1. PROJECT OVERVIEW

Diamond Mountain Casino & Hotel is seeking a qualified, licensed contractor to perform extensive exterior and interior repairs. Significant water intrusion originating from a failed roof drainage system has caused structural damage from the 4th-floor exterior down into the 3rd-floor guest rooms. This project requires a firm capable of handling high-reach stucco work, structural framing repair, and full interior hospitality renovations. The hotel is a four-story, wood-framed structure. The exterior walls are clad with Portland cement plaster (stucco). The roof is gable-style and is covered with architectural shingles.

Interior walls and ceilings are finished with gypsum wallboard (drywall), and interior floor finishes include ceramic tile, wood, and carpet. Skyline Road is located on the north side of the building. Rooms 417, 317, 215, and 101 need renovation after removal and remediation of water damage and any microbial growths.

2. SCOPE OF WORK

The contractor shall provide all labor, equipment, and materials for the following:

A. Exterior Stucco & Building Envelope

Demolition: Cut out and remove all compromised stucco, lath, and water-damaged substrate from the 4th floor down through the 3rd-floor exterior.

Waterproofing: Install high-performance vapor barriers and integrated flashing at all transitions to ensure a watertight seal.

Finish: Apply new stucco to match existing texture; prime and paint to match the current hotel exterior color scheme.

B. Structural Dry Rot & Interior Renovation

Structural Repair: Remediation of dry rot 4th floor guest rooms. This includes replacing rotted wall studs, headers, and floor joists affected by vertical water travel between the 4th and 3rd floors.

Remediation: Full mold assessment and treatment of all wall cavities prior to closing.

● Interior Build-Back: Complete renovation of affected rooms including new insulation, drywall, premium hospitality-grade paint, baseboards, and trim to match existing hotel standards.

 

C. Drainage System Upgrade

Installation: Replace failed gutter segments with high-capacity commercial-grade drainage.

Mitigation: Install professional-grade stainless steel micro-mesh debris guards to prevent future build-up and overflow.

Testing: Water-test the entire system to ensure proper discharge away from the building envelope.

 

3. SUBMISSION REQUIREMENTS

Proposals must be organized and include the following:

Licensing: Proof of valid California Contractor’s License (B-General Building) and insurance (Liability/Workers’ Comp).

Detailed Bid: Itemized pricing for Scaffolding, Stucco, Structural Framing, and Interior Finishing.

Schedule: A week-by-week project milestone chart

References: Minimum of three (3) references for commercial hospitality or multi-story structural repairs.

 

4. EVALUATION CRITERIA

● Proven experience in large-scale water damage restoration.

● Efficiency of timeline to minimize “Room Out of Order” (OOO) revenue loss.

● Quality of proposed materials (specifically for waterproofing and gutter guards).
