivation licensing, as well as a track-and-trace system. The collective statewide licensing program is called CalCannabis Cultivation Licensing.
The overall purpose of CalCannabis Cultivation Licensing is to ensure statewide cannabis cultivation is performed in a manner that protects the environment, cannabis cultivation workers, and the general public from the individual and cumulative effects of these operations, and fully complies with all applicable laws. An additional purpose of the program is to establish a track-and-trace system to ensure the movement of cannabis items is tracked throughout the production chain.
As the lead agency, CDFA has prepared a Draft Program Environmental Impact Report (PEIR) in accordance with the California Environmental Quality Act. The Draft PEIR provides information about the potential environmental effects associated with the adoption and implementation of statewide cannabis cultivation regulations. The release of the Draft PEIR triggers a 45-day public review and comment period to allow agencies and interested parties the opportunity to provide input on the environmental analyses, mitigation measures, and alternatives associated with statewide cannabis cultivation.
Public and agency comments on the Draft PEIR for CalCannabis Cultivation Licensing are a critical part of the environmental review process. The formal comment period for the CalCannabis Cultivation Licensing Draft PEIR begins on June 15, 2017, and ends on July 31, 2017.
